{"id":33308,"date":"2021-02-23T19:40:05","date_gmt":"2021-02-23T19:40:05","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/02\/23\/schumer-says-senate-will-draft-tech-research-funding-bill\/"},"modified":"2026-08-07T22:42:52","modified_gmt":"2026-08-07T22:42:52","slug":"schumer-says-senate-will-draft-tech-research-funding-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2021\/02\/23\/schumer-says-senate-will-draft-tech-research-funding-bill\/","title":{"rendered":"Schumer says Senate will draft tech research funding bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Senate Majority Leader Chuck Schumer, D-N.Y., said Tuesday he is directing lead Senate Democrats to draft bipartisan legislation investing in disruptive new technologies in order to challenge China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Details are expected to emerge as they are proposed, but the bill would pump dollars into reshoring U.S. manufacture of <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2019\/07\/12\/intel-officials-warn-of-chinas-growing-threat-to-american-technology\/\" target=_blank>semiconductors<\/a>, which are at the center of a global shortage, as well as other manufacturing and supply chain vulnerabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI want this bill to address America\u2019s short-term and long-term plans to protect the semiconductor supply chain, and to keep us number one in things like AI, <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/5g\/2021\/02\/05\/pentagon-urged-to-work-with-industry-on-5g-network-development\/\" target=_blank>5G<\/a>, quantum computing, biomedical research, [data] storage,\u201d Schumer said Tuesday, adding that the goal is to introduce a bipartisan bill this spring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to get a bill like this to the president\u2019s desk quickly to protect America\u2019s long term economic and national security.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The move comes as President Joe Biden is mulling how his administration will counter Beijing geopolitically and technologically, but also as China faces more opposition than ever in Washington due to its trade record, territorial disputes with neighbors, and accusations of technology theft and spying. But what concrete measures will he take?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">At the Senate Armed Services Committee earlier in the day, experts sounded the alarm that the U.S. could fall behind in developing key technologies, while panel lawmakers voiced worries that the Pentagon isn\u2019t investing correctly to counter Chinese dominance in the tech sphere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SASC Chairman Jack Reed, D-R.I., pointed to China\u2019s \u201caggressive attempts to undercut our current technological superiority,\u201d adding: \u201cWe must also be concerned about the strength of our national research and innovation enterprise, including the workforce, the health of the manufacturing and industrial base, and the infrastructure that we need to support technology development.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schumer, with Sen. Todd Young, R-Ind., sponsored a bill last year meant to invest $100 billion into research for select emerging technologies called the <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/05\/27\/congress-may-unite-on-fighting-china-with-100b-tech-industry-boost\/\" target=_blank>Endless Frontier Act<\/a>. That bill, the basis for this current effort, would have created a technology directorate in the National Science Foundation, with \u201cDARPA-like authorities\u201d to oversee research and make contract awards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One theme in the new bill, Schumer said, will be to strengthen U.S. partnerships and alliances, including those with NATO, Southeast Asian countries and India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legislators are also looking at providing emergency funding to implement the bipartisan semiconductor programs included in last year\u2019s defense policy bill, per a Senate Democratic aide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Schumer called semiconductors \u201ca dangerous weak spot in our economy,\u201d citing reports of automakers are being forced to adjust production schedules due to the scarcity of microchips.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou\u2019ve seen that auto plants throughout America are closed because they can\u2019t get the chips cannot rely on foreign processors,\u201d Schumer said. \u201cWe can\u2019t let China get ahead of us in chip
