WASHINGTON \u2014 A new report from the Center for American Progress calls for a radical overhaul of the U.S. security assistance program, including shifting roughly $7 billion in funding streams from the Pentagon to the State Department to ensure stronger, more cohesive oversight.<\/p>\n\n\n\n

The report, from Max Bergmann and Alexandra Schmitt<\/a>, argues that the current system of funding for foreign militaries is \u201cdysfunctional and bifurcated,\u201d and that the Biden administration should look to reset the relationship<\/a> between the departments of State and Defense.<\/p>\n\n\n\n

The current system is \u201cboth inefficient and ill-suited for the present foreign policy environment,\u201d the authors write in the report, obtained first by Defense News. \u201cThe new era of great power competition and today\u2019s threats of climate change, pandemics, and other nontraditional challenges demand a new and more integrated, agile, and wholistic approach\u201d to U.S. efforts around the globe.<\/p>\n\n\n\n

The report was published March 9.<\/p>\n\n\n\t
