{"id":33692,"date":"2019-07-31T01:00:30","date_gmt":"2019-07-31T01:00:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/07\/31\/inhofe-exhorts-republicans-to-back-budget-deal\/"},"modified":"2026-08-07T22:38:38","modified_gmt":"2026-08-07T22:38:38","slug":"inhofe-exhorts-republicans-to-back-budget-deal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/07\/31\/inhofe-exhorts-republicans-to-back-budget-deal\/","title":{"rendered":"Inhofe urges Republicans to back budget deal for military\u2019s sake"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 With Senate Republicans split on whether to pass a bipartisan <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/07\/25\/budget-deal-advances-despite-gop-worries-over-costs-smaller-boost-for-military\/\" target=_blank>$2.7 trillion budget deal<\/a>, Senate Armed Services Committee Chairman Jim Inhofe worked to rally lawmakers Tuesday to the defense spending increase the deal represents.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe, R-Okla., delivered a floor speech <a href=\"https:\/\/www.politico.com\/story\/2019\/07\/30\/budget-mcconnell-whip-trump-1441004\" target=_blank>amid reports<\/a> Senate Republican leaders are working to whip support to avoid a repeat of last week\u2019s House vote, where two-thirds of Republicans opposed the deal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deal contains $738 billion in military funding in fiscal 2020 \u2015 above the $717 billion defense budget for 2019 and below the $750 billion that Inhofe and House Armed Services Committee ranking member Mac Thornberry <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/12\/10\/trump-changes-his-mind-again-on-military-spending-now-wants-a-big-boost-next-year\/\" target=\"_blank\">convinced the president<\/a> to request. Thornberry, R-Texas, and Inhofe say they are backing the deal because it provides the military with stability and more than the $733 billion in the House\u2019s passed defense policy bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will take this smaller deal to give our military what it needs: predictability,\u201d Inhofe said in the floor speech. \u201cIt\u2019s also more than what the House passed in their defense authorization bill, which was dangerously low. Every member of the Armed Services Committee should vote for this.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe cast the budget agreement as a \u201cdefense budget agreement,\u201d an alternative to a one-year continuing resolution floated for a time by the White House, versus no deal, which would trigger a \u201chaphazard\u201d $71 billion budget cut via sequestration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe also noted that the deal hammered out by the White House and congressional leaders funds both a 3 percent pay raise as well as investments in hypersonic weapons and aviation modernization.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/07\/23\/budget-deal-gives-a-big-funding-boost-to-defense-but-republicans-wanted-more\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/5578010-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Budget deal gives a big funding boost to defense, but Republicans wanted more<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The $738 billion plan for defense spending next year falls short of what some claimed was needed to maintain military might.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Earlier in the day, a number of Senate Republicans were undecided, leaning against the deal or publicly opposed. The budget deal is linked to an increase in the soon-to-expire debt ceiling, seen as defying fiscally conservative principles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One notable \u201cno\u201d: Senate Homeland Security and Governmental Affairs Committee Chairman Ron Johnson, R-Wis., said a debt ceiling increase should come with some structural reforms to the budget, namely his bipartisan bill to prevent government shutdowns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve always asked for it, never got it, so I\u2019ve never voted for an increase in the debt ceiling,\u201d Johnson said. \u201cWe have no structural reforms, so I\u2019m a \u2018no.\u2019 \u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SASC Personnel Subcommittee Chairman Thom Tillis, R-N.C., had not publicly announced a position Tuesday and seemed to be on the fence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOn the one hand we have legitimate concerns about the debt, I\u2019ve expressed them,&#8221; Tillis told a reporter. &#8220;And on the other hand I have legitimate concerns about making it more difficult to deal with some of the military readiness concerns by not coming up with a funding deal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell, R-Ky., is expected to rally his caucus and muscle the bill through before lawmakers depart Washington this week for the Senate\u2019s summer recess. How that would happen was unclear as of Tuesday evening, but a Democratic whip notice said negotiations were ongoing, &#8220;relative to a pathway for the Bipartisan Budget Act.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if the bill passes the Senate, the deal represents top lines for defense and nondefense, leaving Congress to do the work of passing its 12 appropriations bills or risk a government shutdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How will spending bills be structured? Senate Appropriations Committee Chairman Richard Shelby, R-Ala., floated the idea of linking Defense Department spending with spending for Labor, Health and Human Services, Education, and Related Agencies, as well as Energy and Water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf we had Defense, Labor-HHS and Energy and Water, we would have three bills out of 12, about 70 percent of [all discretionary spending],\u201d Shelby told reporters Tuesday. \u201cI think joining some bills together will create an overwhelming majority, some critical mass [for] Democrats and Republicans to get together.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/07\/22\/near-final-budget-deal-could-prevent-government-shutdown-stabilize-military-funding\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP19177671309353.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">\u2018Near-final\u2019 budget deal could prevent government shutdown, stabilize military funding<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin have reached a \u201cnear-final agreement\u201d on a two-year budget deal that has increases for defense and domestic top lines.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Still, lead appropriators seemed to have no plan Tuesday to avoid the homeland security spending disputes that shut down the government last year. The 35-day government shutdown that ended in January focused on the president\u2019s demands for $5.7 billion for border wall construction and higher caps on the number of immigrants the government can detain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shelby said Tuesday he was temporarily putting off Department of Homeland Security spending issues for now. \u201cI\u2019m trying to avoid the macro right now, the big stuff,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked if there is a plan to solve those issues, the chairwoman for the Homeland Security Appropriations Subcommittee, Sen. Shelley Moore Capito, R-W.Va., quipped to reporters, \u201cHmm, that\u2019s a question.\u201d She quickly added that the issues were \u201ca high priority for many of us.
