{"id":33807,"date":"2018-03-02T14:48:41","date_gmt":"2018-03-02T14:48:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/03\/02\/despite-skipping-brac-request-pentagon-should-still-cut-infrastructure-costs-says-reed\/"},"modified":"2026-08-07T22:50:24","modified_gmt":"2026-08-07T22:50:24","slug":"despite-skipping-brac-request-pentagon-should-still-cut-infrastructure-costs-says-reed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/03\/02\/despite-skipping-brac-request-pentagon-should-still-cut-infrastructure-costs-says-reed\/","title":{"rendered":"Despite skipping BRAC request, Pentagon should still cut infrastructure costs, says Reed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Senate Armed Services Committee\u2019s top Democrat, Jack Reed, said Thursday the Pentagon must find ways to economize even though it did not ask for a new round of base closures in its <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2018\/02\/12\/budget-boost-in-hand-pentagon-skips-cost-saving-base-closure-request\/\" title=\"\" class=\"\" target=\"_blank\">$686 billion budget request for fiscal 2019<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou can\u2019t operate at this level and not find savings, and it\u2019s their responsibility to come up with some savings,\u201d Reed, of Rhode Island, told reporters. \u201cI\u2019d seriously look at a BRAC, if they propose it,\u201d using an acronym for the base realignment and closure process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If there are facilities the Pentagon can consolidate, outside of a BRAC round, it should do so, said Reed. He and SASC Chairman John McCain, R-Ariz., unsuccessfully <a href=\"https:\/\/www.defensenews.com\/congress\/2017\/09\/05\/dod-supports-mccain-reed-base-closure-proposal\/\" title=\"\" class=\"\" target=\"_blank\">sought approval for a BRAC<\/a> in the annual defense policy bill last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lawmakers typically have expressed concern about the local economic fallout of base closures, and arguments against a new BRAC have used the 2005 round\u2019s upfront costs. Sen Jim Inhofe, the SASC\u2019s No. 2 Republican and Readiness Subcommittee chair, <a href=\"https:\/\/www.defensenews.com\/congress\/2017\/05\/28\/inhofe-trump-s-brac-request-a-bad-idea\/\" title=\"\" class=\"\" target=\"_blank\">opposed a Trump administration request<\/a> in 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed said base closures are still worth a conversation in Congress, even in an election year. But he added that talks would be hamstrung because Defense Secretary Jim Mattis did not ask for base closures in his FY19 budget request.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat complicates the debate because other people who oppose it can say: \u2018The department didn\u2019t ask for it, why are you suggesting it?\u2019 \u201d Reed said. \u201cBut I do think, and again, Secretary Mattis understands this very well, that as we continue to increase funding, we have to find economies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reed\u2019s remarks come ahead of a Senate Budget Committee hearing set for March 7 on the Defense Department\u2019s ongoing audit and business operations reform at the Pentagon. Lawmakers will question <a href=\"https:\/\/www.defensenews.com\/outlook\/2017\/12\/11\/pentagon-comptroller-using-the-audit-to-drive-change\/\" title=\"\" class=\"\" target=\"_blank\">Pentagon Comptroller David Norquist<\/a> and <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/30\/pentagon-chief-management-officer-nominee-clears-committee\/\" title=\"\" class=\"\" target=\"_blank\">Chief Management Officer John Gibson<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Budget Committee Chairman Mike Enzi, R-Wyo., recently <a href=\"https:\/\/www.budget.senate.gov\/imo\/media\/doc\/Chairman%20Enzi%20Letter%20to%20Secretary%20Mattis%2002.08.18%20Audit.pdf\" title=\"\" class=\"\" target=\"_blank\">wrote to Mattis<\/a> to request specifics on the DoD\u2019s ongoing consolidated audit process. Enzi expressed concern after the DoD Office of the Inspector General found numerous problems in the Defense Logistic Agency\u2019s financial statements, including almost $1 billion of inaccuracies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Armed Services Committee\u2019s top Democrat, Rep. Adam Smith, and the Cato Institute\u2019s Chris Preble published an <a href=\"http:\/\/www.airuniversity.af.mil\/Portals\/10\/SSQ\/documents\/Volume-12_Issue-1\/Smith.pdf?utm_source=Strategic+Studies+Quarterly&amp;utm_campaign=9d1ed7ea3f-EMAIL_CAMPAIGN_2018_02_26&amp;utm_medium=email&amp;utm_term=0_4b8d69edd5-9d1ed7ea3f-214545441&amp;mc_cid=9d1ed7ea3f&amp;mc_eid=[UNIQID]\" title=\"\" class=\"\" target=\"_blank\">article<\/a> this week arguing the concerns driven by the 2005 BRAC are misplaced. The unexpected upfront-cost overruns associated with that BRAC are in part because the DoD used it to build new facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile savings from base closures alone will not solve all DOD problems, knowingly misallocating resources to maintain unwanted and unneeded bases is irresponsible,\u201d Smith and Preble wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The FY19 defense budget request represented an increase of $56 billion, or 10 percent, over the proposed FY17 budget. Congress has yet to finalize an FY18 budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department does have <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/08\/02\/this-is-the-pentagons-new-acquisition-structure\/\" title=\"\" class=\"\" target=\"_blank\">a spate of reforms set for FY18<\/a>, setting up six \u201creform leaders\u201d to oversee changes to logistics and supply chain, community services, human resources, health care, performance management, and real property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon\u2019s new assistant defense secretary for energy, installations and environment, <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/14\/the-new-brac-strategy-capability-over-cost-savings\/\" title=\"\" class=\"\" target=\"_blank\">Lucian Niemeyer<\/a>, supports a new BRAC for the DoD; but the Pentagon skipped its customary request in the budget request unveiled in February.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norquist told reporters at the budget rollout that the plan is to first find common ground with members of Congress on DoD reforms and further review excess facilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October, Mattis told Congress a new
