Any changes should roll out in about a year, he told Army Times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government Accountability Office report \u201creally resonated with both the Army and the Marine Corps&#8230;it told us what we needed to hear,\u201d said Brig. Gen. Andrew Hilmes in a Monday afternoon interview.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hilmes commands the Army Combat Readiness Center, which oversees service-wide safety efforts and investigations. He also serves as the service\u2019s top safety officer advising the chief of staff.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/marinecorpstimes\/news\/your-marine-corps\/2021\/07\/15\/sweeping-probe-faults-army-marine-training-standards-in-rare-look-at-vehicle-mishaps-over-10-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"207\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/220261.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Sweeping probe faults Army, Marine Corps in rare look at vehicle mishaps over 10 years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The study was prompted by a spate of high-profile rollover deaths.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">One of the GAO\u2019s findings faulted the Army\u2019s decentralized driver training model, saying that local master drivers and company-level license instructors and examiners were not able to consistently implement the training program, which was \u201cvulnerable to competing\u201d with other priorities and frequently condensed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those problems were due in part to a lack of \u201cperformance criteria and measurable standards\u201d for licensing and training beyond an initial road test designed to certify daytime driving on flat terrain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response, Hilmes revealed, a Pentagon planning group has been working to completely overhaul the way the Army trains its drivers. Previously, the service\u2019s only publicly acknowledged change to driver training was to improve program oversight by establishing a centralized course for master drivers and delineating roles and responsibilities for troops involved in executing the training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think you\u2019ll see something in the next year,\u201d said Hilmes, who added that the working group has been developing the new program since last summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reasons for the update go beyond the GAO report, too, explained Hilmes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen it comes to driving&#8230;tactical vehicles, the goalposts are kind of moving on us a little bit,\u201d the general said. \u201cRight now, one in five soldiers entering the Army doesn\u2019t have a civilian driver\u2019s license&#8230;20 years ago, it was 10%.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What changes may be coming?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Hilmes said the core of the upcoming driver training changes will be \u201cclearly delineated\u201d tasks, conditions and standards that drivers must complete for each vehicle they operate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There will likely be different sets of standards for different driving environments, too, he said. That will be a major shift in philosophy. The current program certifies troops to simply drive during the day on flat surfaces, and other skills, like nighttime driving, are left to individual units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s going to be a lot more prescriptive,\u201d Hilmes explained. The forthcoming program will likely include a structured progression model for ground drivers that mirrors those that develop aviators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hilmes hinted that the service is leaning towards creating proficiency levels for drivers that would signify a soldier\u2019s experience with a specific vehicle. When someone passes the initial road test for a vehicle, they are a \u201cbasic driver\u201d under this concept.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think where they\u2019re going is after you accumulate so many hours accident-free, maybe now you are considered an intermediate driver,\u201d he said, suggesting that certain missions may require vehicle drivers to have a certain level of certification. \u201cI think that\u2019s the direction where we\u2019re headed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The updates to the program will likely include more defined training scenarios for each vehicle, Hilmes added, though those details won\u2019t be available until the new program is unveiled.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The general also believes that the shift will force units to better track how experienced their drivers are, which will help commanders better pair experienced drivers with inexperienced ones to mitigate risks during training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe stink at logging miles for drivers,\u201d Hilmes said. Many accident investigations find that units haven\u2019t properly tracked mileage for their drivers following their initial road tests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hilmes also hopes that the updated standards, whatever their final form may be, will force units to be more intentional about how they conduct training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe haven\u2019t investigated a tactical vehicle accident [since 2019]&#8230;where [the unit] had a to-standard driver\u2019s training program. It is a problem,\u201d he said. \u201cIt\u2019s not sexy. But, man, it\u2019s foundational.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army master drivers echoed that sentiment in the GAO report, with one telling investigators that \u201cdriver\u2019s
