NEW DELHI \u2014 The Indian Air Force has asked the Ministry of Defence\u00a0to buy unknown numbers of S-400 Triumf air defense (AD) <\/span>systems from Russia, but Russian diplomats here said\u00a0that <\/span>Moscow is unlikely to readily <\/span>agree to that Indian request <\/span>until India clarifies its position on the joint Fifth Generation Fighter Aircraft (FGFA) program.<\/p>\n\n\n\n

A final agreement on the joint <\/span>development of the\u00a0FGFA is still pending despite an initial agreement inked in 2010 because the Indian Air Force\u00a0still has not finalized how many the number of <\/span>aircraft it would order,\u00a0FGFA it will order <\/span>and because\u00a0secondly the issue of <\/span>work-share issues between India and Russia on production of the FGFA are\u00a0not settled. Only after final agreement on FGFA is signed\u00a0will\u00a0<\/span>India will release its share of $10 billion toward\u00a0the <\/span>development of the FGFA\u00a0\u2014\u00a0which is based on the Russian T-50 platform and is in the prototype stage \u2014only after final agreement is approved.on FGFA is signed\u00a0will\u00a0.<\/span><\/p>\n\n\n\n

A Russian diplomat, however, said\u00a0Moscow wants greater clarity on whether the ruling Narendra Modi government would proceed with go ahead on the<\/span>\u00a0joint development of the FGFA or limit its purchases of the aircraft. would just restrict to buying a few FGFA aircraft. <\/span>The Russian <\/span>diplomat, would <\/span>however, would not say if there would be a trade-off between the\u00a0S-400 and the FGFA deal.<\/p>\n\n\n\n

The Indian Air Force IAF <\/span>made a request to MoD early this month to buy the S-400 AD <\/span>system, a Defence Ministry source said, in MoD said <\/span>adding that the IAF <\/span>request (to buy S-400) <\/span>will be will be <\/span>on Indian <\/span>Defence Minister Manohar Parrikar’s wish\u00a0list when he visits Moscow next month. India proposes to buy the S-400 through\u00a0AD system on <\/span>a government-to-government (G2G) <\/span>deal, the source added.<\/p>\n\n\n\n

The Air Force\u00a0wants the S-400 AD systems <\/span>to fill holes in its fledgling air defense existing AD <\/span>systems and provide give <\/span>capability to strike multiple targets, including ballistic missiles and stealth aircraft, said an Air Force official. The S-400 Triumf can is capable of <\/span>intercepting<\/span> and destroying<\/span> airborne targets at a distance of up to 400 kilometers (250 miles), <\/span>and can <\/span>simultaneously engage up to six targets.<\/p>\n\n\n\n

“The intention to go ahead with the purchase of S-400 Triumf indicates that the homegrown capability to build an effective anti-missile missile system is not in sight in the near future,” said\u00a0defense analyst Nitin Mehta.<\/p>\n\n\n\n

India is developing its own anti-missile missile <\/span>system that includes the Prithvi Air Defence (PAD) <\/span>for high-altitude interception (above 75 kilometers)\u00a0and the Advanced system Air Defence (AAD) <\/span>for low-altitude interception (below 15 kilometers).<\/p>\n\n\n\n

The first phase of the system, which will be able to have with a range to <\/span>kill ballistic missiles at a range of with a <\/span>2,000 kilometers, was scheduled to have been in operation by 2012. No official from the Defence Research and Development Organisation\u00a0(DRDO),\u00a0which is developing the PrithviPAD<\/span> system, would comment whether the system is in operation.<\/p>\n\n\n\n

The MoD source said that\u00a0the second phase of the system, intended to provide the with a <\/span>capability to kill incoming <\/span>missiles at with <\/span>a range of 5,000 kilometers, is now in development. The source would not comment on whether Phase 1\u00a0system <\/span>is in operation.<\/p>\n\n\n\n

In addition,\u00a0to the homegrown PAD system, <\/span>India and Israel are developing a medium-range surface-to-air missile (MRSAM) project, which would have has <\/span>a range of 70 kilometers, but the project has been delayed by more than three years,\u00a0and no MoD official would comment about when it\u00a0would be completed.<\/p>\n\n\n\n

The Indo-Israeli MRSAM is being jointly developed by India’s DRDO and Rafael and Israel Aerospace Industries of Israel.<\/p>\n\n\n\n

Another project being developed\u00a0jointly with the Israelis is a\u00a0long-range surface-to-air missile, which would have\u00a0(LRSAM ) with <\/span>a range of more than 100 kilometers and is meant for the Indian Navy. This effort\u00a0is also over two years behind schedule.<\/p>\n\n\n\n
