{"id":34321,"date":"2018-05-24T14:47:06","date_gmt":"2018-05-24T14:47:06","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/24\/house-overwhelmingly-backs-plan-to-rebuild-our-military\/"},"modified":"2026-08-08T02:52:35","modified_gmt":"2026-08-08T02:52:35","slug":"house-overwhelmingly-backs-plan-to-rebuild-our-military","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/05\/24\/house-overwhelmingly-backs-plan-to-rebuild-our-military\/","title":{"rendered":"House overwhelmingly backs plan to \u2018rebuild our military\u2019"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 House lawmakers approved a <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/17\/trump-budget-wont-rebuild-the-military-and-thats-dangerous-think-tank-says\/\" title=\"\" class=\"selected-link\" target=\"_blank\" data-original-title=\"\" aria-describedby=\"popover964860\">$717 billion defense authorization bill<\/a> on Thursday after days of debate but without much partisan division, hinting at a smooth negotiation ahead for the sometimes contentious budget policy measure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House\u2019 version of the fiscal 2019 authorization bill includes plans to boost active-duty military end strength, <a href=\"https:\/\/www.militarytimes.com\/pay-benefits\/2018\/05\/22\/troops-poised-for-their-biggest-pay-raise-in-nine-years\/\" title=\"\" class=\"\" target=\"_blank\">a 2.6 percent pay raise for troops<\/a> and sizeable boosts for military aviation upgrades and equipment maintenance, all in line with White House plans to boost American defense power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2018\/05\/10\/house-panel-adopts-716-billion-defense-authorization-plan\/\" title=\"\" class=\"selected-link\" target=\"_blank\">The 1,000-plus-page legislation<\/a> each year serves as the centerpiece for a host of military policy discussions and fights. In recent years, that has included sweeping changes such as overhauling troops\u2019 retirement funds and realignment of Pentagon leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This year\u2019s draft lacks that clear attention-grabber, but lawmakers touted measure as the culmination of years of effort to put the Defense Department on a path of <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/01\/29\/congressional-hawks-want-straight-talk-on-military-readiness-problems\/\" title=\"\" class=\"\" target=\"_blank\">to restoring military readiness<\/a>, a problem both they and President Donald Trump have insisted undermines the country\u2019s safety.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/05\/23\/white-house-wants-37-items-gone-from-the-ndaa\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"240\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1000w_q95.jpg_95c9b7.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The White House wants 37 items gone from the NDAA<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The House draft of the annual Pentagon policy bill is full of things the White House finds objectionable. Enough for a veto? Probably not.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201c(This bill) takes the next steps to rebuilding our military and reforming the Pentagon, the next steps towards strengthening our country\u2019s national security,\u201d said House Armed Services Committee Chairman Mac Thornberry, R-Texas, in advance of the final 351-66 House vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur country has a number of tools at its disposal \u2014 diplomacy, economics and trade, soft power and influence. But in my view the most important tool is our military strength. And I believe our military strength enhances all of those other tools.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, House Speaker Paul Ryan, R-Wis., said the measure keeps the nation\u2019s promise to veterans and service members by taking \u201ca major step forward in rebuilding and reforming our military.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite objections over immigration, nuclear security and a host of other matters, a majority of Democrats also backed the legislation, citing the same readiness concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter nearly 17 years of war, we have really worked the men and women who serve us in the armed services very, very hard,\u201d said Rep. Lawmakers backed administration plans for 77 new F-35 aircraft, two additional Virginia-class submarines and littoral combat ships, and modernization plans for almost 3,400 Joint Light Tactical Vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2.6 percent pay raise is the largest for troops in nine years. That and the end strength boosts are in line with White House promises to better staff and reward military personnel for their sacrifices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House earlier this week signaled that Trump would sign the House\u2019s bill, saying it meets his goals of for national security strategy.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2018\/01\/19\/national-defense-strategy-released-with-clear-priority-stay-ahead-of-russia-and-china\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Year_Photos1_Trump_Mattis.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">National Defense Strategy released with clear priority: Stay ahead of Russia and China<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The National Defense Strategy outlines a world where great power competition, not terrorism, is the driving factor for the Pentagon.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But the White House did offer <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/05\/23\/white-house-wants-37-items-gone-from-the-ndaa\/\" title=\"\" class=\"selected-link\" target=\"_blank\">a list of objections<\/a> included in the House\u2019s plans, including increases for surveillance aircraft and aircraft carriers, a premature reorganization of space forces and the shuttering the Defense Information Systems Agency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They hope some of those issues will be resolved in the Senate\u2019s version of the legislation, due out later this summer. Senate Armed Services Committee officials finished their draft of the defense authorization bill Wednesday evening, and are expected to release details later this week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent days, the House worked through dozens of amendments, including the addition of a full Coast Guard authorization. Rep. Duncan Hunter, R-Calif., successfully pushed for the fifth armed service to be included with the traditional other four, setting budget priorities for the next two years. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Republicans fended off Democratic amendments looking to sideline plans for a new tactical nuclear warhead, to slash the National Nuclear Security Administration\u2019s weapons account and to eliminate authorization for the wartime budget. They also denied an attempt by Democrats to append gun control legislation to expand background checks to the must-pass bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, a Republican-backed amendment to require the military to buy only American-made dinnerware and flatware was defeated during the three days of floor debate. Lawmakers have had mixed success in recent years in requiring such \u201cAmerica first\u201d provisions in the defense budget legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Rules Committee skirted consequential debate on war authorization amendments and protections for troops who came into the country illegally by denying any floor debate on those issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, between the committee and floor mark-ups, more than 500 amendments were added to the authorization bill, most without objection from either party.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Once the Senate adopts its version of the legislation, negotiations from both chambers will spend the rest of the summer working through the differences. The legislation has passed into law for the last 56 years, making it an outlier among the partisan rancor on Capitol Hill.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The bill includes plans
