Congress wants to know."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Congress wants to know why the U.S. Army <a href=\"https:\/\/www.defensenews.com\/land\/2018\/08\/20\/army-pursuing-possible-alternatives-for-a-stryker-based-active-protection-system\/\" target=\"_blank\">hasn\u2019t been able to find an appropriate active protection system for the Stryker combat vehicle<\/a> \u2014 even if that solution is something hybrid in nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both the House and Senate have asked for reports on what is happening with the effort to protect a critical asset, particularly in Europe, from anti-tank-guided missiles and rockets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Senate Armed Services Committee\u2019s version of the draft defense policy bill filed June 12, lawmakers are requiring the service submit a report by the beginning of October on its efforts to assess possible active protection systems, or APS, for integration onto the Stryker.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report should include the effectiveness of the systems <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/08\/heres-who-is-participating-in-the-armys-active-protection-systems-rodeo\/\" target=\"_blank\">tested last fall<\/a>. Those systems were <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/08\/rheinmetall-intensifies-push-to-enter-us-army-combat-vehicle-fleet-protection-program\/\" target=\"_blank\">Rheinmetall\u2019s Active Defense System<\/a> and<a href=\"https:\/\/www.defensenews.com\/land\/2018\/09\/24\/rafael-to-demo-lighter-active-protection-capability-on-stryker-in-2019\/\" target=\"_blank\"> Rafael\u2019s Trophy VPS system<\/a>, a lighter version of the APS equipped on a number of <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2017\/10\/09\/europe-bound-army-to-urgently-field-abrams-tanks-with-trophy-active-protection-system\/\" target=\"_blank\">M1 Abrams tanks. <\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army should also include plans for future testing, proposals for future development and a timeline for fielding an APS on a Stryker, the report states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News reported last week that the Army wouldn\u2019t move forward with either Rheinmetall\u2019s ADS or Rafael\u2019s Trophy VPS due to limitations and challenges associated with Stryker as a platform. But the service said it will continue evaluating those two systems for other vehicles and that \u2014 through further testing \u2014 technology associated with those systems could prove appropriate for Stryker.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2019\/06\/10\/active-protection-systems-demo-hits-dead-end-for-stryker-army-evaluating-next-steps\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/RheinmetallADSCloseup.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Active protection systems demo hits dead end for Stryker; US Army evaluates next steps<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">After a demonstration of two active protection systems proved unfruitful, the Army is looking for other ways to protect its Stryker combat vehicle.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army is equipping Abrams tanks with the Trophy and has decided to outfit the Bradley Infantry Fighting Vehicle with Israeli company<a href=\"https:\/\/www.defensenews.com\/land\/2017\/06\/19\/iron-fist-revealed-the-likely-interim-active-protection-system-for-bradley\/\" target=_blank> IMI\u2019s Iron Fist APS<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The service evaluated Herndon, Virginia-based Artis LLC\u2019s Iron Curtain APS for the Stryker, but decided in August 2018 that it would not move forward with the integration. Because of the decision, the Army decided to hold a demonstration in November to evaluate both Rheinmetall\u2019s ADS and Rafael\u2019s Trophy VPS, which was demonstrated on a Bradley in Israel earlier in 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Signals that the Army was struggling to find the right system for Stryker came in April, when Lt. Gen. Paul Ostrowksi, the military deputy to the Army\u2019s acquisition chief, testified before that SASC\u2019s Airland Subcommittee that<a href=\"https:\/\/www.defensenews.com\/land\/2019\/04\/02\/us-army-needs-another-year-to-pick-protection-system-for-stryker\/\" target=_blank> it would take another year to make a decision on an APS for the Stryker<\/a> following the demonstration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s going to take about a year, quite frankly, in order to put those systems on the vehicles, characterize them and make a determination as to whether or not to move forward with either one of the two vendors,\u201d he told lawmakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Stryker project manager, Col. Glenn Dean, the Army could consider solutions to protect the vehicle that aren\u2019t a sole off-the-shelf system. He added that the service is looking into a number of options.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Armed Services Committee members want the Army to look at \u201chybrid\u201d solutions that would not only incorporate an APS, but would also include passive protection technologies \u201csuch as improved armor,\u201d according to its version of the defense authorization bill, released earlier this month.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2018\/08\/29\/army-to-bring-new-vehicle-protection-technologies-to-fleet-as-early-as-2020\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/taps2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army to bring new vehicle protection technologies to fleet as early as 2020<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army is looking into the future of vehicle protection, with plans to pursue laser-warning systems, reactive armor tiles and signature management solutions.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The committee wants a report by Nov. 29 that lays out the Army\u2019s requirements and <a href=\"https:\/\/www.defensenews.com\/land\/2017\/04\/06\/army-speeds-up-future-modular-active-protection-system-for-combat-vehicles\/\" target=\"_blank\">acquisition strategy for near-term and long-term APS efforts<\/a> to include technology, schedule and funding requirements on combat and tactical vehicles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The report asks for specifics on Stryker APS testing to date and \u201can analysis of the relative merits of hybrid protection technologies.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to several industry and Capitol Hill sources, it\u2019s of particular interest to Congress how the $25 million appropriated in 2018 for the nondevelopmental testing of an additional APS system for Stryker was spent, in addition to a full report on the test results.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Army hit a dead end trying to find an off-the-shelf solution to provide active protection to its Stryker combat vehicle.
