Under the previous rules, approved in 2012, cyber operations that resulted in \u201csignificant consequences\u201d required presidential approval. The <a href=\"https:\/\/fas.org\/irp\/offdocs\/ppd\/ppd-20.pdf\" target=_blank>document<\/a> was labeled \u201ctop secret\u201d but Edward Snowden included it among a trove of files he released.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Current and former military and intelligence officials have told Fifth Domain that the previous rules led to Cyber Command being overly cautious in cyberspace. Some said the approval process to carry out offensive cyberattacks took too long.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A June report from the<a href=\"https:\/\/www.acq.osd.mil\/dsb\/reports\/2010s\/DSB_CSC_Report_Executive%20Summary_Final.pdf\" target=_blank> Defense Science Board<\/a> said that America\u2019s cyber policy was \u201cstalled, self-limiting, and focused on tactical outcomes \u2026 Current policies often thwart cyber capability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition, March report from<a href=\"https:\/\/www.cybercom.mil\/Portals\/56\/Documents\/USCYBERCOM%20Vision%20April%202018.pdf?ver=2018-06-14-152556-010\" target=_blank> Cyber Command<\/a> said that the U.S. \u201cmust increase resiliency, defend forward as close as possible to the origin of adversary activity, and persistently contest malicious cyberspace actors.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But experts warned that loosening restrictions on offensive cyber operations may not be adequate by itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAttempting deterrence using a single domain is rarely effective,\u201d Peter Cooper, a nonresident senior fellow at the Atlantic Council, told Fifth Domain. \u201cThis is especially true in the cyber domain, where capability is normally classified, making it difficult for a state to signal to its capabilities. Attempting to deter with only the cyber domain is like shouting from behind a locked door.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, Cooper said that effective deterrence requires a whole of government approach that is ideally done in cooperation with other countries. Asked whether the Trump administration is taking that approach, he said that \u201cinternational cooperation has been occurring and there have been some indications of its effectiveness.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others warned that it would be difficult to tell if a more aggressive approach to offensive operations in cyberspace is working.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat metrics will we have if this is working or not?,\u201d Jason Healey, a White House official in the George W. Bush administration told Fifth Domain. &#8220;If we don\u2019t know what to measure than we won\u2019t know if this is succeeding or failing. It\u2019ll be like Afghanistan where the military is able to say, \u2018just one more surge and we\u2019ll break them.\u2019\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China, Russia, Iran and North Korea are the top threats for the National Security Agency and the U.S. government, said Josiah Dykstra, a researcher at the NSA during the Black Hat Conference last week in Las Vegas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;All of these have conducted attacks against the United States in recent years,\u201d Dykstra
