Scott Swift\u2019s announcement, made in a posting to Pacific Fleet\u2019s website, marks the latest departure for regional and surface force commands in the wake of two fatal destroyer collisions this summer that killed 17 sailors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy officials confirmed last week that Vice Adm. Thomas Rowden, the three-star in command of Naval Surface Force, would put in for early retirement, but declined to offer further details. <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2017\/09\/18\/new-7th-fleet-boss-fires-rear-admiral-and-captain-citing-loss-of-confidence\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/charles-williams.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">New 7th Fleet boss fires rear admiral and captain, citing loss of confidence<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">They are the latest high-level firings in the troubled 7th Fleet in recent weeks following the deaths of 17 sailors on the destroyers John S. McCain and Fitzgerald this summer.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Also last week, newly installed 7th Fleet commander Vice Adm. Phillip Sawyer fired Task Force 70 commander Rear Adm. Charles Williams and Destroyer Squadron 15 head Capt. Jeffrey Bennett.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The destroyers Fitzgerald and John S. McCain, involved in the fatal collisions this summer less than two months apart, were overseen by those two units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before that, Vice Adm. Joseph Aucoin was fired as head of 7th Fleet just days after the McCain disaster in August. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Monday\u2019s statement, Swift said the service\u2019s top officer, Chief of Naval Operations Adm. John Richardson, had informed him that he would not become the next commander of U.S. Pacific Command.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIn keeping with tradition and in loyalty to the Navy, I have submitted my request to retire,\u201d Swift said. \u201cI do so with great appreciation and gratitude for the honor of having served so many Sailors and their families for what will be 40 years in January.\u201d<br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Being Pacific Fleet commander has in the past often led to leadership of a unified combatant command like PACOM.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swift said he had not requested a retirement date \u201cas there is much work to be done here in the Pacific area of responsibility.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhether my timeline of remaining service is six weeks or six months, I will fill that time with the energy of an Ensign,\u201d he said. <br><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pacific Fleet encompasses 100 million-square-miles, from Antarctica to the Arctic Circle and stretches from the American west coast to the Indian Ocean. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It oversees about 200 ships and boats, nearly 1,200 aircraft and more than 130,000 personnel. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Swift <a href=\"http:\/\/www.militarytimes.com\/news\/your-navy\/2017\/08\/22\/at-sea-disasters-came-during-the-most-basic-of-operations-pacific-fleet-co-says\/\">lamented<\/a> in August the fact that the Fitzgerald collision off Japan in June that killed seven, and the McCain collision in August that claimed 10 sailors, happened while the Navy was conducting \u201cthe most basic of operations.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a private message to subordinates obtained by Navy Times in August, Swift said the fleet experienced \u201ca series of unfortunate incidents, some of which claimed the lives of our shipmates,\u201d while conducting basic duties like anchoring, navigation surface ship contact management and carrier qualifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two destroyers colliding with commercial vessels this summer has sparked a service-wide review of how ship crews do business, and has raised questions about manning levels, training and readiness. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Adm.
