William Moran, the vice chief of naval operations, told members of the House Armed Services Committee. \u201cThat is not about resourcing; it is about safety and it is about leadership at sea.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2017\/09\/07\/us-navy-worked-around-its-own-standards-to-keep-ships-underway-sources\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/August-21-Frontlines-1.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy worked around its own standards to keep ships underway: sources<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy\u2019s top officer in the Pacific is reviewing a program that allowed ships from the Japan-based U.S. 7th Fleet to operate with expired certifications.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Moran said the Navy is \u201cshocked\u201d by the collisions involving the USS John S. McCain in August the USS Fitzgerald in June. But he also used the hearing to urge Congress to end the practice of providing defense budgets by way of stopgap spending measures. The stopgap bills have been used frequently over the last eight years and lock the Pentagon\u2019s budget in at last year\u2019s level, which bars military services from starting new programs or ending old ones. That forces the services to move money from their weapons modernization and training accounts to pay for current missions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The shortfalls sparked a discussion about whether the Navy needs to refuse additional missions until the force is better stabilized. Moran said the Navy, in the wake of the McCain collision, launched a wide-ranging review to examine those questions and also assess sailor training and navigational proficiency. Separate investigations are looking into the cause of the collisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur culture is we\u2019re going to get it done. That\u2019s what the Navy is all about,\u201d he said. \u201cAnd sometimes our culture works against us.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ten sailors aboard the destroyer USS John S. McCain were declared missing after their ship crashed into a Liberian-flagged oil tanker in coastal waters off Singapore. Seven sailors died when another destroyer, the USS Fitzgerald, hit a container ship off Japan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">John Pendleton of the Government Accountability Office said the Navy is \u201ctreading water\u201d in a push to keep up with operational demands that have put a heavy strain on the force. Pendleton said GAO found that more than a third of the warfare certifications for cruiser and destroyer crews based in Japan, including certifications for seamanship, had expired as of June. That represents \u201ca more than a fivefold increase in the percentage of expired warfare certifications for these ships\u201d over the last two years, according to Pendleton.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moran said the Navy is reviewing its plans to station additional ships in overseas ports after the McCain and Fitzgerald accidents. He said he\u2019d assumed the Navy\u2019s \u201cforward deployed\u201d forces in Japan were the best trained and most experienced because they were operating all the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt was a wrong assumption,\u201d Moran said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Overall, four Navy vessels have been involved in accidents this year in the Pacific.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy relieved the commander of the U.S. Navy\u2019s 7th Fleet of duty shortly after the McCain crash. Adm. Scott Swift, commander of the U.S. Pacific Fleet, said he\u2019d relieved Vice Adm. Joseph Aucoin, a three-star officer, \u201cdue to a loss of confidence in his ability to command.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A month before the Fitzgerald\u2019s accident, a South Korean fishing boat collided with the USS Lake Champlain guided-missile cruiser off the Korean Peninsula while it was operating in the western Pacific as part of the 3rd Fleet\u2019s USS Carl Vinson aircraft carrier strike group. No one was injured in the May 9 mishap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Jan. 31, the USS Antietam guided-missile cruiser ran aground near the Yokosuka base that is the home port for the 7th Fleet, damaging its propellers and leaking about 1,100 gallons of hydraulic fuel into Tokyo Bay. The ship\u2019s commander was relieved from duty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the Defense Department has a budget of just over $600 billion for the 2017 budget year, senior military officials have repeatedly argued that more money is needed to halt an erosion in the military\u2019s readiness for combat. They\u2019ve urged Congress to repeal a 2011 law that set strict limits on military spending and forced a reduction in the number of ready-to-fight combat units.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moran said the Navy\u2019s operational demands continue to grow even though its fleet has shrunk dramatically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Navy has deployed, on average, about 100 ships around the world each day, collectively steaming thousands of underway days each year, despite having the smallest battle fleet since before World War I, and
