An undefinitized contract action is used to advance money to a company so that it can continue work on a project even if the exact terms of a contract have not been set in stone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To modernize its inventory of EC-130H Compass Call aircraft, the U.S. Air Force has chosen a crossdeck plan in which a systems integrator will transfer mission systems on the existing EC-130Hs to a new airframe. One of the most controversial aspects of the acquisition strategy allows the systems integrator \u2014 in this case L3 \u2014 to chose the airframe, an element that Boeing and Bombardier argued should be left to the government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">L3 has already informed the U.S. Air Force of its plans to choose Gulfstream\u2019s G550 business jet to rehost the Compass Call electronics, Stefanek said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter their analysis and sharing that with the program office, L-3 has decided to use the Gulfstream G550 Airborne Early Warning aircraft as the new platform,\u201d she said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2017\/08\/29\/air-force-defeats-protests-from-boeing-bombardier-on-compass-call-program\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Compass-Call-pre-flight.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Air Force defeats Boeing, Bombardier protests on Compass Call<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Government Accountability Office has denied protests from Boeing and Bombardier on the Air Force\u2019s Compass Call crossdeck program, likely solidifying L3 Technologies as the systems integrator of the program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That outcome was what Boeing and Bombardier feared, spurring individual protests that the GAO collectively dismissed on Aug. 25.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As part of its protests, Boeing argued that choosing L3 as systems integrator would give Gulfstream \u2014 a partner of L3 on the JSTARS recap program \u2014 a leg up on the competition. However, the GAO dismissed the protest because the selection of Boeing as systems integrator could have prompted an even bigger conflict of interest, as Boeing could have selected one of its own airframes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The agency also denied the companies\u2019 claims that the U.S. Air Force was pursuing an illegal \u201clead systems integrator\u201d contract with L3.
