{"id":35252,"date":"2020-08-24T20:24:02","date_gmt":"2020-08-24T20:24:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/08\/24\/armys-cloud-in-the-sky-should-be-on-board-by-late-2024\/"},"modified":"2026-08-07T22:51:22","modified_gmt":"2026-08-07T22:51:22","slug":"armys-cloud-in-the-sky-should-be-on-board-by-late-2024","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2020\/08\/24\/armys-cloud-in-the-sky-should-be-on-board-by-late-2024\/","title":{"rendered":"US Army\u2019s \u2018cloud in the sky\u2019 should be on board by late 2024"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Army plans to field its <a href=\"https:\/\/www.defensenews.com\/2019\/10\/15\/the-us-army-is-building-a-cloud-in-the-sky-for-its-aviation-fleet\/\" target=_blank>\u201ccloud in the sky\u201d for the current aviation fleet<\/a> by the end of fiscal 2024, according to the service\u2019s Program Executive Office Aviation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Other transaction authority contracts through the Army Contracting Command\u2019s New Jersey center were awarded to three vendors in July, and they will hit the ground running to conduct analysis for an Aviation Mission Common Server, or AMCS, Army spokesman David Hylton said in a statement sent to Defense News on Aug. 24.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those vendors are <a href=\"https:\/\/www.defensenews.com\/industry\/2019\/03\/27\/with-imi-acquisition-elbit-looks-to-be-a-one-stop-shop-for-defense-needs\/\" target=_blank>Elbit Systems of America<\/a>, <a href=\"https:\/\/www.defensenews.com\/show-reporter\/ausa\/2019\/10\/15\/why-mercury-is-investing-15m-in-microelectronics-production\/\" target=_blank>Mercury Systems<\/a>, and <a href=\"https:\/\/www.defensenews.com\/video\/2016\/05\/17\/system-powers-and-pulls-data-from-wearables\/\" target=_blank>Physical Optics Corp<\/a>. The OTA contracts totaled roughly $3.3 million. An OTA is a contracting mechanism used for rapidly prototyping.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense News first reported the Army\u2019s plans to develop and field AMCS last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/aaaa\/2019\/04\/15\/army-aviation-tailoring-current-fleet-for-the-force-of-2028\/\" target=_blank>Maj. Gen. Thomas Todd, then-program executive officer for Army aviation<\/a>, told Defense News that since the current fleet will most definitely fly alongside future aircraft as they are fielded, a common server on board every aircraft will be important to store, process and then quickly transport data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army aims to field a <a href=\"https:\/\/www.defensenews.com\/smr\/army-modernization\/2020\/03\/25\/lockheed-and-bell-will-compete-head-to-head-to-build-us-armys-future-attack-recon-aircraft\/\" target=_blank>future attack reconnaissance aircraft<\/a> and a <a href=\"https:\/\/www.defensenews.com\/land\/2020\/03\/16\/army-selects-companies-to-continue-on-in-long-range-assault-aircraft-competition\/\" target=_blank>future long-range assault aircraft<\/a> by 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The server will be a stack of storage, data processing and transport capability that is \u201cvery much a flying cloud,\u201d Todd said. The AMCS \u201cwill reside inside every aircraft. It has to reside in every aircraft because there has to be onboard processing and storage power,\u201d he added, noting that it will be the engine that drives the associated user interface and apps as well as provide connectivity to the network.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army plans to take about 13 months to conduct analysis and move through the design phase. Once the service is through the design phase, it will conduct a demonstration and qualification of the capability delivered over roughly nine months, Hylton said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three vendors had contract kickoff meetings at the end of July, according to Hylton.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The contracts cover only the analysis phase of the effort. The next stage will cover a preliminary design followed by a critical design stage. A demonstration will be held as the fourth stage of the plan. In the final stage, the Army will conduct qualification testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the end of the final stage, the Army will receive production-representative AMCS prototype hardware line-replaceable units, components and software, Hylton said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe government reserves the right to perform a downselect at the end of each stage,\u201d he said, but the Army was not clear if only one vendor would make it all the way to the end or if multiple vendors could end up supplying production-ready prototypes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The user interface will be built upon technology developed by Northrop Grumman for the <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/idex\/2017\/02\/21\/flight-of-northrop-s-victor-model-black-hawk-opens-door-for-more-cockpit-business\/\" target=_blank>Victor-model Black Hawk<\/a>, Todd said last year. The \u201cV\u201d model is an L-model UH-60 with a digital, modern cockpit like the \u201cM\u201d model, the latest Black Hawk variant, but not with a M model\u2019s price tag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, the interface in a V model can take on new capability through apps, like a smartphone. The Army is integrating the same user interface into the M-model Black Hawks, Todd said at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The effort to build the server is part of a larger project to ensure the current fleet is ready to fight in multidomain operations. The Army wants to obtain multidomain dominance by 2035.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe took a look at Army Futures Command\u2019s guidance on exactly what those combat aviation brigades would have in them and what would be enduring. For example, the Apache would be there indefinitely,\u201d Todd said. \u201cWe also found that the requirements for data, the transport of and use of was exponential. So ultimately it\u2019s a problem that exists for the entire fleet, so we need to get after, at a minimum, making the enduring fleet compatible with future vertical lift, if not more
