{"id":35694,"date":"2022-02-24T15:21:41","date_gmt":"2022-02-24T15:21:41","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/02\/24\/congress-urges-crushing-sanctions-bolstered-nato-defenses-after-ukraine-assault\/"},"modified":"2026-08-07T22:54:31","modified_gmt":"2026-08-07T22:54:31","slug":"congress-urges-crushing-sanctions-bolstered-nato-defenses-after-ukraine-assault","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2022\/02\/24\/congress-urges-crushing-sanctions-bolstered-nato-defenses-after-ukraine-assault\/","title":{"rendered":"Congress urges \u2018crushing\u2019 sanctions, bolstered NATO defenses after Ukraine assault"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 As Russian forces launched an <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2022\/02\/23\/pentagon-studying-fallback-supply-lines-to-ukraine-in-case-of-expanded-russian-invasion\/\" target=\"_blank\">invasion of Ukraine<\/a>, a bipartisan chorus of U.S. lawmakers broadly condemned the invasion and urged the Biden administration to further impose swift and painful sanctions on Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And some lawmakers called for the U.S. to <a href=\"https:\/\/www.defensenews.com\/flashpoints\/ukraine\/2022\/02\/24\/nato-agrees-to-beef-up-eastern-flank-over-ukraine-attack\/\" target=\"_blank\">bolster NATO allies<\/a>, and provide Ukraine with additional assistance or defensive aid to help fend off the attack, which began early Thursday local time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Members of Congress denounced Russian President Vladimir Putin\u2019s assault and eruption of full-scale war on the European continent, and expressed support for the Ukrainian people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cVladimir Putin alone has chosen violence over reason,\u201d Senate Armed Services Committee Chairman Jack Reed, D-R.I., said in a statement calling on Putin to withdraw. \u201cHis illegal invasion of Ukraine is abhorrent and driven by nothing more than personal ambition \u2014 not the welfare of his or the Ukrainian people. \u2026 Putin alone is responsible for the bloodshed he has caused.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Jim Inhofe of Oklahoma, the ranking Republican on the Senate Armed Services Committee, also called Putin\u2019s attack \u201cunprovoked,\u201d \u201cshameful\u201d and \u201cshocking.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But members of Congress are divided on the next steps the U.S. should take in response.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most consistent calls were for tightening the screws on sanctions to increase the economic pressure on Russia, including by sanctioning its energy and financial sectors, oligarchs, and leadership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPresident [Joe] Biden has already imposed an initial tranche of sanctions, and it is now time for us to up the pain level for the Russian government,\u201d Senate Intelligence Committee chairman Mark Warner, D-Va., said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Tim Kaine, D-Va., also called for \u201cadditional crippling economic sanctions\u201d and pointed to a bill he introduced in January that would sanction Russia\u2019s banking sector and senior military and government officials in response to hostilities against Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Rob Portman, R-Ohio, said the Biden administration must stand by its pledge to impose tough sanctions on Russia in the event of an attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe can and we must cripple Russia\u2019s military by starving it of financing,\u201d Portman said. \u201cWe must impose export and import controls, especially of vital electronic goods like semiconductors. Doing so could restrict the tools Russia needs to manufacture and resupply its military.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And Sen. Josh Hawley, R-Mo., said in a tweet the U.S. should \u201csanction Russia\u2019s energy sector \u2014 the engine of its economy \u2014 to its knees and reopen American energy production full throttle.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prominent members of Congress expressed support for the Ukrainian people, with Kaine calling America\u2019s commitment to the nation \u201cabsolute.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while several called for bolstering the defense of NATO allies, calls for more tangible support for Ukraine were less frequent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhofe said the U.S. should respond \u201cby providing additional defensive aid to continue to help our Ukrainian friends defend themselves.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He added that the U.S. should continue providing Ukraine military support \u201cunder these new dire circumstances,\u201d and pointed to the Ukraine Security Assistance Initiative. The 2022 National Defense Authorization Act extended assistance to Ukraine through 2022 under that program and increased funding from $250 million per year to $300 million. Of that, at least $75 million was to be spent on weapons and other forms of \u201clethal assistance,\u201d according to a December statement from Portman and Sen. Jeanne Shaheen, D-N.H.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After Russia launched its attack, Portman also called for increasing military support to Ukraine \u2014 including anti-tank, anti-ship, anti-aircraft and other weapons \u2014 and other regional allies like Poland, Romania and Baltic countries. He said the <a href=\"https:\/\/www.defensenews.com\/land\/2022\/02\/18\/state-department-clears-6-billion-sale-of-tanks-to-poland\/\" target=\"_blank\">sale of 250 M1A2 Abrams tanks<\/a> to Poland and the decision to move U.S. forces in Europe forward \u201care positive first steps but more must be done,\u201d including increasing the U.S. posture in the Baltics and Poland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shaheen stressed that the Biden administration should work quickly and in concert with U.S. allies on \u201ccrushing economic sanctions\u201d and other responses to the Russian attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMost critically, our response to Putin must be in lockstep with our allies to provide assistance to the Ukrainian people and shore up the defense of frontline NATO countries,\u201d Shaheen said. \u201cAs our NATO allies rallied to our side in the aftermath of 9\/11, so must we stand by them now in the face of Putin\u2019s bloodthirsty actions.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while many lawmakers urged Putin to call off the assault and pull back, they acknowledged the chances of that happening are slim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPutin\u2019s ambitions won\u2019t stop with Ukraine \u2014 unless America and our allies stop Putin,\u201d Inhofe
