{"id":35801,"date":"2018-07-25T22:06:59","date_gmt":"2018-07-25T22:06:59","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/07\/25\/lawmakers-grill-pompeo-over-trump-putin-summit\/"},"modified":"2026-08-07T22:49:51","modified_gmt":"2026-08-07T22:49:51","slug":"lawmakers-grill-pompeo-over-trump-putin-summit","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/07\/25\/lawmakers-grill-pompeo-over-trump-putin-summit\/","title":{"rendered":"Lawmakers grill Pompeo over Trump-Putin summit, NATO"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Secretary of State Mike Pompeo said Wednesday that President Donald Trump has mischaracterized <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/\" target=_blank>NATO<\/a> allies as paying their bills or owing the United States.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a highly anticipated hearing Wednesday about President Trump\u2019s one-on-one meeting a week ago between Russian President Vladimir Putin in Helsinki, Finland, Senate Foreign Relations Committee Chairman Bob Corker, R-Tenn., challenged Pompeo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt would be a mischaracterization to say \u2026 they (NATO countries) are not paying bills to the United States?\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat is correct,\u201d Pompeo replied.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker criticized Trump for crossing a line at a recent NATO summit in Brussels beyond pressing members on burden sharing. \u201cHe went on to berate them, question the very premise of NATO and, in my opinion, used false information to turn public opinion of the United States against the alliance,\u201d Corker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has, in various ways, conflated members&#8217; goals of spending 2 percent of their gross domestic products on defenses. At a July 11 meeting with NATO\u2019s secretary general, for example, Trump <a href=\"https:\/\/www.whitehouse.gov\/briefings-statements\/remarks-president-trump-nato-secretary-general-jens-stoltenberg-bilateral-breakfast\/\" target=_blank>said<\/a>, \u201cmany countries owe us a tremendous amount of money for many years back, where they\u2019re delinquent, as far as I\u2019m concerned, because the United States has had to pay for them.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I&#8217;m going to tell NATO, \u2018You gotta start paying your bills. The United States is not going to take care of everything,\u2019\u201d Trump said July 5 during a political rally ahead of Brussels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Wednesday\u2019s hearing was otherwise marked by combative exchanges \u2014 mostly with Democrats \u2014 over the wisdom of Trump\u2019s private meeting Putin and whether Trump was tough enough with Putin on Russia\u2019s <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/07\/25\/us-wont-recognize-crimea-annexation-trump-putin-ii-delayed\/\" target=\"_blank\">annexation<\/a> of Ukraine\u2019s Crimea Peninsula or its <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/07\/13\/dems-to-trump-cancel-putin-meeting-over-hacking-indictments\/\" target=\"_blank\">meddling in U.S. elections<\/a>. (North Korea talks and Iran were also hot topics.)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a defiant Pompeo listed the administration\u2019s many actions against Moscow as \u201cproof\u201d it is taking a hard line\u2014 including imposing sanctions, expelling Russian diplomats, closing a consulate and providing arms to Ukraine, where the military is fighting Russia-backed separatists. The appearance came an hour after as the U.S. made a formal declaration rejecting Russia\u2019s annexation of Crimea, and Pompeo asserted Trump had taken \u201ca staggering number of actions to protect our interests,\u201d with regard to Moscow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A key exchange came mid hearing when Corker took another run at Pompeo, pressing him to get candid about the president\u2019s \u201cdamaging\u201d remarks on Russian election interference and his <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/07\/19\/congress-would-stop-trump-from-nato-exit-key-senators-say\/\" target=_blank>questioning<\/a> of NATO\u2019s mutual defense agreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTo purposely cause the American people to misunderstand about the NATO contributions and to cause them to doubt NATO, and to really drive public opinion against NATO, that to me was purposeful,\u201d Corker said, before heaping praise on Pompeo and Defense Secretary Jim Mattis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut it&#8217;s the president&#8217;s actions that create tremendous distrust in our nation among, among our allies. It&#8217;s palpable. We meet and talk with them. Is there a strategy to this? What is it that causes the president to purposely, purposely create distrust in these institutions, and what we&#8217;re doing?\u201d Corker said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo refuted the idea of a gulf within the administration and asserted Trump, who is definitely in charge, has put Putin, \u201cin a very difficult place.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYou somehow disconnect the administration\u2019s activities from the president\u2019s actions,\u201d Pompeo told Corker. \u201cThey\u2019re one and the same.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frustrated, Corker accused Pompeo of being evasive: \u201cI notice that you are not responding to what I\u2019m saying.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo suggested the president\u2019s rhetoric has gotten results. U.S. allies, he said, are \u201cbehaving differently today\u201d and \u201cscrambling to figure out how to make sure that they are fully part of NATO.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Earlier on, Sen. Jeanne Shaheen, D-N.H., and a co-lead of the Senate NATO Observer Group, pressed Pompeo on another side of the issue. Because the White House has been opaque on the summit, the Kremlin is claiming Helsinki yielded various agreements on Syria, catching the Pentagon off guard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shaheen asked Pompeo whether Trump had discussed with Putin military cooperation in Syria or a downgrade of the U.S. troop presence. Pompeo sidestepped repeatedly, responding that U.S. policy has not changed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThat policy, with respect to deconfliction with Russia, has not changed,\u201d Pompeo said. \u201cI will defer to the Department of Defense for details around that. I can tell you that the policies that were in place with respect to the efforts to keep American pilots safe, keep American forces safe, the policy has not changed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Russian Ministry of Defense earlier this week accused <a href=\"https:\/\/www.militarytimes.com\/news\/your-military\/2018\/07\/19\/votel-no-syria-direction-yet-from-russia-summit\/\" target=_blank>U.S. Gen. Joseph Votel<\/a>, America\u2019s top military commander for the Middle East, of discrediting Trump after Votel expressed hesitancy about working with Russia in Syria. Shaheen voiced concern the administration had not responded to defend Votel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt seems to me that our response to the Russian Ministry of Defense ought to be very strong to say they have nothing to say about what our generals are doing in Syria,\u201d Shaheen said. \u201cThat&#8217;s not their business.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Tim Kaine, D-Va., questioned Pompeo over a Washington Post report that the chairman of the Joint Chiefs, Marine Gen. Joseph Dunford, hadn\u2019t been formally briefed on the Helsinki summit, more than a week later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve actually spoken with Chairman Dunford about it,\u201d Pompeo replied. \u201cI was with him in a series of meetings and we had a chance to have a conversation about it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kaine also pressed Pompeo on whether the administration planned to follow a legal prohibition on military-to-military cooperation between the U.S. and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pompeo said it
