background-color: white;\">France, Italy and the US will meet in Paris this week in what could lead to joint MQ-9 Reaper training and other burden-sharing issues.<\/span><\/p>\n\n\n\n<p>It is hoped that the initial meeting of the Reaper users group, scheduled for <span class=\"rte rte-comment\">to be <\/span><span class=\"rte rte-comment\">held<\/span> Jan 27-29 at the Ecole Militaire staff college, will hammer out the terms of reference<span class=\"rte rte-comment\"> for the user group<\/span>, de<span style=\"color: #212121;\">cide on major topics of work and bring the nations <span class=\"rte rte-comment\">up<\/span> to a common understanding of each other&#8217;s aircraft, <span class=\"rte rte-comment\">ISTAR platform, <\/span>according to officials familiar with the initiative.<\/span><\/p>\n\n\n\n<p><span style=\"color: #212121; background-color: white;\">Officials announced the formation of the group <\/span><span style=\"color: #212121; background-color: white;\"><span class=\"rte rte-comment\">The move follows an announcement <\/span>at the NATO Summit in Wales in <span class=\"rte rte-comment\">last <\/span>September<span class=\"rte rte-comment\">, where the alliance said allied partners planned to set up the users group<\/span>.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"background: none 0% 0% repeat scroll white;\">&#8220;Several <span class=\"rte rte-comment\">A<\/span>allies are establishing a multinational MQ-9 remotely piloted air system users group, in particular to enhance interoperability and reduce overall costs,&#8221; the alliance said.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Italian defense source said it&#8217;s &#8220;good news&#8221; that nations want to share knowledge, adding that the next meeting will be later this year in the US.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"rte rte-comment\">&#8220;The intent [of the first meeting] is primarily define the terms of reference and the agenda of the next MQ9 Users Group which is supposed to be later on in 2015 in the US,&#8221; said an Italian defense source.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"rte rte-comment\">&#8220;The fact nations want to share their knowledge is good news,&#8221; he said.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collaborative training and opportunities to share burdens <span class=\"rte rte-comment\">share <\/span>are likely <span class=\"rte rte-comment\">to be amongst the opportunities <\/span>on the agenda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Training is expected to be a major subject, with a sharing of best practice,&#8221; a French Air Force officer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Last year, the Italian Air Force said it was considering a new in-house training school for UAV pilots, which would reduce the need to send pilots to the US for training, and could be open to non-Italian pilots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Increasing demands for drone <span class=\"rte rte-comment\">unmanned air vehicle <\/span>missions overseas and in Italy \u2014 with a deal now signed with Italian police to use Reapers for crowd-control operations in the country <span class=\"rte rte-comment\">Italy <\/span>\u2014 <span class=\"rte rte-comment\">had <\/span>created a need to amplify training operations, the Italian official said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New NATO Reaper users are also expected to join the <span class=\"rte rte-comment\">G<\/span>group.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Netherlands is considering purchasing the remotely piloted vehicle and a spokeswoman <span class=\"rte rte-comment\">spokeswomen <\/span>for the Defense Ministry <span class=\"rte rte-comment\">defence ministry <\/span> there <span style=\"color: #212121;\">said <\/span>it would <span class=\"rte rte-comment\">was the intention to<\/span> join <span class=\"rte rte-comment\">other Reaper users in<\/span> the group if the procurement goes ahead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <span class=\"rte rte-comment\">If the deal goes ahead the <\/span>Dutch could be operating Reaper<span class=\"rte rte-comment\">&#8216;<\/span>s by <span class=\"rte rte-comment\">from <\/span>2017.<span class=\"rte rte-comment\">onwards<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The user group will share lessons learned on intelligence, surveillance and reconnaissance missions, with armed operations excluded from the agenda, a French official said.<\/p>\n\n\n\n<p><span style=\"color: #212121;\">Britain and the US are the only two nations flying armed versions of the General Atomics Reaper.<\/span> Italy would like to arm it<span class=\"rte rte-comment\">&#8216;<\/span>s machines but so far has failed to get the approval of the US <span class=\"rte rte-comment\">G<\/span>government for such a move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One European source said part of the drive behind creation of the user group was to help reduce costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aside from sharing ideas and best practices, the group <span class=\"rte rte-comment\">also<\/span> presents an <span class=\"rte rte-comment\">scheme is also a useful <\/span>opportunity for defense diplomacy and coordination <span class=\"rte rte-comment\">coordinating <\/span>with key allies, he said.<\/p>\n\n\n\n<p>The allied partnership should move industry out of its &#8220;comfort zone,&#8221; which could help cut costs, an air force officer said.<span style=\"color: #212121;\"><br\/><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although not confirmed, the intent is for a steering committee of <span class=\"rte rte-comment\">involving<\/span> senior officers and program directors to get together every <span class=\"rte rte-comment\">on a <\/span>12 months, <span class=\"rte rte-comment\">cycle <\/span>backed up by a working group meeting every <span class=\"rte rte-comment\">at a <\/span>six months<span class=\"rte rte-comment\">ly interval<\/span>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s not clear exactly who will be at the meeting, but Britain&#8217;s Defence Ministry <span class=\"rte rte-comment\">of Defence <\/span>said it is dispatching <span class=\"rte rte-comment\">despatching <\/span>five members of the Royal Air Force to Paris.<\/p>\n\n\n\n<p><span style=\"color: #212121; background: none 0% 0% repeat scroll white;\">In response to a <span class=\"rte rte-comment\">P<\/span>parliamentary question Jan. 22, the MoD said representatives<\/span><span>from the Royal Air Force&#8217;s Intelligence, Surveillance, Target Acquisition and Reconnaissance Headquarters <span class=\"rte rte-comment\">RAF&#8217;s ISTAR headquarters located <\/span>at RAF Waddington, along with members of <span class=\"rte rte-comment\">headquarters <\/span>Air Command and the Air Staff, will attend <span class=\"rte rte-comment\">would be attending <\/span>the meeting.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"rte rte-comment\">The <\/span>Waddington <span class=\"rte rte-comment\">air base <\/span>is home to the Air Force&#8217;s <span class=\"rte rte-comment\">RAF&#8217;s <\/span>Reaper operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Britain withdrew it<span class=\"rte rte-comment\">&#8216;<\/span>s 10-strong Reaper fleet from Afghanistan late last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the aircraft <span class=\"rte rte-comment\">platforms <\/span>have deployed to an unknown Arabian Gulf nation <span class=\"rte rte-comment\">base region <\/span>to fly missions against <span class=\"rte rte-comment\">so called <\/span>Islamic State fighters <span class=\"rte rte-comment\">terrorists <\/span>in Iraq and Syria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MoD said in response to a second parliamentary question about the Reaper <span class=\"rte rte-comment\">last week <\/span>that the remaining vehicles in the fleet have been boxed and &#8220;relocated to the UK [where they] have been placed in storage for routine fleet management purposes.&#8221;\u200b<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reaper is not cleared for flight in UK airspace, so the <span class=\"rte rte-comment\">RAF <\/span>machines are effectively grounded if they remain in Britain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s possible all the boxed Reapers could <span class=\"rte rte-comment\">may eventually <\/span>end up at the Middle Eastern <span class=\"rte rte-comment\">Gulf <\/span>base to allow the Royal Air Force to mount a more effective fleet management program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">France, meanwhile, will add <span class=\"rte rte-comment\">is going ahead with adding <\/span>to the two Reapers flying from Niamey, Niger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"background: none 0% 0% repeat scroll white;\">&#8220;I will order in 2015 a supplementary system, that is three supplementary drones,&#8221; Defense Minister Jean-Yves Le Drian said on a Jan. 2 visit to French forces in Niamey, daily Le Parisien reported. A third Reaper from the first batch of units will be deployed in March, he said.<\/span><br\/><span style=\"background: none 0% 0% repeat scroll white;\"><br\/><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"background: none 0% 0% repeat scroll white;\">The third Reaper will be at the same Block 1-12 standard as the first two, making the French and US Air Force the only two services to fly that advanced model, two French officers said.<\/span><span style=\"background: none 0% 0% repeat scroll white;\"><br\/><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span style=\"background: none 0% 0% repeat scroll white;\">France began flying the Reaper in January last year <span class=\"rte rte-comment\">2014 <\/span>to support ground troops in neighbo<span class=\"rte rte-comment\">u<\/span>ring Mali.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the Niamey base, French pilots rely on General Atomics staff for the takeoff and landing, the most sensitive tasks. The pilots take control when the Reaper is in the air, the Air Force officer said. Once the Air Force pilots acquire a sufficient number of flying hours, they will be &#8220;authorized&#8221; for landing and takeoff, the officer said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"apple-converted-space\"><span style=\"color: #212121;\"><span style=\"background: none 0% 0% repeat scroll white;\">Satellite communications on the Reaper allow the flight training to be carried out across the Atlantic.<\/span><\/span><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"apple-converted-space\"><span style=\"color: #212121;\"><span style=\"background: none 0% 0% repeat scroll white;\">French pilots training on the Reaper are based at the Cognac air base in southwest France, working with US Air Force pilots based at Creech Air Force Base, Nevada. <\/span><\/span><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span class=\"apple-converted-space\"><span style=\"color: #212121;\"><span style=\"background: none 0% 0% repeat scroll white;\">US pilots hand over control to French counterparts, who fly the UAV in a vastly different landscape: Creech is in the desert, while Cognac is <span class=\"rte rte-comment\">set<\/span> in the French<span class=\"rte rte-comment\"> rural<\/span> countryside. <\/span><\/span><\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><span
