{"id":36084,"date":"2019-06-04T22:00:30","date_gmt":"2019-06-04T22:00:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/06\/04\/defense-policy-bill-opens-new-partisan-fight-over-americas-nuclear-arsenal\/"},"modified":"2026-08-07T22:58:53","modified_gmt":"2026-08-07T22:58:53","slug":"defense-policy-bill-opens-new-partisan-fight-over-americas-nuclear-arsenal","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2019\/06\/04\/defense-policy-bill-opens-new-partisan-fight-over-americas-nuclear-arsenal\/","title":{"rendered":"Defense policy bill opens new partisan fight over America\u2019s nuclear arsenal"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Over Republican objections, a Democratic-controlled House panel on Tuesday advanced <a href=\"https:\/\/www.defensenews.com\/congress\/2019\/06\/03\/house-panel-would-bar-low-yield-nuke-deployment-open-skies-treaty-withdrawal\/\" target=\"_blank\">legislation<\/a> to halt deployment of a new <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/09\/20\/democrats-trying-to-ban-low-yield-nuclear-warhead\/\" target=\"_blank\">low-yield nuclear warhead <\/a>and bar any withdrawal from the Open Skies Treaty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a 10-8 party line vote, the House Armed Services Committee\u2019s Strategic Forces Subcommittee recommended its portion of the 2020 National Defense Authorization Act, which contained the provisions, to the full committee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subcommittee\u2019s inclusion sets up <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/11\/14\/smith-aims-to-scrap-trumps-nuclear-weapons-policy\/\" target=_blank>partisan fights<\/a> over the size and cost of America\u2019s nuclear arsenal \u2015 both in the NDAA markup June 12 and in future talks to reconcile the bill with the GOP-led Senate\u2019s version.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One provision would bar funding to deploy a low-yield warhead on a Trident missile, or W76-2, ordered by the Trump administration\u2019s Nuclear Posture Review last year. Another would block the U.S. from withdrawing from the <a href=\"https:\/\/www.defensenews.com\/air\/2018\/09\/14\/us-russia-remain-at-impasse-over-nuclear-treaty-flights\/\">Open Skies Treaty<\/a>, which lets its signatory nations fly over each other\u2019s territory to verify military movements and conduct arms control measures, unless Russia is in material breach.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, HASC member Rep. Liz Cheney, who is also the House\u2019s No. 3 Republican, offered an amendment that would have killed the language on the W76-2 and the Open Skies Treaty. It would have also deleted language in the bill meant to free the Department of Energy from a requirement to make 80 plutonium pits a year by the end of the next decade.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/11\/28\/inhofe-sets-collision-course-with-dems-on-defense-budget-nukes-and-transgender-troops\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-996393522.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Inhofe sets collision course with Dems on defense budget, nukes and transgender troops<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Senate Armed Services Committee Chairman Jim Inhofe lays out his priorities for the next Congress \u2014 but accomplishing them won&#039;t be so simple.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That amendment was defeated along party lines, 8-10, after a tense partisan debate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cheney afterward stopped short of saying Republicans would reject the NDAA overall because of the contentious nuclear provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think that you saw how strongly we feel on our side of the aisle about these particular issues, and it is going to be incumbent upon the Democrats to see if they can put their partisanship aside and do what\u2019s right for the country,\u201d Cheney, R-Wyo., told Defense News. \u201cI think tearing the NDAA apart along partisan lines doesn\u2019t serve anyone\u2019s purposes, except for those who wish us ill as a nation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the hearing, the panel\u2019s chairman, Rep. Jim Cooper, D-Tenn., addressed Republican accusations that the mark was partisan, insisting that it was \u201cstrong on national security, the mark is patriotic, the mark should be relatively uncontroversial because we agree on 95 percent of these issues.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Defense watchers were expecting this fight ever since Democrats won control of the House last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">HASC Chairman Adam Smith, D-Wash., is expected to offer still more restrictive language on nuclear weapons in the days ahead, likely triggering more battles. Smith has said he wants Congress to pass an NDAA for a 59th consecutive year, but he will have to navigate partisan crosscurrents to draft a bill that can pass.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"http:\/\/www.airforcemag.com\/Features\/Pages\/2019\/March%202019\/Turner-Spells-Out-NDAA-Redlines-for-HASC-Republicans.aspx\" target=_blank>Addressing<\/a> the McAleese\/Credit Suisse symposium in March, the Strategic Forces Subcommittee\u2019s top Republican, Rep. Mike Turner of Ohio, said his party will not support the NDAA if it contains prohibitions on the W76-2 or on developing technology for space-based missile defense \u2015 or a \u201cno first use\u201d policy regarding nuclear weapons, which Smith previously supported.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve been very clear on the Republican side about issues that are red lines &#8230; because they fundamentally weaken the security of the nation,\u201d Cheney said after Tuesday\u2019s hearing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the hearing, Republicans argued the W76-2 makes nuclear war less likely by giving the U.S. a more flexible deterrent to match Russia\u2019s own low-yield arsenal. Cooper argued that it lessens America\u2019s strategic power to replace unmodified Trident II weapons with low-yield weapons in the missile tubes of America\u2019s ballistic missile submarines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHopefully all of us should be focused on the risks faced by a submarine crew that might launch one of these tactical weapons, might waste a missile tube containing one of these weapons when submarines were supposed to be strategic and survivable elements of the [nuclear] triad,\u201d Cooper said.<\/p>\n\n\n\t<aside of May 20, outpacing the House for the first time in years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Cheney argued the Open Skies Treaty allows Russia to collect intelligence against the U.S., while Cooper countered that then-Defense Secretary Jim Mattis supported the treaty and that it enabled the U.S. to surveil the Black Sea after Russia\u2019s attack on Ukrainian naval vessels there last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On pit production, Cheney said the country needs greater capacity to sustain its nuclear stockpiles, while Cooper called the expansion to a proposed facility in South Carolina expensive, \u201cpork-barrel spending\u201d and pointed to the existing pit plant at the Los Alamos National Laboratory in New Mexico.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cheney\u2019s defeated amendment would have also killed the bill\u2019s proposed transparency requirements for the Nuclear Weapons
