{"id":36161,"date":"2018-05-31T19:32:16","date_gmt":"2018-05-31T19:32:16","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/31\/us-defense-sector-braces-for-trump-tariff-fallout\/"},"modified":"2026-08-07T22:56:15","modified_gmt":"2026-08-07T22:56:15","slug":"us-defense-sector-braces-for-trump-tariff-fallout","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/industry\/2018\/05\/31\/us-defense-sector-braces-for-trump-tariff-fallout\/","title":{"rendered":"US defense sector braces for Trump tariff fallout"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Trump administration\u2019s announcement that it will impose<a href=\"https:\/\/www.defensenews.com\/management\/leadership\/2018\/03\/08\/trump-announces-stiff-trade-tariffs-unswayed-by-warnings\/\" title=\"\" class=\"\" target=\"_blank\"> tariffs on steel and aluminum imports<\/a> from Europe, Mexico and Canada may hurt America\u2018s <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2017\/12\/14\/american-exodus-17000-us-defense-suppliers-may-have-left-the-defense-sector\/\" title=\"\" class=\"\" target=\"_blank\">defense sector<\/a> and imperil domestic jobs, analysts warn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tariffs, which will impose a 25 percent surcharge on imported steel and 10 percent on aluminum, will go into effect Friday, as the administration follows through on the penalties after earlier granting exemptions to buy time for negotiations. U.S. President Donald Trump announced the tariffs in March, citing national security concerns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Europe and Mexico pledged to retaliate, exacerbating trans-Atlantic and North American trade tensions. The European Commission\u2019s president, Jean-Claude Juncker, said Trump\u2019s decision amounted to trade \u201cprotectionism, pure and simple,\u201d adding that Europe would respond with countermeasures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mexico said it would penalize U.S. imports including pork bellies, apples, grapes, cheeses and flat steel. Kathleen Wynne, Ontario\u2019s premier, made it clear more retaliation is coming, saying: \u201cDonald Trump is a bully. And the only way to do deal with a bully is to stand up and push back.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. action widens a rift with <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/03\/13\/in-germany-trumps-defense-spending-tied-to-tariffs-irks-officials\/\" title=\"\" class=\"\" target=\"_blank\">Germany<\/a> and other close allies, and it threatens to drive up prices for companies and consumers that buy steel and aluminum. The move also heightens uncertainty for businesses and is already alarming investors in global financial markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Financial markets fell amid fears of a trade war, as the Dow Jones industrial average dropped more than 200 points. The stocks of the \u201cbig five\u201d defense firms followed the market, trading down amid predictions of weaker demand from abroad and rising prices at home \u2014 but they stayed well above their 52-week lows.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The worst damage to U.S. defense firms may be on the horizon, should overseas defense markets \u2015 which are heavily government-influenced \u2015 punish America over the new tariffs. The Trump administration has sought to increase American defense exports, but analysts warn that\u2019s now in danger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aerospace Industries Association CEO Eric Fanning told reporters Thursday that he understands the need to focus on fair trade, but shared fears that American firms in the aerospace and defense sector could be particularly hurt by retaliation from potential customers. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe have concerns about tariffs for a number of reasons: Its impact on the global supply chain, what that could mean to our companies. Certainly what escalation might mean in retaliation,\u201d Fanning said. He noted that AIA\u2019s member companies rely heavily on exports and employ 2.4 million Americans with above-average paying jobs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked if those concerns had been conveyed to the White House, Fanning said: \u201cThey know. I think we can find ways to focus on fair trade and free trade. I don\u2019t think it has to be either-or. \u201c<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analyst Byron Callan, a director at Capital Alpha Partners, predicted the tariffs will \u201cripple through security relationships.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In areas where there are no competing European products, like heavy-lift helicopters or C-130J cargo aircraft, Callan expected U.S. products to hold steady. \u201cBut if Europe has options, I would expect the U.S. will be its second choice,\u201d Callan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are dimmer prospects for F-35 Joint Strike Fighter sales to Belgium, Finland and Germany \u2014 where the slim possibility has been up for debate. Germany is an \u201ceven less likely\u201d customer now, Callan said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brookings Institution\u2019s Michael O\u2019Hanlon downplayed fears of retaliation, however, citing the military interdependence among NATO allies, many of which rely on U.S. suppliers. \u201cAs such, I don\u2019t expect dramatic repercussions \u2014 at least at this stage of the incipient would-be trade war,\u201d O\u2019Hanlon said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet, America\u2019s defense industry, which already faces a shortage of qualified workers and <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/05\/22\/americas-industrial-base-is-at-risk-and-the-military-may-feel-the-consequences\/\">other long-term challenges<\/a>, could eventually see parts suppliers move operations overseas \u2014 the exact opposite of the Trump administration\u2019s stated goal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s possible that some of those companies could decide they\u2019re in an untenable business situation and shift operations offshore, where tariffs don\u2019t have to be paid,\u201d said Andrew Hunter, a former Pentagon acquisitions official now with the Center for Strategic and International Studies. \u201cThe parts can be imported without tariffs. It\u2019s the raw material that\u2019s being taxed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Though the American defense industry buys the majority of its steel and aluminum from domestic suppliers, the tariffs are expected to allow those suppliers to raise prices unhindered by foreign competition. Price increases should find their way into the supply chain as firms use up their stockpiles, Hunter said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even some Trump allies in Congress said the trade moves are a raw deal for the American public. \u201cTariffs on steel and aluminum imports are a tax hike on Americans and will have damaging consequences for consumers, manufacturers and workers,\u201d said Sen. Orrin Hatch, R-Utah.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Armed Services Committee Chairman John McCain, R-Ariz., <a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/09\/mccain-joins-defense-voices-slamming-trump-tariffs\/\">has said<\/a> the tariffs would raise the cost of critical military systems the U.S. needs to maintain its military edge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">House Ways and Means Committee Chairman Kevin Brady, R-Texas, said Thursday the move hurts American jobs by hindering American exports. He called on the administration to \u201ccontinue exemptions and negotiations with these important national security partners.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>The Associated
