{"id":36413,"date":"2020-11-11T13:59:00","date_gmt":"2020-11-11T13:59:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/11\/11\/defying-trump-senate-dems-urge-confederate-base-renaming-mandate-stay-in-defense-bill\/"},"modified":"2026-08-07T22:56:57","modified_gmt":"2026-08-07T22:56:57","slug":"defying-trump-senate-dems-urge-confederate-base-renaming-mandate-stay-in-defense-bill","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/11\/11\/defying-trump-senate-dems-urge-confederate-base-renaming-mandate-stay-in-defense-bill\/","title":{"rendered":"Defying Trump, 37 Senate Dems urge mandate to rename bases honoring Confederate generals stay in defense bill"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Heading into negotiations on the annual defense policy bill next week, leaders of the House and Senate Armed Services committees are under new pressure to buck President Donald Trump\u2019s veto threat and keep a proposed <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/07\/13\/money-to-rename-bases-honoring-confederate-leaders-2021-pay-raise-included-in-latest-budget-plan\/\" target=_blank>requirement<\/a> that the Pentagon rename bases honoring Confederate military leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the victory of President-elect Joe Biden, who supports removing the names, the leaders could be tempted to remove the language, since it\u2019s the main sticking point and <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/07\/20\/trump-argues-confederate-base-names-battle-flags-should-stay\/\" target=_blank>defining issue<\/a> in the massive $740.5 billion <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/06\/11\/senate-panel-oks-6-billion-military-fund-to-confront-china\/\" target=_blank>policy bill<\/a>. The annual National Defense Authorization Act authorizes weapons procurement and troop pay.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former presidential candidate Sen. Elizabeth Warren, D-Mass., who authored the Senate-passed provision, has led 36 Senate Democrats in a<a href=\"https:\/\/www.warren.senate.gov\/download\/20201110-letter-to-ndaa-conferees-urging-retention-of-provision-renaming-confederate-military-bases-and-assets\" target=_blank> letter<\/a> Tuesday urging that the requirement be included in the final bill. The letter was to Senate Armed Services Committee Chairman Jim Inhofe, R-Okla., and ranking member Jack Reed, D-R.I.; House Armed Services Committee Chairman Adam Smith, D-Wash., and ranking member Mac Thornberry, R-Texas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Senate and House strongly supported the inclusion of this requirement by passing their bills with overwhelming, veto-proof, bipartisan majorities,\u201d the letter reads. \u201cRenaming these bases does not disrespect our military \u2014 it honors the sacrifices and contributions of our servicemembers in a way that better reflects our nation\u2019s diversity and values.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/07\/21\/house-defense-bill-strips-confederate-base-names-curbs-presidents-powers-in-troop-deployments\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/200619-M-DM511-013.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">House defense bill strips Confederate base names, curbs president\u2019s powers in troop deployments<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">House lawmakers on Tuesday passed their $740.5 billion plan for the annual defense authorization bill, including provisions for a hefty military pay raise next year, new restrictions on the president\u2019s war powers and requirements that the Defense Department rename bases honoring Confederate leaders.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The lawmakers proposed a compromise requirement that the renaming be complete in three years, which mirrors the <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2020\/07\/01\/big-pay-raise-limits-on-troop-moves-highlight-defense-budget-measure\/\" target=_blank>House-passed <\/a>language sponsored by Reps. Anthony Brown, D-Md., and Don Bacon, R-Neb., both former Army officers. One year was the requirement in Warren\u2019s amendment to the 2021 NDAA which the GOP-led Senate passed this past summer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Brown, vice chairman of House Armed Services Committee, is not expected to back down.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMy boss feels strong this is the right thing to do, it\u2019s the right time to do it, and he\u2019ll strenuously advocate for it to be included in the final conference report,\u201d Brown spokesman Christian Unkenholz told Defense News earlier this week. \u201cIt\u2019s important to move the military forward.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump and others argue the changes are an attempt to rewrite history and deny Confederate symbols are racist, but Republicans are split, and Pentagon leaders have said the Confederate names of bases should be reviewed. The bases include Fort Bragg in North Carolina, Fort Hood in Texas and Fort Benning in Georgia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump has said he secured a pledge from Inhofe, a staunch conservative and close ally, that the renaming language will not appear in the final bill. This summer, Inhofe told The Oklahoman: \u201cWe\u2019re going to see to it that provision doesn\u2019t survive the bill. I\u2019m not going to say how at this point.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Still, excising a mandate that passed in both chambers would be tough in any year, and the atmosphere for bipartisan cooperation on Capitol Hill is growing toxic. In the election earlier this month, Black voters there showed that the state is no longer reliably Republican.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both Georgia Republican Sens. Kelly Loeffler and David Perdue voted to pass the Senate\u2019s version of the 2021 NDAA, but Loeffler has come out against the language.
