{"id":36590,"date":"2020-06-29T14:54:01","date_gmt":"2020-06-29T14:54:01","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/06\/29\/congress-close-to-axing-pentagons-impossible-chief-reform-job\/"},"modified":"2026-08-07T22:58:48","modified_gmt":"2026-08-07T22:58:48","slug":"congress-close-to-axing-pentagons-impossible-chief-reform-job","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2020\/06\/29\/congress-close-to-axing-pentagons-impossible-chief-reform-job\/","title":{"rendered":"Congress close to axing Pentagon\u2019s \u2018impossible\u2019 chief reform job"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2015 Congress is a step closer to eliminating the Pentagon\u2019s <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2020\/02\/06\/heres-how-much-money-the-pentagon-found-through-internal-savings-and-where-its-going\/\" target=_blank>chief management officer<\/a> position, four years after <a href=\"https:\/\/www.defensenews.com\/pentagon\/2017\/12\/28\/unwinding-bureaucracy-start-of-2018-to-see-major-pentagon-reform\/\" target=_blank>creating<\/a> the job to help streamline reform efforts inside the department.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The House Armed Services Committee\u2019s top Republican, Rep. Mac Thornberry, said Monday he supports the aim of a <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2020\/06\/24\/senate-moves-to-eliminate-chief-management-officer-role\/\" target=_blank>proposal<\/a> from the Senate Armed Services Committee to discontinue to the Pentagon\u2019s No. 3 civilian job. He said he may propose legislative action this week in the annual defense policy bill, which the panel would debate at its markup of the National Defense Authorization Act, set for Wednesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have come to the conclusion that Congress is largely responsible for making this an impossible job, and we need to figure out something different,\u201d Thornberry, of Texas, said on a conference call with reporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The SASC-passed version of the 2021 bill says the CMO office must be broken up no later than Sept. 30, 2022. The majority of authorities would transfer to the deputy defense secretary, who would have a new, subordinate performance improvement officer to pick up some of the CMO\u2019s duties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Defense Business Board task force formed to examine the position <a href=\"https:\/\/www.defensenews.com\/congress\/2020\/05\/06\/pentagons-chief-reform-job-is-ineffective-and-needs-to-go-study-says\/\" target=_blank>concluded<\/a> it was \u201cmostly ineffective\u201d at taming the department\u2019s bureaucracy and urged that it be scrapped. The bill, led by Chairman Adam Smith, D-Wash., and introduced last week, did not contain language on the CMO position, but an amendment from Thornberry could help form the panel\u2019s consensus view before it reconciles its bill with the Senate\u2019s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In recent weeks, CMO Lisa Hershman has <a href=\"https:\/\/www.defensenews.com\/pentagon\/2020\/05\/07\/pentagon-cmo-open-to-changes-to-office-but-confident-in-reform-efforts\/\" target=_blank>defended<\/a> the CMO position and said that under her watch, DoD successfully identified <a href=\"https:\/\/www.defensenews.com\/congress\/budget\/2020\/02\/06\/heres-how-much-money-the-pentagon-found-through-internal-savings-and-where-its-going\/\" target=_blank>$5.7 billion<\/a> to be reallocated from current support agencies towards new priorities such as hypersonic weapons and artificial intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thornberry, who offers Pentagon acquisition reform and streamlining proposals each year, plans to push for more. He\u2019s previously argued for DoD to slash so-called \u201cfourth estate\u201d support agencies, whose budget accounts for roughly $100 billion each year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the FY21 NDAA, Thornberry has <a href=\"https:\/\/republicans-armedservices.house.gov\/news\/press-releases\/thornberry-unveils-dod-reform-effort-fy21-ndaa\" target=_blank>proposed<\/a> DoD lose access to 25 percent of its budget until it provides a Congressionally mandated review of mission systems, business processes, resource planning and allocation, performance, and readiness, in order to meet the 2018 National Defense Strategy. He proposed the armed services lose access to 50 percent of their budgets if they do not submit related implementation plans by Feb. 1.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are starting to see some real payoff from what [reform legislation] we\u2019ve done in recent years. No they\u2019re not moving fast enough. No, it\u2019s not enough,\u201d Thornberry said of military leaders. \u201cWe\u2019re trying to hold their feet to the fire on some of the things we\u2019ve already told them to do in recent
