{"id":36605,"date":"2021-05-13T22:06:57","date_gmt":"2021-05-13T22:06:57","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/05\/13\/can-the-army-protect-essential-but-unloved-programs-in-future-budgets\/"},"modified":"2026-08-07T22:59:00","modified_gmt":"2026-08-07T22:59:00","slug":"can-the-army-protect-essential-but-unloved-programs-in-future-budgets","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/land\/2021\/05\/13\/can-the-army-protect-essential-but-unloved-programs-in-future-budgets\/","title":{"rendered":"Can the Army protect essential but \u2018unloved\u2019 programs in future budgets?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Army leaders are growing concerned the service won\u2019t be able to continue to<a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/10\/us-armys-178b-budget-request-for-fy21-shrinks-but-remains-focused-on-modernization\/\" target=\"_blank\"> protect its priority programs<\/a> and key enabling capabilities in the upcoming budget, especially as military officials and national security observers expect the Army\u2019s overall budget could shrink in fiscal 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some programs considered critical to the future are already \u201con the edge of viability,\u201d Lt. Gen. James Pasquarette, the Army G-8 who is in charge of equipping, said May 13 at the McAleese and Associates conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army has wrapped its arms tightly around a set of <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/10\/inflection-point-army-wrestles-to-strike-balance-between-current-and-future-capability\/\" target=\"_blank\">35 priority modernization programs <\/a>to include efforts in Long Range Precision Fires, Next-Generation Combat Vehicles, the network and Future Vertical Lift while at the same time <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2021\/04\/09\/biden-requests-715b-for-pentagon-hinting-at-administrations-future-priorities\/\" target=\"_blank\">bracing for future budget cuts<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And it has identified another 30 systems, not among the top priority programs, but those that are considered key enablers because without them the top modernization programs won\u2019t reach their full potential, Pasquarette explained. He said the service has roughly $24 billion invested in key enablers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One example is the Q-53 radar, which is needed in order for the Army\u2019s future Extended Range Cannon Artillery (ERCA) system to see out to targets at its 70 kilometer range. Without a capable radar, the ERCA would not reach its full potential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Futures Command Commander Gen. Mike Murray said at the same conference May 12 that upcoming budgets may cause the Army to make hard choices about those sacred programs and that they are \u201calmost impossible choices to make.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pasquarette said that of the roughly $35 billion inside the equipping portfolio he manages, 47 percent of the funding is allocated to advance the top 35 modernization priorities plus the 30 other key enablers. The other 53 percent is everything else, which covers roughly 500 other programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the next five years, the priority programs will be funded closer to 50 percent, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are scheduled to deliver the 31 plus four next-generation capabilities on a schedule that\u2019s aggressive, but necessary, given what our adversaries are doing in trying to keep pace with us. We have to have these on schedule,\u201d Pasquarette said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRight now they are resourced to deliver,\u201d he added. \u201cI think [if] we start to accept some risks, we won\u2019t be comfortable with the key enablers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other 500 or so programs not considered a priority have been reduced to a point where further cuts \u201care very concerning,\u201d Pasquarette said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/ausa-digital-show-dailies\/2020\/10\/13\/us-army-pegs-fy23-as-tipping-point-for-ending-old-weapons\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/McCarthyPC2020.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Army pegs 2023 as tipping point for ending old weapons<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army will see a more dramatic shift in funding from the current fleet to the future force in fiscal 2023 as more modernized programs start to come online.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Army has already spent the last<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2019\/10\/14\/tougher-decisions-are-coming-in-the-us-armys-night-court-budget-review\/\" target=\"_blank\"> three years internally shifting funds<\/a> to modernization programs \u2014 through <a href=\"https:\/\/www.defensenews.com\/smr\/federal-budget\/2020\/02\/13\/heres-the-armys-top-10-canceled-and-reduced-programs-in-fy21\/\" target=\"_blank\">a process called night court<\/a> \u2014 that are expected to make a difference in the future and align with the National Defense Strategy and the Army\u2019s warfighting concept and vision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pasquarette said, at this point, there isn\u2019t much that can be moved elsewhere. \u201cThose legacy, enduring [programs] are in a very precarious position,\u201d he said, while remaining essential capabilities that the Army cannot operate without.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are sometimes called the \u2018unloved,\u201d Pasquarette said. \u201cWe\u2019ve taken shwacks out three years in a row in some instances and they are not sexy. They\u2019re not a hypersonic missile that flies thousands of kilometers and can strike a 10 digit grid.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut without those capabilities I\u2019m talking about, we fail,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Army, should it see deeper budget cuts, would have to choose between reducing or eliminating the programs that get less love but are needed or delay the delivery of priority programs, Pasquarette explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On top of difficult decisions looming when it comes to priority modernization efforts, the Army Chief of Staff Gen. James McConville has already said <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/global-force-symposium\/2021\/03\/17\/army-chief-says-end-strength-numbers-to-stay-flat-in-upcoming-budgets\/\" target=\"_blank\">many times this year that he plans to freeze end-strength at 485,000<\/a> in the active force even though the justification for growing the force is there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is where priorities come in,\u201d McConville said at the conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen it comes to readiness,\u201d he said, \u201cyou have a sacred obligation to send troops to combat that are ready. And, you know we\u2019re not going to sacrifice the readiness of our troops.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The White House is <a
