{"id":36721,"date":"2020-03-07T15:38:23","date_gmt":"2020-03-07T15:38:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/03\/07\/destroyers-left-behind-us-navy-cancels-plans-to-extend-service-lives-of-its-workhorse-ddgs\/"},"modified":"2026-08-07T23:00:45","modified_gmt":"2026-08-07T23:00:45","slug":"destroyers-left-behind-us-navy-cancels-plans-to-extend-service-lives-of-its-workhorse-ddgs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/03\/07\/destroyers-left-behind-us-navy-cancels-plans-to-extend-service-lives-of-its-workhorse-ddgs\/","title":{"rendered":"Destroyers left behind: US Navy cancels plans to extend service lives of its workhorse DDGs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 In a move with sweeping consequences for the <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2020\/02\/09\/defense-secretary-mark-esper-on-how-the-navy-can-get-to-355-ships\/\" target=\"_blank\">U.S. Navy\u2019s battle force<\/a>, the service is canceling plans to add 10 years to the expected service lives of its stalwart destroyer fleet, a cost-savings measure that would almost certainly hamper plans to grow the size of the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In written testimony submitted to the Senate Armed Services Committee, the Navy\u2019s <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/05\/20\/the-us-navys-top-acquisition-official-talks-controlling-costs-and-fixing-maintenance\/\" target=\"_blank\">Assistant Secretary for Research, Development and Acquisition James Geurts<\/a> said performing service life extensions on Burkes designed to bring them up from 35-year hull lives to 45 years was not cost-effective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cService life extensions can be targeted, physical changes to specific hulls to gain a few more years, or a class-wide extension based on engineering analysis,\u201d the testimony read. \u201cThe Navy has evaluated the most effective balance between costs and capability to be removing the service life extension on the DDG 51 class.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/06\/07\/the-us-navys-ships-are-getting-old-they-might-be-getting-a-lot-older\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"180\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/leyte_gulf.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">The US Navy\u2019s fleet is getting old. It might get a lot older.<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The document raises questions about how exactly the Navy would accomplish the extended service lives on its hard-worn surface combatants and amphibious ships.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Navy\u2019s destroyers are the workhorses of the fleet, with sailors spending an average of one in every four days underway, the highest rate in the fleet, according a recent report from Defense News\u2019 <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2018\/03\/06\/the-busiest-ships-subs-and-squadrons-whos-really-away-from-home-the-most\/\" target=_blank>sister publication Navy Times<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision to ax the service life extensions for the Arleigh Burke class comes after years of assurances from Navy leaders that the destroyers would be modernized with an eye to growing the fleet over the coming decades. Navy leaders have offered assurances that the fiscal 2021 budget continues to grow the fleet <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/27\/proposal-for-sweeping-cuts-to-us-navy-shipbuilding-force-structure-could-herald-a-new-strategy-experts-say\/\" target=\"_blank\">despite its significant cuts to shipbuilding and existing force structure<\/a>, but it is unclear how the fleet will continue to grow past the next five years if service life extensions on the earliest Burkes don\u2019t go forward right away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would also seem to have significant impact on the current push from acting Secretary of the Navy Thomas Modly to grow the fleet to <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/12\/09\/acting-us-navy-secretary-deliver-me-a-355-ship-fleet-by-2030\/\" target=\"_blank\">355 ships in a decade<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its FY20 30-year shipbuilding plan, the Navy said extending the lives of the Arleigh Burkes was an imperative to growing the fleet to a <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/02\/25\/trump-called-for-a-350-ship-fleet-but-his-budget-would-fall-short-of-even-obama-era-goals\/\" target=_blank>battle force of 355 ships<\/a>. Instead, the cancellation of the service life extensions means that between 2026 and 2034, the Navy is slated to lose 27 destroyers from its battle force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those losses would compound the impact of cutting 10 ships from the five-year projections in the FY21 budget, including five of the 12 proposed Flight III Arleigh Burke-class destroyers from the FY20 budget and a Virginia-class attack submarine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department has yet to submit its FY21 30-year shipbuilding plan, which means that it\u2019s impossible to tell how the Navy thinks these cuts would affect its total ship count in the years when it would lose Burkes at a rate of more than three per year. But the Burke retirements would begin in 2026 or 2027, years just after the service completed shedding 13 cruisers from its fleet, leaving just nine of the Navy\u2019s largest combatants in the fleet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement, Capt. Danny Hernandez, spokesman for Geurts, said there are a lot of variables in getting the fleet to its goal of 355 ships, but that the Navy\u2019s top priority is keeping the recapitalization of its retiring Ohio-class ballistic missile submarines on track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLike Navy leaders have stated during testimony, the tradeoffs were complex to get the right balance,\u201d Hernandez said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2020\/03\/05\/the-us-navys-top-officer-declares-support-for-basing-6-destroyers-in-spain\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"150\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/1USS_Porter_USS_Donald_Cook_USS_Carney_and_USS_Ross_are_moored_at_Naval_Station_Rota_Spain._34916519110.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy\u2019s top officer declares support for basing 6 destroyers in Spain<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The U.S. Navy&#039;s top officer voiced his support for adding two more destroyers to the Navy&#039;s base in Rota, Spain.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>Service lives<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a Naval Sea Systems Command document obtained by Defense News in 2018, the earliest Arleigh Burke destroyers \u2014 27 so-called Flight I and early Flight II destroyers \u2014 have an expected hull life of 35 years. The lead ship, the Arleigh Burke, was commissioned in 1991, meaning its hull life is up in 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DDG-51 through DDG-78 \u2014 the Flight I destroyers \u2014 were commissioned between 1991 and 1999. Later models \u2014 Flight IIA \u2014 have 40-year hull lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2018, then-Deputy Chief of Naval Operations for Warfare Systems Vice Adm. Bill Merz <a href=\"https:\/\/news.usni.org\/2018\/04\/12\/navy-will-extend-ddgs-45-year-service-life-no-destroyer-left-behind-officials-say\" target=_blank>told USNI News<\/a> that there were distinct advantages to upgrading the entire class, and that instead of just a combat systems modernization aimed at boosting ballistic missile defense systems, the ships would get the full hull and mechanical upgrades that would extend the ships out to 45-year service lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is an HM&amp;E [hull, mechanical and electrical] extension, but every destroyer is already in the modernization pipeline, so every destroyer will be modernized,\u201d Merz said. \u201cThe modernization they receive that\u2019s already programmed may carry them through.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cObviously the threat\u2019s going to get a vote on that, but one of the beauties is instead of doing an individual ship-by-ship extension and extending the entire class, now we have the visibility to actually plan for that. We can pace it, plan it, fund it efficiently instead of one-and-done, one-and-done, one-and-done. Compounded with cuts to the Flight III destroyers, it seems likely that the Navy by 2034 will have a significantly reduced ballistic missile defense capability with at least 32 fewer ballistic missile defense-capable destroyers in the fleet, if this budget is enacted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked during its FY21 budget rollout if cutting five Flight III DDGs corresponds to a reduction in demand for ballistic missile defense-capable ships, Navy budget director Rear Adm. Randy Crites told reporters it was a decision based \u201cstrictly [on] affordability.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy has in recent years declared the Arleigh Burke hull design maxed out, <a href=\"https:\/\/www.defensenews.com\/naval\/2018\/05\/10\/the-newest-weapon-in-the-us-navys-arsenal-is-now-under-construction\/\" target=_blank>with the Flight III <\/a>being packed to the gunwales with power and cooling to support the inclusion of Raytheon\u2019s SPY-6 air and missile defense radar. Future combatants will have to accommodate more power generations and storage to support systems such as laser weapons and rail guns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The excess <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/01\/31\/with-laser-weapons-coming-the-us-navys-newest-super-carrier-has-space-and-power-to-spare\/\" target=\"_blank\">electrical power capacity in the Ford-class aircraft carrier<\/a>, for example, is one of the main reasons the Navy considers the new class valuable even as aircraft carriers become more vulnerable to high-speed, anti-ship missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bryan Clark, a retired submarine officer and senior fellow at the Hudson Institute, said the cuts were a necessary step. Clark recently authored a study with the Center for Strategic and Budgetary Assessments that called for canceling the DDG service life extensions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s crazy to throw good money after bad for a bunch of ships you say you don\u2019t need,\u201d Clark said. \u201cI think the Navy is coming to grips with the fiscal realities; the unsustainable nature of their current plan; and the recognition it is going to have a need for fewer large surface combatants in the future and needs to husband its resources to build a larger fleet of smaller surface combatants.
