{"id":36789,"date":"2021-02-15T14:00:00","date_gmt":"2021-02-15T14:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/02\/15\/turkey-gulf-detente-may-boost-turkish-exports\/"},"modified":"2026-08-07T22:53:39","modified_gmt":"2026-08-07T22:53:39","slug":"turkey-gulf-detente-may-boost-turkish-exports","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/idex\/2021\/02\/15\/turkey-gulf-detente-may-boost-turkish-exports\/","title":{"rendered":"Turkey-Gulf d\u00e9tente may boost Turkish exports"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">ANKARA, Turkey \u2014 If Turkey\u2019s hostile relationship with some Gulf countries is beginning to thaw, the new dynamics could bring a <a href=\"https:\/\/www.defensenews.com\/global\/2020\/09\/23\/turkey-eyes-new-markets-for-exports\/\" target=_blank>boost in defense and aerospace exports<\/a>, particularly to Saudi and Emirati markets, Turkish officials and industry sources told Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although a new understanding between the countries \u2014 which is being negotiated through both official and unofficial channels \u2014 looks premature, it could accelerate in the coming months, a Turkish diplomat said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe need to see more [confidence-building steps] from our counterparts,\u201d he explained.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saudi Arabia and its Gulf ally the United Arab Emirates recently <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2021\/01\/15\/will-improved-relations-with-qatar-lead-to-more-military-cooperation\/\" target=_blank>ended their rift<\/a> with one of Turkey\u2019s staunchest allies, Qatar. Relations had also soured between the two Middle Eastern powerhouses and Turkey.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe end of the Gulf rift will create a more positive set of relations between Turkey and Saudi Arabia,\u201d Turkish Foreign Minister Mevlut Cavusoglu said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many of these countries have been on opposing sides in recent years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey and Qatar have been the top political supporters of the Palestinian militant group Hamas and the Egyptian religiopolitical organization Muslim Brotherhood; Saudi Arabia, the UAE and Egypt view these Islamist groups as terrorist entities. The Gulf heavyweights and the Turkey-Qatar pact have also supported rival groups in the Libyan civil war. And while Turkey has advocated for the isolation of Israel, rival Gulf states and Egypt have taken steps to normalize their relationship with the Jewish state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAny potential normalization [between Turkey and its Gulf rivals] is not yet mature enough to justify a high-profile Turkish presence at IDEX,\u201d said a Turkish presidential aide who works on a defense industry portfolio. \u201cWe must be patient to see more.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Eleven <a href=\"https:\/\/www.defensenews.com\/top-100\/2020\/08\/17\/turkish-industry-prospers-but-foreign-relations-are-limiting-its-potential\/\" target=_blank>Turkish defense companies<\/a> are expected to exhibit their products at the International Defence Exhibition &amp; Conference, which will take place Feb. 21-25 in Abu Dhabi. Ten of the Turkish exhibitors are small companies. Otokar, a top armored vehicles producer, is among them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe potential d\u00e9tente has not yet reached any official level \u2026 it has no governmental support yet,\u201d the Turkish diplomat said. \u201cHowever that does not mean there won\u2019t be governmental support. We favor good relations within the Islamic world.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But with normalized relations, Turkey would see a \u201cbig boost\u201d in its exports to those countries, the presidential aide noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey are big markets, And Turkish manufacturers have combat-proven solutions to meet their requirements,\u201d the aide said. \u201cTurkish companies did well even during the COVID-19 crisis.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Turkish Exporters\u2019 Assembly, <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2021\/01\/19\/turkey-reports-nearly-15-drop-in-defense-exports\/\" target=_blank>defense and aerospace exports fell<\/a> by about 17 percent to $2.279 billion in 2020, from $2.74 billion in 2019. The United States was the top market for Turkish exporters, with $748 million in business.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite political tension, the UAE became Turkey\u2019s third-largest export market, with $200 million in sales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe UAE has been procuring from those Turkish companies known to have been hostile to the Turkish government,\u201d an industry source said. \u201cWith normalization, those \u2018government-friendly\u2019 Turkish manufacturers too may come into the business cycle. And they are big ones.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The presidential aide estimated an added export volume of nearly $1 billion to a few Gulf and Arab countries if Turkey improves political relations with these presently rival states. He said potential equipment in this potential new export spree would include corvettes, frigates, helicopters, armored vehicles and drones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the past few years, tensions rose so sharply between Turkey and the bloc of Gulf countries and Egypt that these Arab nations launched official and unofficial boycotts on Turkey\u2019s civilian exports, hurting scores of Turkish producers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One reason Turkey wants to reduce regional tension is the isolation it has recently experienced, through sanctions issued by Russia, the United States and the European Union. In addition, the U.S. suspended Turkey\u2019s partnership in the American-led, multinational Joint Strike Fighter program that builds the F-35 Lightning II.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for where Qatar stands, Turkish academic Bar\u0131s Adibelli said it is likely the country will perform the role of broker between Turkey and the Gulf
