{"id":36851,"date":"2020-09-25T15:22:33","date_gmt":"2020-09-25T15:22:33","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2020\/09\/25\/dod-seeking-legislative-help-for-icbm-replacement-construction-costs\/"},"modified":"2026-08-07T22:53:47","modified_gmt":"2026-08-07T22:53:47","slug":"dod-seeking-legislative-help-for-icbm-replacement-construction-costs","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2020\/09\/25\/dod-seeking-legislative-help-for-icbm-replacement-construction-costs\/","title":{"rendered":"DoD seeks legislative help for ICBM replacement construction costs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Defense Department hopes Congress will approve a change in how it funds the <a href=\"https:\/\/www.defensenews.com\/space\/2020\/09\/08\/northrop-wins-the-air-forces-contest-for-next-gen-icbms\/\" target=_blank>next-generation intercontinental ballistic missile<\/a> in order to avoid what the department views as unnecessary contract bureaucracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appearing before the Senate Armed Services Committee last week, <a href=\"https:\/\/www.defensenews.com\/interviews\/2020\/09\/21\/pentagon-acquisition-boss-talks-industry-mergers-and-coronavirus\/\" target=_blank>Pentagon acquisition head Ellen Lord<\/a> said the Ground Based Strategic Deterrent program <a href=\"https:\/\/www.defensenews.com\/opinion\/commentary\/2020\/06\/19\/keep-modernization-of-the-ground-based-strategic-deterrent-program-on-track\/\" target=_blank>was moving along as planned<\/a>, but she indicated that a military construction issue remains unsolved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do have a lot of money allocated through the MILCON [military construction] methodology, and whereas we have 500 separate items that need to be updated, that would be rather onerous to have 500 different or so projects,\u201d Lord said. \u201cWe\u2019re looking at consolidating that, to streamlining it.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSo we\u2019re very, very interested to see what comes out of conference, but we would ask [Congress] that we move some of that money out of MILCON to give us the flexibility on the program execution side to move forward along the timelines,\u201d she added. \u201cOur job in acquisition and sustainment [is] to not transition programmatic risks over to operational risk, and I\u2019m afraid if we don\u2019t move some of that money out of MILCON, that\u2019s exactly what we would be doing.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nuclear-arsenal\/2020\/08\/19\/the-air-force-might-be-eyeing-a-hypersonic-nuclear-weapon\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/HypersonicTest.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Air Force may have accidentally revealed interest in hypersonic nuke<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">One key general says a hypersonic glide option will not be fielded in the initial years of the Ground Based Strategic Deterrent program.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">While discussions around the GBSD program often focus on the missiles themselves, each of the 450 existing Minuteman III ICBM launch facility locations, as well as up to 45 launch center sites tied to the current ICBM infrastructure, must be redone to <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/afa-air-space\/2019\/09\/16\/northrop-teams-with-lockheed-on-icbm-replacement-heres-who-else-is-involved\/\" target=_blank>accommodate the new capability<\/a>. Everything from the physical buildings at the staging areas above the launch sites to the doors and missile suspension systems inside the silos would require updates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under current requirements, the Pentagon must report and budget each of the nearly 500 different building locations \u2014 spread across three operational wings, five states and 31,5000 square miles \u2014 as their own military construction cases.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given that the same scope of work would be happening at multiple locations, the department believes it simply makes sense to combine those into one pot of money for ease of planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Should that not happen, there could be delays in updating and preparing the silos for the GBSD program on time, warned Pentagon spokeswoman Jessica Maxwell, who said in a statement to Defense News that the conversion from Minuteman to GBSD \u201cmust occur on a precise timeline to maintain the operational readiness of ICBMs.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To hit the planned full operational capability date of 2036, Maxwell said, the Air Force must convert one launch facility per week for nine years. Things get complicated by the fact that some of the Minuteman ICBMs are set to age out of service during this period, meaning Pentagon planners are nervous that any delay could lead to a degradation of ICBM capability, including the goal of having 400 missiles on alert at all times.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That level of synchronization will not be possible \u201cif authorities and responsibilities for the conversion effort are split over multiple contractors, as required by current law,\u201d Maxwell said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2020\/09\/21\/why-the-new-icbm-contract-is-a-bad-deal\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"201\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/a11-minuteman-III-launch-still-3672046.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Why the new ICBM contract is a bad deal<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Buyer beware: ICBMs are the least valuable leg of the so-called nuclear triad.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">As a result, the Air Force submitted a fiscal 2021 legislative proposal that would allow the use of research, development, testing, engineering and missile procurement funding to cover conversion costs for the launch facilities and centers. But Lord\u2019s team is working with Congress to see if there are options for new legislative language that would allow the projects at one installation \u2014 say, all the launch facilities tied to F.E. Warren Air Force Base in Wyoming \u2014 to be combined into one contract.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Todd Harrison, a budget expert with the Center for Strategic and International Studies, said the Pentagon\u2019s request \u201cmakes perfect sense,\u201d as the traditional MILCON funding &#8221; would be excessively burdensome&#8221; for the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey would have to break the funding up by each individual site, which would mean about 500 different MILCON projects for this one program. If they could centralize this funding in one account (or fewer accounts) it would allow more flexibility to reallocate funding as necessary between sites and to manage the program in a more coordinated manner,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the way forward may be tricky, Harrison warned. MILCON appropriations go through appropriations subpanels focused on military construction and veterans affairs; meanwhile, research, development, testing and engineering funding flows through the defense subpanels.
