The statements from Defense Secretary Lloyd Austin and Joint Chiefs Chairman Gen. Mark Milley seemed to signal that, despite diplomatic efforts to avert war, a conflict was now closer at hand than ever.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The comments came a day after President Joe Biden <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/2022\/01\/27\/biden-says-russian-invasion-in-february-a-distinct-possibility\/\" target=\"_blank\">warned<\/a> Ukraine\u2019s president that there is a \u201cdistinct possibility\u201d Russia could take military action against Ukraine in February. The Kremlin had also sounded a grim note, saying it saw \u201clittle ground for optimism\u201d in resolving the crisis after the U.S. this week again rejected Russia\u2019s main demands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At a rare press conference for Austin and Milley, they cautioned that a Russian attack could be imminent, with terrible consequences. The appearance marked a shift from the Biden\u2019s administration\u2019s emphasis for weeks on the State Department and back-and-forth efforts to find a diplomatic off-ramp.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile we don\u2019t believe that President Putin has made a final decision to use these forces against Ukraine, he clearly now has that capability, and there are multiple options available to him,\u201d Austin told reporters.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/militarytimes\/news\/your-military\/2022\/01\/27\/russia-not-yet-ready-for-full-scale-attack-says-ukraine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"166\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/UkieRussia11.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Russia not yet ready for full-scale attack says Ukraine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">There are now more than 109,000 Russian troops near Ukraine&#039;s border, according to an assessment shared by Ukraine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">This week <a href=\"https:\/\/www.militarytimes.com\/flashpoints\/ukraine\/2022\/01\/28\/russia-says-it-wont-start-a-war-as-ukraine-tensions-mount\/\" target=\"_blank\">Russia\u2019s top diplomat said<\/a> that Russia will not start a war, and Ukrainian military assessment shared with Military Times Russia is not ready yet to launch a full-scale attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Friday, Milley said that the array of Russian forces deployed means that Putin retains a \u201cwide scale of options.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith 100,000 troops, and you\u2019ve got combined arms formations, ground maneuver, artillery, rockets, you got air and all the other piece-parts that go with it, there\u2019s a potential that they could launch with very, very little warning,\u201d Milley said. \u201cThat\u2019s possible, and there\u2019s a wide scale of options that are available to Russian leadership, and the best option they should pick, in my view, is a diplomatic solution.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ukraine\u2019s freezing lakes and rivers mean Russia\u2019s tracked military vehicles have prime conditions to invade, and Ukraine\u2019s civilian populations could \u201csuffer immensely\u201d if they do, Milley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Milley warned that Ukrainian forces have improved since Russia seized Crimea in 2014.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf Russia chooses to invade Ukraine, it will not be cost free in terms of casualties, or other significant effects,\u201d Milley said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Milley further warned that NATO\u2019s forces are \u201cvery, very significant,\u201d with more than 130 brigades of maneuver forces, 93 squadrons of high-end fighters, four aircraft carriers and \u201cmany more\u201d surface combatants.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Biden has said that the U.S. will not unilaterally send troops to defend Ukraine, the Pentagon has placed a number of U.S. military units on heightened alert that they may deploy to NATO\u2019s eastern front.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon is walking a fine line with its actions and rhetoric: On the one hand, its leaders want to demonstrate a commitment to NATO, while telegraphing both a willingness and capability to react to Russian aggression; We put troops on on higher alert,\u201d Austin said. \u201cAnd the second point that I would make is that even if and when we do move troops, the purpose of those troops deploying would be to reassure allies, or directly in support of NATO.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Monday, the department <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2022\/01\/24\/up-to-8500-us-troops-on-heightened-alert-in-case-of-russian-move-on-ukraine\/\" target=\"_blank\">announced<\/a> that up to 8,500 troops had been put on heightened alert, shortening their recall times to as little as five days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2022\/01\/27\/these-units-from-across-the-army-and-air-force-are-on-alert-for-ukraine-deployment\/\" target=\"_blank\">alerted units<\/a> include bits and pieces from nearly all of the Army\u2019s active divisions, including the 82nd Airborne Division, 101st Airborne Division, 3rd Infantry Division and 4th Infantry Division, as well as a handful of Air Force units.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2022\/01\/26\/us-nato-deliver-counteroffers-to-russia-on-defusing-ukraine-war-prospects\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"208\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-1237978070.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US, NATO deliver counteroffers to Russia on defusing Ukraine war prospects<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">U.S. and NATO officials have separately delivered new sets of proposals to the Russian government for sorting out security concerns in Europe, while rejecting Russia\u2019s demand that the alliance forever close its door to Ukraine.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">They are from a mix of backgrounds, including combat arms, medical, logistical and aviation support. Not all are destined for a NATO mission, Pentagon spokesman John Kirby told reporters on Tuesday, as some could be sent on unilateral missions to individual allied countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur focus is on making sure that we\u2019re ready to live up to our commitment to NATO should the NATO Response Force be activated by NATO,\u201d Austin said. \u201cThis, putting our forces on a shorter chain, enables us to get there and in a shorter period of time. And, again, I think that provides reassurance to NATO, that we\u2019re ready to live up to our commitments\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether the U.S. would send more U.S. military trainers to assist Ukrainian forces, Austin avoided specifics but reiterated that the U.S. has had a rotating training mission in Ukraine since 2014, and it continues. There are currently fewer than 200 members of the Florida National Guard on a training and advising mission in Ukraine at the moment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Pentagon does not typically disclose prepare-to-deploy orders, but Austin said the move \u201cshould provide reassurance to NATO that we are ready to live up to our commitments\u201d under the pact\u2019s core mutual-defense agreement, Article 5.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe U.S. has a small contingent of U.S. and NATO advisors and trainers currently in Ukraine,\u201d Milley said. \u201cThe United States has zero offensive combat weapon systems nor any permanent forces nor bases in Ukraine. Our role is limited in that we help train, advise and assist with tactics, techniques and procedures.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As another shipment of U.S. arms for Ukraine arrived Friday, Austin said America remains committed to helping Ukraine defend itself through \u201csecurity assistance material.\u201d This follows the <a href=\"https:\/\/www.defensenews.com\/congress\/2022\/01\/25\/200m-in-javelins-other-anti-armor-systems-grenade-launchers-and-more-to-ukraine-dod\/\" target=\"_blank\">arrival <\/a>of American Javelin anti-armor weapons grenade launchers in Ukraine earlier in the week as part of a $200 million tranche Biden approved in December.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2014, the U.S. has
