Other historical lows include an authorized 476,000 in fiscal 2017 and nearly 478,000 in fiscal 1999 at the nadir of the post-Cold War drawdown.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration\u2019s proposed budget would:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Reduce the active duty force from 485,000 \u2014 the end-strength authorized in the fiscal 2022 bill \u2014 to 473,000.<\/li><li>Maintain the Army National Guard\u2019s current strength of 336,500 and the Army Reserve\u2019s 189,500 troops.<\/li><li>Reduce the total Army, across all three components, to 998,500 soldiers. It\u2019s not clear when the force last dipped below 1 million troops.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Army officials who briefed reporters on the budget request claimed they \u201cproactively made the decision to temporarily reduce our end-strength\u201d due to struggles recruiting quality soldiers. The service has also requested to reduce its end-strength target for fiscal 2022 to 476,000. The plan is to regrow the active force back to 485,000 troops across the five-year budget plan, though it\u2019s not clear when that will occur.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/land\/2022\/03\/28\/cuts-to-armys-ivas-were-good-oversight-by-congress-says-acquisitions-boss\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/IVAS-turret.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Cuts to Army\u2019s IVAS were \u2018good oversight\u2019 by Congress, says acquisitions boss<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Lawmakers recently froze some $350 million in IVAS procurement money until initial testing and evaluation are completed, and until Congress is updated on the project\u2019s progress.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cThe genesis of [the cut] was really recognizing that as we look ahead to recruiting projections&#8230;we weren\u2019t going to be able to get where we needed to be in [fiscal 2022 and 2023] without making some decisions about changing our standards,\u201d said Army Under Secretary Gabe Camarillo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Camarillo added that \u201cthis is not a budget-driven decision \u2014 it is entirely about quality, and we will look to build back up our end strength.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed to \u201ca tight labor market\u201d as one of the reasons behind the Army\u2019s recruiting struggles, though the Army is \u201clooking&#8230;at our recruiting approaches to see what changes we need to, or what we can, make to adapt to the current recruiting environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Army Recruiting Command, or USAREC, is implementing significant updates to its recruiting strategy, though it\u2019s not yet clear whether the efforts will succeed. Their \u201cmission modernization\u201d push has also coincided with the labor squeeze and more stringent medical and prescription history screenings for applicants.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/armytimes\/news\/your-army\/2022\/02\/08\/army-expands-two-year-enlistment-options-as-new-screenings-kick-in\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"199\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4678920.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Army expands two-year enlistment options as new screenings kick in<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">More than 80 career fields are now available to prospective short-timers.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The service has also loosened short-term enlistment options in an effort to bring in more troops. But that seemingly did not prove enough for the Army to meet its end strength goals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Camarillo did not directly answer a question about whether the Army will bring back voluntary separation or early retirement authorities to facilitate the end strength cuts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Camarillo only added, \u201chow we take the cuts
