{"id":37643,"date":"2022-01-28T15:00:00","date_gmt":"2022-01-28T15:00:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2022\/01\/28\/new-5g-challenge-to-incentivize-open-architecture-solutions\/"},"modified":"2026-08-08T18:25:43","modified_gmt":"2026-08-08T18:25:43","slug":"new-5g-challenge-to-incentivize-open-architecture-solutions","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2022\/01\/28\/new-5g-challenge-to-incentivize-open-architecture-solutions\/","title":{"rendered":"New 5G challenge to incentivize open architecture solutions"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><i>Correction: This story has been updated to reflect that the original notice of inquiry was issued in January 2021.<\/i><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The Pentagon is launching a new Open Stack 5G Challenge next month to incentivize industry to develop open-architecture technologies that could be integrated into future testbeds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Department of Defense is partnering with the National Telecommunications and Information Administration on the initiative, which builds on <a href=\"https:\/\/www.ntia.doc.gov\/files\/ntia\/publications\/fr-5g-challenge-noi-01112021.pdf\" target=\"_blank\">a notice of inquiry<\/a> issued last January asking for concepts to accelerate development of an \u201copen 5G stack ecosystem.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DoD\u2019s acting principal director for 5G, Amanda Toman, said last week at a <a href=\"https:\/\/potomacofficersclub.com\/events\/poc-8th-annual-defense-research-and-development-summit\/?src=potomacofficersclub.com\" target=\"_blank\">Potomac Officers Club event<\/a> the challenge is an effort to get a better sense of the open interfaces and network capabilities industry is developing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHopefully, we do identify some unique capabilities and then we can work with those vendors in the future by potentially awarding contracts to them and then integrating them into the testbeds or some of the experimentation efforts as we move forward,\u201d Toman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The challenge is one of several \u201cspecial projects\u201d Toman\u2019s office is pursuing to advance 5G technology. Her team is also working closely with the U.S. Army on a program to transition 5G applications for tactical use on the battlefield and has another effort with the Defense Advanced Research Projects Agency focused on identifying open prototypes that could integrate into other DoD testbeds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The department has made 5G a key modernization priority, requesting <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2020\/02\/10\/new-pentagon-budget-request-invests-in-4-advanced-technologies\/\" target=\"_blank\">$1.5 billion for 5G and microelectronics projects<\/a> in its fiscal 2021 budget request. In 2020, DoD announced it would <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/5g\/2020\/10\/08\/pentagon-announced-600-million-in-5g-experimentation-contracts\/#:~:text=The%20test%20beds%20are%20Hill,Base%2C%20Las%20Vegas%2C%20Nevada\" target=\"_blank\">invest $600 million in 5G testbeds<\/a> at five military installations across the United States:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Naval Air Force Base Coronado, California<\/li><li>Hill Air Force Base, Utah<\/li><li>Nellis Air Force Base, Nevada<\/li><li>Fort Hood, Texas<\/li><li>Marine Corps Logistics Base Albany, Georgia.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The testing efforts focus on how the military can take advantage of different applications or concepts, including dynamic spectrum utilization, 5G-enabled command and control, smart warehouses and logistics and augmented and virtual reality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first five sites constitute \u201cTranche 1\u2033 of the department\u2019s 5G initiative. In 2021, DoD awarded contracts at <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/it-networks\/5g\/2020\/06\/04\/pentagon-names-seven-new-bases-for-5g-test-beds\/\" target=\"_blank\">seven Tranche 2 sites<\/a>:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>National Training Center and Camp Pendleton in California<\/li><li>Fort Hood, Texas, Marine Corps Base Hawaii<\/li><li>Wheeler Army Airfield, Hawaii<\/li><li>Naval Air Station Whidbey Island, Washington<\/li><li>Tinker Air Force Base, Oklahoma<\/li><li>Joint Base San Antonio, Texas<\/li><li>Naval Station Norfolk, Virginia.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Toman noted that while the Tranche 1 sites are \u201cup and running\u201d with testbeds and standalone networks, the Tranche 2 projects are not as mature. The initiatives at these bases include wireless connectivity, using 5G to enhance aircraft mission readiness and 5G-enabled immersive training.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think over the next 12 months, we will have much more data out of Tranche 1,\u201d Toman said. \u201cAnd with Tranche 2, we\u2019ll get to a point where we have testbeds stood up and [are] starting to work towards development of those applications.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Across both tranches, each project includes a testbed, the applications being demonstrated and network enhancements or tools that could be used to optimize the 5G network, Toman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the department works to better understand how 5G can enhance operations, Toman said one of its top priorities over the next few years will be on spectrum sharing or \u201cunderstanding how things can coexist in that spectrum-constrained environment.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That issue is top of mind for commercial airlines and the telecommunications industry as concerns mount over whether new 5G networks could cause interference with aircraft radar altimeters. The Pentagon has created a Joint Interagency FiveG Radar Altimeter Interference working group <a href=\"https:\/\/www.defensenews.com\/air\/2022\/01\/19\/military-may-take-months-to-gauge-5g-safety-risks-to-aircraft\/\" target=\"_blank\">to gauge potential safety issues<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another priority for the department centers on open radio access networks (ORANs), which define interface standards and encourage system modularity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019ve really made a concerned effort to award to vendors that provide ORAN solutions for Tranche 2,\u201d Toman
