{"id":37694,"date":"2019-11-07T20:49:47","date_gmt":"2019-11-07T20:49:47","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/11\/07\/all-systems-go-how-china-plans-to-control-space\/"},"modified":"2026-08-08T18:35:45","modified_gmt":"2026-08-08T18:35:45","slug":"all-systems-go-how-china-plans-to-control-space","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/space\/2019\/11\/07\/all-systems-go-how-china-plans-to-control-space\/","title":{"rendered":"All systems \u2018Go\u2019: How China plans to control space"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The nation\u2019s top official for assessing the military capabilities of foreign powers believes China is playing a specific game in space in its efforts to become the premier power in space.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Go is a board game invented in China thousands of years ago where players strategically place stones on a board to capture the most territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe object of Go is to block and deny territory to your opponent. Unlike chess, you\u2019re not going after a king or a queen and there\u2019s not a final move where you\u2019re declared victor. You add up points on the board based on the amount of territory or space that you control. Think of that in the context of aerial denial and aerial defense,\u201d said Defense Intelligence Agency Director Lt. Gen. Robert Ashley Nov. 7 at the CyberSat19 conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking to the South China Sea, where China has built artificial islands to further its claims to the area, Ashley said he saw a direct connection between the ancient board game and China\u2019s modern military strategy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI started seeing literally what is a game of Go being played on the planet,\u201d said the director. \u201cThat game is also being played in space.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DIA is responsible for informing the military, policy makers and \u2014 to an extent \u2014 the public on the military capabilities and intentions of foreign nations. As the head of that agency, Ashley said China wants to use space to further its influence, with ambitions that extend far beyond its own borders<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTheir recent defense white paper places an increased focus on worldwide use of full-spectrum operations to safeguard Beijing\u2019s increasingly complex and far reaching interests, interests that go well beyond the [Indo-Pacific region],\u201d said Ashley. \u201cBeijing stresses that the national security issues facing China becomes far more subjects, extends over a greater range and cover a longer time span than any time in their country\u2019s history.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In pursuit of that goal, the Chinese government wants to be able to offset any space-based capability that might be advantageous to the United States, be it military, civilian or commercial, said Ashley. Furthermore, the director explained that China\u2019s doctrine insists that those space-based capabilities, including reconnaissance, early warning, communication and navigation systems would be potential first targets of an attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has been building up its anti-satellite weapons since 2007 to include kinetic weapons, jamming devices that can block GPS or satellite communications, and ground-based lasers. China also has a repair\/inspection satellite on orbit that could be used to damage other satellites.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019m sure you can imagine the dual-use capability of such a satellite,\u201d said Ashley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Russia has its <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/2019\/09\/03\/russian-satellite-creeps-up-to-intelsat-satellite-again\/\" target=_blank>own inspection satellite<\/a> on orbit, as does the United States. DARPA is also developing <a href=\"https:\/\/www.c4isrnet.com\/battlefield-tech\/space\/2019\/10\/03\/darpa-wants-a-robotic-satellite-mechanic-launched-by-2022\/\" target=_blank>a satellite with robotic arms<\/a> for the United States, which it wants on orbit by 2022.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has also built up its own space capabilities, and Ashley noted that China will boast the largest GPS-like system in space by 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cChina has conducted more space-oriented operations in 2018 than any other nation and possesses 250 military, civilian and commercial satellites in orbit \u2014 second only to the U.S.,\u201d said Ashley.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The DIA has put out two unclassified reports detailing China\u2019s counter-space efforts: one on China\u2019s military ambitions and capabilities as a whole and a separate report on threats to space more broadly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The potential threat posed by China to space has spurred a response from the government, said Ashley, including the stand up of a U.S. Space Command and the imminent creation of a Space Force.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI\u2019ve painted a rather negative picture of things that are evolving,\u201d said Ashley. \u201cIt will take vigilance
