{"id":38043,"date":"2023-06-28T17:01:26","date_gmt":"2023-06-28T17:01:26","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2023\/06\/28\/sexually-harassed-sailors-and-marines-will-get-more-support-resources\/"},"modified":"2026-08-08T19:54:16","modified_gmt":"2026-08-08T19:54:16","slug":"sexually-harassed-sailors-and-marines-will-get-more-support-resources","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/digital-show-dailies\/modern-day-marine\/2023\/06\/28\/sexually-harassed-sailors-and-marines-will-get-more-support-resources\/","title":{"rendered":"Sexually harassed sailors and Marines will get more support resources"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Sailors, Marines and midshipmen <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/03\/17\/rare-firing-of-flag-officer-for-sexual-harassment-came-after-unwanted-kissing\/\" target=\"_blank\">subjected to sexual harassment<\/a> now have access to resources available to sexual assault victims, according to a new Department of the Navy policy signed June 9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those who\u2019ve experienced sexual harassment may now receive crisis intervention, safety assessments, counseling resources and victim advocacy support, and they may discuss reporting options with personnel from the Sexual Assault Prevention and Response Program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis policy reflects the department\u2019s commitment to creating a culture of dignity and respect, and strengthening victim support services,\u201d said Secretary of the Navy Carlos Del Toro in a statement accompanying a June 26 press release. \u201cWe take victims\u2019 experiences seriously, and we are committed to creating an environment where victims of sexual harassment are heard, validated and feel safe to report their experience and receive supportive services.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/07\/06\/sailors-marines-reporting-sexual-assault-will-not-be-punished-for-related-minor-misconduct\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Sailors, Marines reporting sexual assault will not be punished for related \u2018minor misconduct\u2019<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Collateral misconduct by the victim is one of the most significant barriers to reporting a sexual assault, said Andrea Goldstein, the Navy Department\u2019s assistant director for force resiliency.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The Department of the Navy defines sexual harassment as unwanted sexual advances, requests for sexual favors, and other verbal or physical conduct of a sexual nature that impacts an individual\u2019s employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy aligns with recommendations included in the FY22 National Defense Authorization Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPreventing sexual harassment within an organization requires a comprehensive and multifaceted approach,\u201d said Andrea N. Goldstein, acting director of the DON Office of Force Resiliency, in a statement. \u201cWe will continue to implement policies and procedures that clearly define sexual harassment, improve victim response, and educate members on the importance of bystander intervention, to reduce the likelihood of sexual harassment occurring.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The change is one of several the Navy has unveiled in the past 18 months regarding sexual harassment and assault. In April 2022, the department announced it was <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/04\/26\/commanders-stripped-of-investigative-authority-over-sexual-harassment-allegations-within-their-own-units\/\" target=\"_blank\">stripping commanders<\/a> in the Navy and Marine Corps of investigative authority over sexual harassment allegations within their own units.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/navytimes\/news\/your-navy\/2022\/03\/17\/rare-firing-of-flag-officer-for-sexual-harassment-came-after-unwanted-kissing\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"155\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Untitled-design-47.png.png?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Rare firing of flag officer for sexual harassment came after unwanted kissing<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Then-Rear Adm. Trent DeMoss told investigators he was from a small county in Kentucky and &quot;a hug or a kiss was about the same as a handshake.&quot;<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Two months later, <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2022\/07\/06\/sailors-marines-reporting-sexual-assault-will-not-be-punished-for-related-minor-misconduct\/\" target=\"_blank\">in June 2022, it announced<\/a> that sailors, Marines and midshipmen who report a sexual assault will no longer be punished for \u201cminor collateral misconduct.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That policy change means those who make an unrestricted report of an assault through the Sexual Assault Prevention and Response Office or the Family Advocacy Program will not be penalized if they were engaging in underage drinking at the time, or near the time, of the alleged assault; were involved in an unprofessional relationship with the accused perpetrator; or were violating other orders, such as curfews, at the time of the alleged assault.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Joe Biden signed a January 2022 executive order requiring that sexual harassment be included in the Uniform Code of Military Justice under Article 134. While sexual harassment previously could be prosecuted as dereliction of duty under Article 92 of the UCMJ or as conduct unbecoming under Article 133, the executive order specifically lists sexual
