{"id":38053,"date":"2018-01-17T18:08:04","date_gmt":"2018-01-17T18:08:04","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/01\/17\/can-mattis-makes-the-national-defense-strategy-great-again\/"},"modified":"2026-08-07T23:08:53","modified_gmt":"2026-08-07T23:08:53","slug":"can-mattis-makes-the-national-defense-strategy-great-again","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/01\/17\/can-mattis-makes-the-national-defense-strategy-great-again\/","title":{"rendered":"Can Mattis makes the National Defense Strategy great again?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">BRUSSELS \u2013 When the Pentagon rolls out the National Defense Strategy on Jan. 19, expect a lot of statements about how it will serve as a definitive document, one that will guide the Pentagon for years to come.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the Pentagon has a reputation as a building filled with well-intentioned, game-changing documents that are delivered and then ignored. So, will this strategy be different?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certainly, those involved in the planning are hopeful. In December, Deputy Secretary of Defense Patrick Shanahan said the Jim Mattis-led team running the Pentagon is dedicated to keeping the document vital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe will probably talk about the National Defense Strategy a hundred thousand times\u201d in 2018, Shanahan predicted. \u201cBecause if we don\u2019t talk about it a hundred thousand times, it will just become a document that lives on a shelf \u2015 and the difference between strategy and real outcomes if you marshal resources.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked Jan. 15 in Brussels why he thinks this NDS will be relevant where other strategy documents have faded into the background, Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff, pointed to two things. The first was the collaborative nature of how the NDS was put together, which included several meetings with the Joint Chiefs and a back and forth with the joint staff.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/01\/05\/national-defense-strategy-coming-jan-19\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/trump-mattis-pence-pentagon.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Major US defense strategy review coming Jan. 19<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">A significant part of the strategy will remain classified, but at least part of the document will be open to the public.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s not a consensus document in the sense that it\u2019s the secretary of defense\u2019s, but he has certainly taken in all the input from the Joint Chiefs and so forth,\u201d Dunford told reporters during a visit to NATO headquarters. \u201cSo I think there\u2019s a lot of buy-in.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second reason to trust this NDS will matter? To Dunford, it comes down to the presence from Mattis himself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think if anybody knows Secretary Mattis, or looks at his history, he\u2019s not inclined to publish documents or give guidance that he doesn\u2019t actually intend to execute,\u201d Dunford said. \u201cAny implementation plan is about leadership. And I have a high degree of confidence that the secretary\u2019s going to drive implementation of the NDS.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Mattis has an undeniably strong personality, analysts question just how much the NDS can impact policy or operations without clear funding support behind it \u2013 especially given that the document will roll out the same day lawmakers must scramble to keep the government funded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Todd Harrison, a defense budget expert with the Center for Strategic and International Studies, warned that \u201ca strategy that is set without regard for resource constraint is a strategy that risks being unexecutable\u201d in practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf it\u2019s just a lot of words on a page and it doesn\u2019t have numbers, saying \u2018this is what it will cost and this is what we\u2019re able to do\u2019, and \u2018this is how we will pay for it,\u2019 it will leave a lot wanting,\u201d he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In December, Shanahan said the strategy document will be the foundation of the fiscal year 2020 budget request, with the strategy \u201cfirmly planted on the hill in front of our brains\u201d when looking at where to invest funding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But he also said that the timing of the defense strategy is such that the FY19 budget will only be moderately impacted, something Kathleen Hicks, a former principal deputy undersecretary of defense for policy now also with CSIS, believes will limit the effectiveness of the entire NDS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf they wait for \u201920 to sort of be the major thrust of their strategy, that\u2019s going to be their only year. That\u2019s the problem for them,\u201d Hicks said. \u201cBecause then the next team gets to play with that, whomever it is.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt might be them again, but you would have to bank on that, and no administration ever wants to bank on getting that second term when they\u2019re thinking through getting their priorities done,\u201d Hicks continued. \u201cSo, it bears a lot of risk, I guess I would say, in a strategy that loos to \u201920 to really be the key year for consolidating their strategy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><b>Tradeoffs<\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Loren DeJonge Schulman, a former Defense Department and National Security Council staffer now with the Center for a New American Security, says to expect \u201ca lot of continuity from past strategies\u201d in the document. Any real differences, she believes, will require clear-eyed choices about what can and cannot be done.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dunford demurred when asked specifically if there were any topics to look for as focus areas in the document, but did say the strategy should serve as a clear look at where Mattis wants the department to go during his time as secretary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the secretary\u2019s articulation of his priorities would be the number-one thing, you know, that will come out. And I think as just you\u2019d expect, you all have been around Secretary Mattis, I think the document will be fairly clear on what his priorities are. And that would be definitely a thing to look at,\u201d the chairman said.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/pentagon\/2018\/01\/16\/national-military-strategy-update-in-the-works-most-of-which-will-again-be-classified\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"204\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/AP_17269582659805-1.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">National Military Strategy update in the works \u2014 most of which will again be classified<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff, made it sound like the strategy will largely involve coloring in details that were already laid out in the previous document, particularly around the analysis of the \u201c4+1\u201d challenges to America \u2013 China, Russia, North Korea, Iran and violent extremism.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">That likely means some version of Mattis\u2019 three stated priorities \u2013 strengthening allies and partners, increasing lethality for the warfighter and reforming the business practices of the Pentagon \u2013 will be featured in the strategy document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, given the number of major issues facing the country, along with the budget constraints, means that \u201cMattis, Shanahan, and their OSD team would do well to consider a serious implementation effort that doesn\u2019t just trust elements of DoD to read and execute,\u201d Schulman said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NDS will come in both classified and unclassified versions. The classified version should give DoD \u201cthe chance to be extremely clear about what it prioritizes and, more importantly, what it doesn\u2019t,\u201d Schulman said. \u201cThe latter has always been difficult to say in public forums, but this strategy will be most meaningful if both DoD and Congress are clear on the balance of choices the department is making in their investment and focus.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hicks also expects more details about funding in the classified portion of the document, but warned that hard numbers likely won\u2019t be found there, but instead come out of further discussions on the Hill.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Pentagon has a reputation as a building filled with well-intentioned, game-changing documents that are delivered and then ignored.
