Gen. Lori Reynolds said modernizing the service\u2019s network will be the first of her four priorities in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOur first priority (&#8230;) is this whole idea of assured enterprise command and control \u2014 so all the work that we\u2019re doing [is] to build and fight a modernized network,\u201d Reynolds told reporters at a media availability Jan. 3.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That effort will include adopting artificial intelligence, incorporating a more mobile cloud and possibly bringing software developers into the Marine Corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re doing a lot of work on getting ourselves organized for a modernized network. How do we think about maneuvering the network in a contested environment? So I think our [communications] community has a lot of work ahead of it to kind of just think differently about how we train, how we organize. I think we\u2019ll see changes to our [communications] formations given force design,\u201d Reynolds said. \u201cThere\u2019s a lot of work that we have to do.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reynolds oversees operations in the information environment, including cyber, electronic warfare and signals intelligence. She held a media availability Jan. 3 to discuss the recently created Marine Expeditionary Force Information Groups (MIGs) and her goals for the coming year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In addition to modernizing the network, Reynolds laid out three other priorities: institutionalizing information as a war-fighting function, building an integrated naval operations in the information environment capability and modernizing multi-domain intelligence, surveillance and reconnaissance.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/c4isrnet\/battlefield-tech\/2019\/10\/07\/heres-what-the-marine-corps-battlefield-network-needs\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/marine-amphib-assault-raid2.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here\u2019s what the Marine Corps battlefield network needs<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Gone are the days of having time to (re)configure.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The second priority includes formalizing many of the efforts around operations in the information environment, to include creating commonly accepted and understood definitions for the terms thrown around.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe language is all over the place right now. We have [information operations, we\u2019ve got information warfare, we\u2019ve got operations in the information environment], we\u2019ve got everything. We\u2019re at that point where everybody is thinking about it, but you have to take a minute and say, &#8216;When you say IW, what are you talking about?\u2019 (&#8230;) We don\u2019t talk with enough specificity right now to make sure that we\u2019re not talking past each other,\u201d Reynolds said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One difficulty has been a common vocabulary in integrating the efforts of the the Marines and Navy. Each service has a separate history of operations in the information environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are struggling in the department with the language around what used to be called information operations,\u201d she said. \u201cOne of the things that distinguishes the Marine Corps from the other services is that we include [the] Inform function, we include communications strategy, in how we think about fighting in the information environment. So what we say in public, how we use information as a war-fighting tool or as a condition tool, how we battle for the truth and how we use the truth is very important to us.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A communications strategy has not been part of the Navy\u2019s understanding of operations in the information environment, Reynolds said, so that and other details still need to be worked out between the services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A third priority is <a href=\"https:\/\/www.c4isrnet.com\/information-warfare\/2019\/12\/05\/the-navy-and-marines-want-an-integrated-force-for-information-warfare\/\" target=_blank>integrating operations in the information environment between the Marines and the Navy<\/a> \u2014 essentially ensuring that the Marine Corps\u2019 efforts are in line with what the Navy is doing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Reynolds wants to prioritize modernization of intelligence, surveillance and reconnaissance. That effort would cover a range of capabilities from incorporating new artificial intelligence tools to understanding and using new intelligence sources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis would include new [open-source intelligence] capabilities; how do we use publicly available information; how do we do intelligence support to space, intelligence support to cyber? All of these things are really new capabilities,\u201d said Reynolds. \u201cThere\u2019s a lot of change required.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reynolds also talked about the progress made in establishing Marine Expeditionary Force Information Groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The three Marine Corps groups <a href=\"https:\/\/www.c4isrnet.com\/it-networks\/2018\/12\/07\/3-priorities-for-the-marines-information-directorate\/\" target=_blank>established for the information environment<\/a> declared initial operational capacity in 2019 and Reynolds says she plans to formalize the organizations in 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWith the [Marine Expeditionary Force Information Groups], what we\u2019ve done is we want to integrate all these capabilities in a more powerful way. Additionally, a Marine Expeditionary Force support battalion will offload some of the man, train and equip pieces to free up the information group commander to focus on the information fight, said Reynolds.
