{"id":38141,"date":"2014-12-08T18:27:45","date_gmt":"2014-12-08T18:27:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2014\/12\/08\/editorial-ash-carters-priorities-as-secdef\/"},"modified":"2026-08-07T23:02:45","modified_gmt":"2026-08-07T23:02:45","slug":"editorial-ash-carters-priorities-as-secdef","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/commentary\/2014\/12\/08\/editorial-ash-carters-priorities-as-secdef\/","title":{"rendered":"Editorial: Ash Carter\u2019s Priorities as SECDEF"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Ash Carter is going to have to hit the ground running when he succeeds Chuck Hagel as America&#8217;s 25th defense secretary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">US forces are engaged in operations worldwide, Washington is trying to smooth relations withallies in Europe and Asia, the Defense Department is working to modernize its forces and keep them ready on declining funding as fast-paced technology trends help America&#8217;s enemies level the playing field.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It&#8217;s fortunate Carter has devoted a lifetime to mastering defense, strategy and technology. He&#8217;s a smart, tough, bipartisan and politically savvy leader.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Hagel and the White House, both sides wanted to end the relationship. While Republican Hagel is said to have been pushed outfor appearing unfocused at meetings and not being close enough to senior White House staff and the president, he was frustrated by the administration&#8217;s micromanagement and unclear strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Carter, a Democrat, has a far closer relationship with the administration and as a theoretical physicist and professor is as comfortable with complex data and ideas as he is in articulating it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And he will inherit an impressive team in the department to help him.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bob Work is an ideal deputy, a strategist, and deft manager who is trying to change the department through an emphasis on innovation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frank Kendall \u2014 once Carter&#8217;s deputy and now undersecretary for acquisition, technology and logistics \u2014 is among the nation&#8217;s leading experts in developing and buying weapons and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mike McCord, his comptroller, has decades of defense budgeting experience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They will make a formidable team, but their time is short and their challenges are many as the Obama administration winds down its final two years in office.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fortunately, Carter has very recent experience in the Pentagon, having left just last December, so knows the players and iscurrent on the issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But while lawmakers \u2014 includingthe famously cantankerous Sen. John McCain, R-Ariz., incoming Senate Armed Services Committee chairman \u2014 say Carter is qualified, he nevertheless will face tough questions over his boss&#8217; policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That gives the administration an opportunity, through Carter, to clarify its strategies for Iraq, Syria, Afghanistan and Iran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But contrary to McCain&#8217;s assertion that Carter will be micromanaged by a controlling White House, the new secretary will have considerable freedom. Obama has dismissed two of his past three defense secretaries. He can&#8217;t afford to sack another one. This is the job Carter has prepared himself for and wants to leave a lasting mark. He can be a truly empowered defense secretary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">To do so, he must first make Pentagon reform a top priority not merely to save money, but revamp how the world&#8217;s leading military thinks, plans, operates and equips. Then he must push back against White House micromanagement and play an active role in shaping and articulating more coherent administration strategies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And critically, he, his new management team and the White House must work with Congress to scrap the damaging Budget Control Act while also imposing budget discipline to better prioritize needs and continue cutting overhead.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, Carter will have to shape the president&#8217;s thinking about a series of top military jobs that will come open in relatively short succession. Over the next year he will have to help him pick the right senior officers for chairman and vice chairman of the Joint Chiefs of Staff, as well as Navy and Army chiefs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last two years of this administration can be enormously productive. Given global defense trends, Carter and his team can craft a lasting legacy of change that sets America&#8217;s military on a sound long-term course, a last-chance shot to salvage this president&#8217;s national security legacy. But they have to move quickly, with boldness and vision. \u25a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"360\"
