{"id":38213,"date":"2021-04-22T16:58:23","date_gmt":"2021-04-22T16:58:23","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2021\/04\/22\/dont-expect-more-money-for-additional-f-35s-in-fy22-lawmakers-tell-an-embattled-lockheed\/"},"modified":"2026-08-07T23:04:17","modified_gmt":"2026-08-07T23:04:17","slug":"dont-expect-more-money-for-additional-f-35s-in-fy22-lawmakers-tell-an-embattled-lockheed","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2021\/04\/22\/dont-expect-more-money-for-additional-f-35s-in-fy22-lawmakers-tell-an-embattled-lockheed\/","title":{"rendered":"\u2018Don\u2019t expect more money\u2019 for additional F-35s in FY22, lawmakers tell an embattled Lockheed"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Two influential Democrat lawmakers warned on Thursday that they will not support boosting the number of <a href=\"https:\/\/www.defensenews.com\/smr\/hidden-troubles-f35\/\" target=_blank>Lockheed Martin-made F-35 joint strike fighters<\/a> in the upcoming fiscal 2022 budget unless the program makes headway in addressing<a href=\"https:\/\/www.defensenews.com\/air\/2021\/03\/23\/f-35-program-not-moving-quick-enough-to-get-software-out-on-time-congressional-watchdog-finds\/\" target=_blank> a laundry list of problems<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf this program continues to fail to significantly control and reduce actual and projected sustainment costs, we may need to invest in other, more affordable programs and backfill an operational shortfall of potentially over 800 tactical fighters,\u201d said Rep. Donald Norcross, D-N.J., who chairs the House Armed Services Committee\u2019s tactical air and land subcommittee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGiven the overall affordability concerns that exist within the program, I would not support any requests for additional aircraft beyond what is contained in this year\u2019s president\u2019s budget request,\u201d he said during a hearing on the F-35.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. John Garamendi, D-Calif., who leads HASC\u2019s readiness subcommittee, doubled down on Norcross\u2019s vow to fight adding extra F-35s to the FY22 budget.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe program is over budget. It fails to deliver on promised capabilities. And its mission capability rates do not even begin to meet the service thresholds,\u201d Garamendi said. \u201cIndustry\u2019s solution to many of these problems is simply to ask the taxpayers to throw money at the problem. That will not happen. The easy days of the past are over.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDon\u2019t expect more money,\u201d he added. \u201cDo not expect to have more planes purchased than authorized in the president\u2019s budget. That\u2019s not going to happen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the joint hearing of HASC\u2019s readiness and tactical air subcommittees, lawmakers expressed alarm about a long list of issues, including an ongoing <a href=\"https:\/\/www.defensenews.com\/air\/2021\/02\/12\/an-engine-shortage-is-the-newest-problem-to-hit-the-f-35-enterprise\/\" target=_blank>shortage of the jet\u2019s Pratt &amp; Whitney F135 engine<\/a> and maintenance costs that \u2014 if left at current levels \u2014 service officials<a href=\"https:\/\/www.defensenews.com\/air\/2021\/02\/18\/the-air-force-is-interested-in-buying-a-budget-conscious-clean-sheet-fighter-to-replace-the-f-16\/\" target=_blank> have said would be untenable<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They also indicated concerns about the \u201cTech Refresh 3\u201d effort that upgrades the F-35\u2032s computing systems, which Norcross said was five months behind schedule and will likely be nearly $450 million over its planned budget, as well as anticipated delays on the <a href=\"https:\/\/www.defensenews.com\/air\/2021\/03\/18\/development-costs-for-the-f-35s-modernization-program-increased-by-19b-in-a-year\/\" target=_blank>Block 4 modernization program<\/a> that improves software and adds new weaponry to the aircraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norcross and Garamendi\u2019s comments could represent a shift among lawmakers, who have since 2015 persistently added F-35s to the defense spending bill above and beyond what the Air Force, Navy and Marine Corps asked for in their budget requests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In FY21, for instance, the Defense Department requested 79 joint strike fighters. Ultimately, congressional appropriators<a href=\"https:\/\/www.defensenews.com\/air\/2020\/11\/10\/senate-appropriators-add-f-35s-to-defense-budget-but-there-are-strings-attached\" target=_blank> boosted funding for the program <\/a>by $1.6 billion in order to buy an additional 17 jets: 12 F-35A conventional-takeoff-and-landing models for the Air Force, and seven F-35C carrier variants for the Navy and Marine Corps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Defense Department purchased 98 F-35s in FY20, in part due to lawmakers adding a total of 20 jets to the omnibus spending bill.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe tactical air and land subcommittee has been supportive of this program in the past,\u201d Norcross said. \u201cBut as we\u2019ve said many times, we don\u2019t have unlimited resources as we chase this elusive affordability of the program.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Garamendi added that the F-35s added to the budget have only compounded the sustainment challenges faced by the military.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although Democrats were more vocal about their concerns, GOP lawmakers also acknowledged that the program could face severe cuts unless performance improved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf our industry stakeholders don\u2019t succeed in quickly driving down the sustainment cost of the F 35. I fear critics of the program will be dealt a stronger hand in their calls to gut the program,\u201d said Colorado Rep. Doug Lamborn, the top Republican on the readiness subcommittee.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Missouri Rep. Vicky Hartzler, the ranking Republican on HASC\u2019s tactical airpower subcommittee, stated that the F-35 program is making some progress, but added that she shared her colleagues\u2019 concerns about capability delays, affordability issues and readiness problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Norcross and Garamendi could find support for restricting the number of F-35s purchased per year from HASC Chairman Adam Smith, D-Wash., who <a href=\"https:\/\/www.defensenews.com\/congress\/2021\/03\/05\/ripping-f-35-costs-house-armed-services-chairman-looking-to-cut-our-losses\/\" target=_blank>called the program a \u201crathole\u201d<\/a> in March. During a Thursday morning event hosted by the American Enterprise Institute, Smith said he intends to keep the pressure on the F-35 joint program office and Lockheed Martin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI know how important the F-35 is, I do. And for all those people out there trying to educate me on it, I have been to the classified briefings. I know what the Chinese have as well as anybody,\u201d he said. \u201cBut at $38,000 an hour to fly with an availability rate sub 50 percent, with an engine that is apparently going to become very difficult to fix past about 2030 so that even fewer of our planes are available, I think we can do better.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Although the Air Force, Navy and Marine Corps have repeatedly placed additional F-35s on their unfunded priorities lists \u2014 which essentially functions as a wish list of items the services would like to buy if their budgets were larger \u2014 there are signs that at least the Air Force could try to roll back this practice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lt. Gen Clint Hinote, the Air Force\u2019s deputy chief of staff  for strategy, integration and requirements, has said only F-35\u2032s modified with the upcoming Block 4 upgrade would be of use <a href=\"https:\/\/www.defensenews.com\/training-sim\/2021\/04\/12\/a-us-air-force-war-game-shows-what-the-service-needs-to-hold-off-or-win-against-china-in-2030\/\" target=_blank>in a fight against a near-peer nation<\/a> like China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI will absolutely say it doesn\u2019t make sense to buy more of the aircraft that you don\u2019t need,\u201d he told Defense News in March. \u201cSo when Congress adds in the aircraft \u2014 I\u2019ll be the first to say my service has put it on the unfunded request list for some years now. I don\u2019t know exactly when we started doing that; I\u2019d have to go back and look.
