The move is the first time that law, known as CAATSA, has been used to penalize a U.S. ally.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/breaking-news\/2020\/08\/12\/congress-has-secretly-blocked-us-arms-sales-to-turkey-for-nearly-two-years\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/Turkey1_Marines.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Congress has secretly blocked US arms sales to Turkey for nearly two years<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Four key members of Congress, either individually or collectively, have quietly frozen all major U.S. arms sales to Turkey for nearly two years.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Prior to Monday, <a href=\"https:\/\/www.defensenews.com\/air\/2019\/07\/17\/turkey-officially-kicked-out-of-f-35-program\/\" target=_blank>the U.S. had kicked Turkey out of its F-35 stealth fighter<\/a> development and training program over the S-400 purchase, but had taken no further steps despite persistent warnings from American officials who have long complained about that the system is incompatible with NATO equipment and a potential threat to allied security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe United States made clear to Turkey at the highest levels and on numerous occasions that its purchase of the S-400 system would endanger the security of U.S. military technology and personnel and provide substantial funds to Russia\u2019s defense sector, as well as Russian access to the Turkish armed forces and defense industry,\u201d Secretary of State Mike Pompeo said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTurkey nevertheless decided to move ahead with the procurement and testing of the S-400, despite the availability of alternative, NATO-interoperable systems to meet its defense requirements,\u201d he said in a statement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI urge Turkey to resolve the S-400 problem immediately in coordination with the United States,\u201d he said. \u201cTurkey is a valued ally and an important regional security partner for the United States, and we seek to continue our decades-long history of productive defense-sector cooperation by removing the obstacle of Turkey\u2019s S-400 possession as soon as possible.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey\u2019s foreign ministry said in a statement it \u201ccondemns and rejects\u201d the U.S. sanctions, saying Washington\u2019s one-sided sanctions were beyond understanding.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTurkey will take the necessary steps against this decision, which will inevitably affect our relations in a negative way, and reciprocate in a way and time it sees fit,\u201d the statement said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The statement repeated Turkey\u2019s claim that the S-400s would not affect NATO systems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ministry called on the U.S. to \u201cturn back as soon as possible from this bad mistake,\u201d adding that Ankara was ready for dialogue and diplomacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sanctions target Turkey\u2019s Presidency of Defense Industries, the country\u2019s military procurement agency, its chief Ismail Demir and three other senior officials. The penalties block any assets the four officials may have in U.S. jurisdictions and bar their entry into the U.S. They also include a ban on most export licenses, loans and credits to the agency. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The administration had held off on imposing punitive sanctions outside of the fighter program for months, in part to give Turkish officials time to reconsider deploying it and, some suspect, due to President Donald Trump\u2019s personal relationship with Turkish leader Recep Tayyip Erdogan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, in past months Turkey has moved ahead with testing of the system drawing criticism from Congress and others who have demanded the sanctions be imposed under the Countering America\u2019s Adversaries Through Sanctions Act, or CAATSA, which mandates penalties for transactions deemed harmful to U.S. interests.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Coming just weeks before Biden assumes office, the sanctions pose a potential dilemma for the incoming administration, although the president-elect\u2019s team has signaled it is opposed to Turkey\u2019s use of the S-400 and the disunity within NATO it may cause.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe very much regret that this has been necessary,\u201d said Chris Ford, one of the State Department\u2019s most senior arms control officials.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cImposing sanctions on a NATO ally is not something we take lightly,\u201d said Matthew Palmer, a senior official in the State Department\u2019s Bureau of European Affairs. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> Last month, Turkish Defense Minister Hulusi Akar said Turkey was prepared to discuss with the U.S. its \u201canxiety\u201d over the interoperability of the S-400s and the F-35s. The U.S. reacted cooly to the suggestion and Pompeo shortly thereafter pointedly did not meet with any Turkish government officials on a visit to Istanbul. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey tested the missile defense system in October for the first time, drawing a condemnation from the Pentagon.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ankara says it was forced to buy the Russian system because the U.S. refused to sell it American-made Patriot missiles. The Turkish government has also pointed to what it considers a double standard, as NATO member Greece uses Russian-made missiles. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prior to Monday,
