In that telling, The Hague would join the purchase of 212CD-class submarines, built by <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/02\/23\/french-shipbuilder-to-move-in-on-german-rivals-territory-in-italian-sub-buy\/\" title=\"\" class=\"\" target=\"_blank\">Thyssen Krupp Marine Systems\u2019 undersea division<\/a>, and gain a say in the fate of Germany\u2019s Mehrzweck-Kampfschiff 180 frigate program, from which the surface division of TKMS was excluded last month.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While Berlin and The Hague have officially kept mum about details, several German industry officials and analysts surveyed for this article believe the prospect of a Dutch move is keeping the MKS-180 program<span class=\"js-paste-start-U7MKEU3WFFER7JHOG5PQYA6N4A\">\u2019<span class=\"js-paste-end-U7MKEU3WFFER7JHOG5PQYA6N4A\">s fate unpredictable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When asked about the Netherlands\u2019 interest in the German combat ship effort, Dutch defense ministry spokesman Peter Valstar only wrote in an email to Defense News that senior acquisition officials from both countries had met recently to discuss \u201cvarious topics like possible cooperations on all kinds of defense projects.\u201d <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As for submarines, \u201cWe\u2019re currently in the B-phase (research) of our so-called \u2018Defence Material Process,\u2018\u201d Valstar wrote. \u201cThe \u2018need\u2019 (A-phase) of a submarine purchase is clear. The C-phase (further research) and D-phase (product and supplier) are still to come.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2017\/10\/20\/all-of-germanys-submarines-are-currently-down\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"190\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/GettyImages-613744404.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">All of Germany&#8217;s submarines are currently down<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Service officials hope to make an assessment next week about the extent of the damage.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Norway has always considered the door open for additional submarine buyers since Oslo teamed with Berlin last year. The joint acquisition would see Norway buy four boats and Germany two. Buying and maintaining identical submarines would keep cost down for both countries, the argument goes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNorway and Germany would like to see additional partners joining the cooperation, and it would be very welcome if the Netherlands should decide to join,\u201d Norwegian defense ministry spokeswoman Ann Kristin Salbuvik wrote in an email to Defense News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are working together towards several potential nations, and we have a good dialogue with potential partners,\u201d Salbuvik added when asked if the Dutch had formally expressed an interest.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the door is closing for would-be partners to have a say in the boats\u2019 configurations. \u201cThe design of the German-Norwegian submarines will soon be frozen in order for the supplier, TKMS, to be able to provide a binding offer in July 2018,\u201d the spokeswoman wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAfter this point in time, design changes will be costly, and will also have a negative impact on time and delivery schedules for the German-Norwegian submarine building program,\u201d she added. \u201cIf additional partners join the cooperation, it will be beneficial for them to strive for as identical a design as possible.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is unclear how far discussions for a Dutch-German naval armaments pact have bubbled up toward the defense ministries\u2019 leaders. But the issue is \u201cvery much a topic of conversation in political Berlin,\u201d one source noted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If given the chance to tweak the MKS-180 configuration, the Dutch would push for a smaller ship design than is currently envisioned, one industry source predicted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Damen Shipyards, the Dutch already have local industry in the running for the program, teaming with Germany\u2019s Blohm &amp;Voss, which is now part of the German L\u00fcrssen
