To a large extent, defense preparedness is contingent upon the government&#8217;s adroitness <span class=\"rte rte-comment\">of the government of the day <\/span>\u200bin managing these challenges.<br\/><br\/>The <span class=\"rte rte-comment\">past<\/span>\u200b 18 months<span class=\"rte rte-comment\">, following<\/span>\u200b since the National Democratic Alliance&#8217;s spectacular ascension to power last summer<span class=\"rte rte-comment\">,<\/span>\u200b have witnessed a fair amount of oscillation in the government&#8217;s handling of these critical determinants of defense preparedness.<br\/><br\/>Inviting the heads of the neighboring governments to the swearing-in ceremony of the newly elected government <span class=\"rte rte-comment\">last year <\/span>\u200bwas a master stroke. It had the potential of generating a refreshing cordiality in India&#8217;s relations with its neighbors, in particular Pakistan.<br\/><br\/><span class=\"rte rte-comment\">In the event, However, the advantage seems to have been lost. The Relations with Pakistan have nose-dived. <\/span>\u200bSome of this advantage seems to have dissipated. Though some efforts are <span class=\"rte rte-comment\">now<\/span>\u200b being made to arrest the drift, there is no denying that the relations between India and Pakistan <span class=\"rte rte-comment\">had<\/span>\u200b lately have been in a free fall. Some of the statements <span class=\"rte rte-comment\">coming out<\/span>\u200b from the top leaders<span class=\"rte rte-comment\">hip<\/span>\u200b of Nepal are disconcerting. Except for the historic land swap agreement with Bangladesh, if there has been any qualitative improvement in India&#8217;s relations with other neighbors, it is not quite visible.<br\/><br\/>\u00a0<br\/><br\/>To say the least, India will need to re<span class=\"rte rte-comment\">&#8211;<\/span>\u200bcalibrate its neighborhood policy to arrest the fast-deteriorating relations with some <span class=\"rte rte-comment\">of its <\/span>\u200bneighbors, <span class=\"rte rte-comment\">in the region, <\/span>\u200badjust to the new developments in countries like Myanmar and consolidate relations with Afghanistan.<br\/><br\/><span class=\"rte rte-comment\">The <\/span>\u200bHuman resource management remains another area of concern. While there are no more unseemly confrontations such as <span class=\"rte rte-comment\">of the kind one witnessed <\/span>\u200bwhen a former Army chief dragged the government to <span class=\"rte rte-comment\">the <\/span>\u200bcourt, it would be naive to believe that things are back on the track.<br\/><br\/>The <a href=\"http:\/\/timesofindia.indiatimes.com\/india\/Pay-Commission-to-submit-report-soon\/articleshow\/49074834.cms\" target=\"_blank\">Seventh Pay Commission<\/a> was expected to address the real, or perceived, grievances of the armed forces concerning remuneration and decline in status vis-a-vis the civilian bureaucracy, but that does not seem to have happened. The government will have to brace itself for a long haul as implementation of the pay commission recommendations could open the proverbial Pandora&#8217;s box, not the least because of its financial implications.<br\/><br\/><span class=\"rte rte-comment\">The <\/span>\u200bEx-servicemen, of course, continue to be agitated about the one-rank-one-pension (OROP) package announced by the government. There are reports of the OROP issue being taken to the court. That may actually be a blessing in disguise in that a court verdict could settle this <span class=\"rte rte-comment\">highly<\/span>\u200b emotional issue once and for all.<br\/><br\/>Larger issues regarding higher defense management are also yet to be resolved. The question of creating a chief of Defence Staff or a permanent chief of the chiefs of staff committee \u2014 seen by many as some kind of a panacea for all ills besetting the system \u2014 continues to hang fire.<br\/><br\/>As for modernization of the armed forces, developments since last summer have not improved <span class=\"rte rte-comment\">brought about any paradigm shift <\/span>\u200beither <span class=\"rte rte-comment\">in <\/span>\u200bthe pace of equipment acquisition <span class=\"rte rte-comment\">of defence equipment <\/span>\u200bor the procedure for such acquisitions. The sobriety of this important issue has been engulfed by the rhetoric on &#8220;Make in India.&#8221; There is not much clarity on how this catchphrase is going to play out in defense.<br\/><br\/>The Defence Acquisition Council has given in-principle approval for defense acquisitions, probably adding up to <span class=\"rte rte-comment\">USD<\/span>\u200b US $40 billion. But such approvals have been <span class=\"rte rte-comment\">were being <\/span>\u200bgiven in the past; <span class=\"rte rte-comment\">also. <\/span>\u200bthe real challenge is to make sure <span class=\"rte rte-comment\">that <\/span>\u200bthe process that follows <span class=\"rte rte-comment\">such approvals <\/span>\u200bgoes <span class=\"rte rte-comment\">on <\/span>\u200bsmoothly and the contracts are signed in time.<br\/><br\/>The experts&#8217; committee set up by the Ministry of Defence to suggest measures for improving <span class=\"rte rte-comment\">the <\/span>\u200bprocurement policy and procedure submitted its report in July. <span class=\"rte rte-comment\">this year. <\/span>\u200bWhile some incremental changes have been made in the foreign direct investment <span class=\"rte rte-comment\">FDI <\/span>\u200band the offset policy, the much-awaited simplified procurement procedure, including the new offset guidelines and the manner in which the development projects would be executed,<span class=\"rte rte-comment\"> in future, <\/span>\u200bis still awaited.<br\/><br\/>The pragmatism shown by the government in scrapping the Medium Multirole Combat Aircraft program (MMRCA) negotiations and, instead, embarking on the <span class=\"rte rte-comment\">G2G<\/span>\u200b government-to-government route for acquisition of not just the fighter aircraft but a variety of equipment from other countries, is fading because of the time it is taking to sign the final deals.<br\/><br\/>The government has its task <span class=\"rte
