Douglas Perry, the commander of U.S. 2nd Fleet, said at the Navy League\u2019s annual Sea-Air-Space conference Monday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRather, the reverse is that we know that \u2018speak softly and carry a big stick\u2019 is an underlying need of free nations that value freedom in an area that will see more and more traffic and more and more competition for resources in the near future and throughout the future,\u201d he added.<\/p>\n\n\n<aside class=\"smg-interstitial-link smg-interstitial-link--fallback wp-block-smg-interstitial-link\"><a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2021\/08\/02\/arctic-will-become-contested-without-us-presence-and-partnerships-2nd-fleet-co-warns\/?contentQuery=%7B%22includeSections%22%3A%22%2Fhome%22%2C%22excludeSections%22%3A%22%22%2C%22feedSize%22%3A10%2C%22feedOffset%22%3A485%7D&#038;fb_comment_id=4367380470022251_4369194109840887&#038;contentFeatureId=f0fmoahPVC2AbfL-2-1-8\" class=\"smg-interstitial-link__fallback-link\">Arctic will become \u2018contested\u2019 without US presence and partnerships, 2nd Fleet CO warns<\/a><\/aside>\n\n\n<p class=\"wp-block-paragraph\">Perry, who is also the commander of NATO\u2019s Joint Force Command Norfolk, also emphasized that sophisticated platforms, icebreakers, as well as the right <a href=\"https:\/\/www.navytimes.com\/news\/your-navy\/2023\/02\/06\/navy-explosive-ordnance-disposal-techs-launch-snow-crab-exercise\/\" target=\"_blank\">tactics, techniques and procedures<\/a> are paramount to keeping peace in the frigid north.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vice Adm. Angus Topshee, commander of the Royal Canadian Navy, echoed similar sentiments Monday and said the Arctic represents a significant portion of Russia\u2019s gross domestic product, population, and defense infrastructure. As a result, he said it is logical that the Russians would feel the need to defend themselves there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cYes, it could also be a base for offensive operations,\u201d Topshee said. \u201cBut let\u2019s not assume that until we see something more about what the actual intent is there, though the data lately is not great.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Former 2nd Fleet Commander Vice Adm. Andrew \u201cWoody\u201d Lewis, who has since retired, previously stressed the importance of presence in the Arctic to prevent the region from becoming a contested environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Lewis, failure to maintain presence in the Arctic would \u201ccede the space to the Russians or somebody else,\u201d he said in August 2021 at the Navy League\u2019s Sea-Air-Space conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, Lewis described the region as cooperative, but that would only continue if the U.S. continued to facilitate partnerships with others \u2013 including the Russians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut if we aren\u2019t present there, and if we aren\u2019t continuing to build those partnerships, it will be a contested space,\u201d Lewis said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Navy leaders have cited a need for a strong military presence in the Arctic as global warming opens more waters in the freezing-cold territory to navigation. In response, the service conducts exercises like Snow Crab to allow sailors to become more adept at operating in the Arctic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy released its \u201cBlue Arctic\u201d strategy for the region in 2021, urging the Navy to \u201coperate more assertively\u201d there. It also warned that Russia is reopening old bases in the Arctic and \u201creinvigorating\u201d regional exercises.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u201cThere\u2019s no desire to
