But why is the fully funded Pentagon concerned?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 With the possibility of another government shutdown coming Friday, the Pentagon is bracing for a potential delay to its planned <a href=\"https:\/\/www.defensenews.com\/pentagon\/2019\/02\/06\/budget-for-fiscal-2020-expected-to-be-released-march-12\/\" target=\"_blank\">fiscal 2020 rollout<\/a> and the associated long-term fallout.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Compared to the government agencies that may once again go dark, the impact on the Department of Defense, which is fully funded thanks to a <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2018\/09\/26\/no-shutdown-house-finalizes-fy19-military-budget-and-trump-drops-his-opposition\/\" target=_blank>previous budget agreement<\/a>, seem small. But any delay in rolling out the FY20 budget increases the chances of negotiations blowing past the end of the fiscal year and creating a situation where the DoD must operate under a continuing resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked if he was concerned another shutdown could delay the budget, Army Secretary Mark Esper acknowledged that could be an issue.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/interviews\/2019\/01\/28\/secretary-mark-esper-talks-us-army-renaissance-moving-fast-and-prepping-for-oversight-hawks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"169\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/44471061890_080e7e08f6_o.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Secretary Mark Esper talks US Army renaissance, moving fast and prepping for oversight hawks<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The Army has a spotty history when it comes to large acquisition programs. Its secretary even referred to the Future Combat Systems and Comanche helo in the context of grand failures. But more than a year into his tenure, the Army is on track for transformation.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">\u201cI think everybody who has been around Capitol Hill and Congress for a long time, as I\u2019ve been, realizes there is a timing to this that is built into the system, if you will,&#8221; Esper told reporters Feb. 8. &#8220;So you have to, of course, be a little bit concerned as things get dragged on, what that means for the next year, the fiscal year, passing it on time.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During an earlier appearance alongside the secretaries of the Air Force and Navy at the Center for Strategic and International Studies, Esper and his colleagues identified <a href=\"https:\/\/www.defensenews.com\/land\/2018\/03\/12\/army-secretary-would-like-a-year-to-spend-fy18-funding\/\" target=_blank>timely and stable budgets<\/a> as the most important thing the Congress can provide to help the military, a theme to which he returned when talking to the press.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI can\u2019t foot stomp that enough about how important it was to have a timely budget. We really thank Congress not just for the funding we got last year but for the timeliness,\u201d he said. \u201cLook, I talk to members from both sides of the Hill and both parties, and they all understand it and they share their view. They want to help as well, make sure we have a timely budget that\u2019s sufficient.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, Esper insisted that any delay will not impact his service\u2019s budget layout, saying: \u201cThe Army\u2019s priorities <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/ausa\/2018\/10\/08\/armys-night-court-finds-25-billion-to-reinvest-in-modernization-priorities\/\" target=_blank>are the Army\u2019s priorities<\/a>. So that won\u2019t change that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hi comments come as <a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/02\/11\/this-week-in-congress-shutdown-shadow-looms-again\/\" target=_blank>budget negotiation<\/a><a href=\"https:\/\/www.militarytimes.com\/news\/pentagon-congress\/2019\/02\/11\/this-week-in-congress-shutdown-shadow-looms-again\/\" target=_blank>s<\/a> over President Donald Trump\u2019s demand for a border wall appear to have stalled, raising the likelihood of a government shutdown at the end of the week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two sticking points have emerged: Democratic negotiators are reportedly saying they will not agree to more than $2 billion for border barriers \u2014 less than half the $5.7 billion Trump is seeking \u2014 and they want to cap the number of beds at immigration centers in a bid to force the Trump administration to prioritize the detention of violent criminals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the talks are stalled right now. I\u2019m hoping we can get off the dime later today or in the morning because time is ticking away,\u201d Senate Appropriations Committee Chairman Richard Shelby, a key Republican negotiator, said on \u201cFox News Sunday.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Of the Friday deadline, Shelby said, \u201cI\u2019m not confident were going to get there. I\u2019m hoping we will get there,\u201d warning, \u201cWe\u2019ve got to start movement.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appearing beside Shelby, a key Democratic negotiator, Sen. Jon Tester, D-Mont., said he is uncertain there will be a deal, but insisted lawmakers on his side were deal-makers and not \u201cbomb throwers.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIs it a done deal? No, it isn\u2019t, and we could end up in a train wreck,\u201d Tester said. \u201cIt\u2019s happened before. But I don\u2019t think anybody has an appetite for government shutdown, and I think everybody wants to make sure borders are secured.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Acting White House Chief of Staff <a href=\"https:\/\/www.defensenews.com\/pentagon\/2018\/12\/17\/how-trumps-new-chief-of-staff-can-impact-the-fy20-defense-plan\/\" target=_blank>Mick Mulvaney<\/a> told Fox that Trump may take what Democrats offer and supplement it by reprogramming other funds and potentially declaring a <a href=\"https:\/\/www.defensenews.com\/news\/pentagon-congress\/2019\/01\/09\/pentagon-dodges-budget-disaster-as-trump-skips-national-emergency-declaration\/\" target=_blank>national emergency<\/a> to access still other funds.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cHe would prefer legislation because it\u2019s the right way to go and is the proper way to spend money in this country,\u201d Mulvaney said. \u201cBut if that doesn\u2019t happen, the president proceeds. His No. 1 priority is national security.
