{"id":39020,"date":"2015-12-03T17:12:25","date_gmt":"2015-12-03T17:12:25","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2015\/12\/03\/india-may-order-additional-scorpenes\/"},"modified":"2026-08-07T23:00:57","modified_gmt":"2026-08-07T23:00:57","slug":"india-may-order-additional-scorpenes","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2015\/12\/03\/india-may-order-additional-scorpenes\/","title":{"rendered":"India May Order Additional Scorpenes"},"content":{"rendered":"\n<p>NEW DELHI \u2014\u00a0The Indian Navy is considering buying additional Scorpene submarines to top an\u00a0earlier six-vessel order, <span class=\"rte rte-comment\">currently being license-produced at state-owned Mazagon Docks Ltd.\u00a0(MDL), said <\/span>Indian Navy Chief Adm.\u00a0Robin <span class=\"rte rte-comment\">K <\/span>Dhowan said at an <span class=\"rte rte-comment\">addressing the <\/span>annual news conference here Thursday.<span class=\"rte rte-comment\">Dec. 3.<\/span><\/p>\n\n\n\n<p>Though he <span class=\"rte rte-comment\">the Indian Navy Chief <\/span>did not give any details on the number\u00a0of additional French-made Scorpene diesel-electric attack submarines being considered, a senior Indian Navy official said, there is a <span class=\"rte rte-comment\">additional <\/span>requirement for <span class=\"rte rte-comment\">of <\/span>three additional Scorpenes.\u00a0<span class=\"rte rte-comment\">submarines, but added that <\/span>A formal note to request <span class=\"rte rte-comment\">for demand to acquire <\/span>the additional <span class=\"rte rte-comment\">Scorpene <\/span>submarines has not been submitted to the Ministry of Defence. <span class=\"rte rte-comment\">(MoD).<\/span><\/p>\n\n\n\n<p>The <span class=\"rte rte-comment\">Indian <\/span>Navy&#8217;s Scorpene project itself is behind schedule by more than four years.<\/p>\n\n\n\n<p>Under the 2005 deal, the first submarine was to have been inducted in\u00a02012 but now has been delayed until <span class=\"rte rte-comment\">put off till <\/span>December\u00a02016. Earlier, the Indian government had threatened to impose penalties if the submarines were\u00a0not inducted on a schedule,\u00a0<span class=\"rte rte-comment\">in a time bound scheduled <\/span>with the first one to be inducted in August\u00a02015 and the remaining five <span class=\"rte rte-comment\">after <\/span>every six months following.<\/p>\n\n\n\n<p>In 2011,\u00a0<span class=\"rte rte-comment\">the\u00a0<\/span>then-Defence Minister A.K. Antony\u00a0<span class=\"rte rte-comment\">had\u00a0<\/span>told the Indian Parliament that under\u00a0the contract signed with MDL, the first submarine was\u00a0scheduled to be delivered in December 2012, and thereafter\u00a0one each\u00a0<span class=\"rte rte-comment\">every\u00a0<\/span>year until December 2017.<\/p>\n\n\n\n<p>The first French Scorpene submarine built by Mumbai-based Mazagon Docks Ltd.\u00a0(MDL) <span class=\"rte rte-comment\">,MDL <\/span>under technology\u00a0transfer <span class=\"rte rte-comment\">of technology <\/span>from DCNS <span class=\"rte rte-comment\">of France <\/span>was launched in <span class=\"rte rte-comment\">waters <\/span>April 2015.<\/p>\n\n\n\n<p>Indian Navy sources now\u00a0say the last of the six Scorpenes <span class=\"rte rte-comment\">submarines <\/span>will be delivered <span class=\"rte rte-comment\">only <\/span>by 2022.<\/p>\n\n\n\n<p>Delays in delivery have increased the cost of the <span class=\"rte rte-comment\">Scorpene <\/span>submarine project by more than $1 billion.<\/p>\n\n\n\n<p>The operational strength\u00a0of the Navy&#8217;s submarine fleet\u00a0<span class=\"rte rte-comment\">of Indian Navy <\/span>has fallen from 21 in\u00a01986 to four,<span class=\"rte rte-comment\">4<\/span> which includes Russian Kilo-class submarines acquired between 1980 and 2000, four aging HDW-class submarines and one nuclear submarine bought on lease from Russia two years ago.<\/p>\n\n\n\n<p><span class=\"rte rte-comment\">Indian <\/span>Navy officials say <span class=\"rte rte-comment\">since <\/span>only half <span class=\"rte rte-comment\">fifty per cent <\/span>of the submarines are functional <span class=\"rte rte-comment\">operational <\/span>as the rest remain grounded on account of maintenance\u00a0and upgrades. <span class=\"rte rte-comment\">-also subjected to delays, the Indian Navy&#8217;s submarine fleet strength has reached critically low levels.
