{"id":39158,"date":"2019-10-28T00:00:30","date_gmt":"2019-10-28T00:00:30","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/10\/28\/does-major-joint-military-procurement-really-work-in-the-baltics\/"},"modified":"2026-08-18T20:57:49","modified_gmt":"2026-08-18T20:57:49","slug":"does-major-joint-military-procurement-really-work-in-the-baltics","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2019\/10\/28\/does-major-joint-military-procurement-really-work-in-the-baltics\/","title":{"rendered":"Does major joint military procurement really work in the Baltics?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 On paper, the Baltic nations appear to have closely aligned defense modernization needs that make the <a href=\"https:\/\/www.defensenews.com\/2015\/08\/09\/baltics-discuss-value-of-joint-acquisitions\/\" target=_blank>joint procurement<\/a> of advanced military equipment a no-brainer. After all, Latvia, Estonia and Lithuania have historically shared national interests, are currently facing a similar threat from Russia and each have relatively small defense budgets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Joint procurement would drive down costs for <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2019\/06\/16\/without-a-nato-wide-effort-the-skies-along-the-northeastern-flank-could-be-in-peril\/\" target=\"_blank\">large defense articles<\/a> by allowing the smaller Baltic nations to buy in greater numbers. It would also allow the countries to share maintenance responsibilities, which would save money. And it would drive greater interoperability in countering an adversary\u2019s simultaneous attack all three nations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But then there\u2019s the reality of the situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think there are many misperceptions on Baltic integration,\u201d Janis Garisons, state secretary for the Latvian Ministry of Defence, told Defense News during a <a href=\"https:\/\/www.defensenews.com\/2019\/10\/02\/latvia-relaunch-ground-vehicle-competition-following-industry-complaints\/\" target=\"_blank\">September visit to Washington<\/a>. \u201cI think this is a little bit of a wrong perception that there is a lot of added value in those common procurements.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Garisons, the No. 2 civilian at the ministry, said he is not against joint procurement efforts, but believes such initiatives work best when purchase ammunition, small arms, or chemical, biological, radiological and nuclear defense equipment \u2014 purchases already in the works among the European neighbors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But for major defense articles, the legal and logsitical challenges of coordinating a trilateral contract, combined with a lack of major savings, means it might not be worth it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe do common procurements when it\u2019s possible, but I have to say, I haven\u2019t seen much savings on those because even if you combine all three numbers, it\u2019s not like the U.S. buying together with the U.K. \u2014 <a href=\"https:\/\/www.defensenews.com\/air\/2017\/07\/03\/pentagon-seeks-increased-p-8-ties-with-norway-uk\/\" target=_blank>thousands and thousands<\/a>. It is still numbers that are very small,\u201d Garisons said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lithuania\u2019s vice minister for defense, Giedrimas Jeglinskas, agrees that joint procurement of major defense articles may never be feasible among the three Baltic nations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cJoint procurement, multinational procurement \u2014 I don\u2019t think it exists that much in the world,\u201d <a href=\"https:\/\/www.defensenews.com\/land\/2019\/10\/14\/on-the-borders-of-putins-baltic-fortress-lithuania-cheers-the-build-up-of-us-forces-in-the-baltics\/\" target=_blank>Jeglinskas told Defense News<\/a> during a visit to Washington in October. \u201cMost of the programs out there are joint development. But when you talk about something like three-country procurement, it has been really hard for us to achieve.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Like Garisons, Jeglinskas said smaller transactions have proven successful, specifically the joint procurement of mines with Estonia and gas masks with Latvia. But even then, \u201cthe syncing of the budgets and the procurement plans for each country [is difficult]. Say we are ready to buy gas masks this year, but the Estonians may buy them two years ahead. And that\u2019s just the small things.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kusti Salm, the director of the Estonian government\u2019s Centre for Defence Investment, told Defense News that joint procurement among the Baltic states is challenging given the need to sync up defense budget cycles, noting that \u201cthe amounts we procure are small and do not always bring us the economies of scale.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the idea of joint procurement is popular, there is a \u201cgenuine disconnect\u201d between the idea and the reality, according to Chris Skaluba, a former Pentagon official who is now the director of the Atlantic Council\u2019s Transatlantic Security Initiative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Skaluba points to two reasons for this: The first is that while the Baltic states are concerned about Russia, both Latvia and Estonia are more directly concerned with the threat of \u201clittle green men\u201d \u2014 a reference to masked soldiers in green uniforms who led Russia-backed separatists in the beginning of the conflict in Ukraine. The concern steps from the high populations of ethnic Russians in Latvia and Estonia. In response, those two countries are focuses on homeland defense, whereas Lithuania is focused on resisting a direct Russian invasion \u2014 an approach that requires a different set of equipment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Secondly, America\u2019s famously convoluted security cooperation process makes trilateral procurement from the Western ally tricky. Small purchases of ammunition or night vision goggles are doable, but the more advanced the gear, the higher the costs and the stricter the regulations. Throw in three separate national budget cycles and the process \u201ccan be daunting and just not worth the squeeze when you\u2019re through with all that work,\u201d Skaluba said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDo I think all sides could be more determined and find creative ways to do this? I do. I think maybe something that is technically difficult but not super expensive, like unmanned aerial vehicles, would be a good test case,\u201d Skaluba said. \u201cBut I\u2019m also sympathetic that because of how regulations work, the congressional requirements, having to <a href=\"https:\/\/www.defensenews.com\/global\/2018\/10\/05\/state-department-cleared-70-billion-in-foreign-military-sales-requests-for-fy18\/\" target=_blank>work through [the U.S. Department of] State<\/a> and the Pentagon, any major purchase is difficult. Trying to do that times three is three times as hard.\u201d<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/smr\/nato-priorities\/2018\/07\/19\/natos-air-defense-problem-maintaining-the-peace-vs-securing-the-eastern-flank\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"157\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/SIAULIAI-LITHUANIA.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">NATO\u2019s air defense problem: Maintaining the peace vs. securing the eastern flank<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Is it time for the air-policing mission to become the air defense mission?<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\"><b>National priorities <\/b><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question of maintenance is another issue for joint procurement in Garisons\u2019 eyes. The idea of having shared maintenance facilities spread across the area \u2014 for example, one tank depot in Lithuania and one helicopter depot in Estonia to service all three Baltic nations \u2014 creates vulnerabilities during an invasion, he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI would be very cautious assuming that we will be able to freely import, to bring everything, all supplies needed. Our goal is to ensure that all the basic things, like small arms, ammunition, the maintenance of vehicles, the maintenance of major equipment \u2014 that can be done locally,\u201d he said. \u201cFor operational reasons we can\u2019t have shared maintenance because during wartime we will not be able to bring vehicles, for example, to any other state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt complicates common procurements because it is not so easy to agree on joint procurements, where the maintenance base will be held and other issues. For us, I think of paramount importance to have a maintenance base.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, Latvian officials and their regional counterparts are making informed decisions about their respective country\u2019s security, Skaluba said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThese are all really serious governments. They really feel a threat. They know precisely how they think this would work in a crisis situation and what they need to have available to them,\u201d he said. \u201cAt a strategic level, of course it [joint procurement] makes sense, but if you\u2019re a politician or defense planner or minister of defense, your first responsibility is to defend your country. And of course you want to make sure you have resources available to you.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While skeptical of joint procurement efforts, Garisons was supportive of joint education and training across the region, calling Baltic military cooperation \u201cas strong as any you can find.\u201d He noted that the three nations share a high-level military education center, the Baltic Defence College in Tartu, Estonia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estonia\u2019s Salm considers interoperability among the Baltic states critical to successful joint procurement efforts. \u201cDefense in Estonia cannot be separated from defense in Latvia and Lithuania, as we form a single region from the military point of view,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One example of that raised by both Salm and Garisons is the creation of NATO\u2019s Multinational Division North, a <a href=\"https:\/\/www.defensenews.com\/smr\/nato-priorities\/2018\/07\/11\/nato-has-a-new-baltic-command-structure\/\" target=_blank>headquarters operation<\/a> organized by Latvia, Estonia and Denmark. Garisons called it \u201cthe first attempt when we will have joint command structure, which will be able also to feed into the NATO command structure.\u201d The command-and-control aspect of joint operations is vital, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A pair of major exercises in Latvia toward the end of the year will serve as test beds for the NATO division, which is expected to reach initial operational capability in early 2020.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>David Larter in Washington contributed to this
