(HAL) will meet the service&#8217;s future basic trainer requirements through its HTT-40 trainer, which is still under development.<\/p>\n\n\n\n<p> However, to meet the Air Force&#8217;s immediate needs, until <span class=\"rte rte-comment\"> of IAF, till <\/span>the homemade HTT-40 <span class=\"rte rte-comment\">(cq) <\/span> is inducted, MoD has ordered another <span class=\"rte rte-comment\">a final batch of <\/span> 38 <span class=\"rte rte-comment\">numbers of <\/span>Swiss-made Pilatus PC-7 Mark-IIs to top the 75 <span class=\"rte rte-comment\">Pilatus trainer <\/span> ordered by the outgoing government in 2012. <\/p>\n\n\n\n<p>The Air Force <span class=\"rte rte-comment\">IAF <\/span>wanted to buy only the <span class=\"rte rte-comment\">purchase of only <\/span> Pilatus <span class=\"rte rte-comment\">basic trainers from overseas <\/span> and put the <span class=\"rte rte-comment\">ting on hold HAL&#8217;s<\/span> HTT-40 <span class=\"rte rte-comment\">trainer <\/span> project on hold, said an Air Force <span class=\"rte rte-comment\">IAF <\/span> official.<\/p>\n\n\n\n<p> The Defence Acquisition Council (DAC), the top weapon purchasing <span class=\"rte rte-comment\">highest <\/span> body in the MoD, <span class=\"rte rte-comment\"> headed by the Defense Minister, and responsible for clearing weapon purchases,<\/span><span class=\"rte rte-comment\">at its February 28 meeting <\/span> ordered 38 additional Pilatus trainers at its Feb.<span class=\"rte rte-comment\">ruary<\/span> 28 meeting at a cost of $250 million by exercising the additional purchase clause tied to the original order of <span class=\"rte rte-comment\">when it ordered <\/span> 75 <span class=\"rte rte-comment\">Pilatus <\/span> trainers in 2012. But the service&#8217;s <span class=\"rte rte-comment\">The<\/span> remaining trainer needs <span class=\"rte rte-comment\">needs of IAF <\/span>will be met through the <span class=\"rte rte-comment\">procurement of <\/span>HTT-40, <span class=\"rte rte-comment\"> basic trainers, <\/span> the DAC ruled.<\/p>\n\n\n\n<p> &#8220;Bureaucrats in MoD, while taking the decision to depend wholly on HAL&#8217;s HTT-40 basic trainer, overlooked the recommendations of the actual user \u2014 the IAF \u2014 which had strongly recommended in 2013 to put on hold the homemade HTT-40 trainer project and instead procure 106 additional Pilatus trainers to meet the training needs of the IAF,&#8221; said a retired Air Force official. <span class=\"rte rte-comment\">of the IAF, who refused to be named.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;HAL should have a competitor and not be overprotected despite their poor record,&#8221; he said.<\/p>\n\n\n\n<p> A MoD official <span class=\"rte rte-comment\">without being named <\/span> said the decision to procure the HTT-40 for basic trainer needs in addition to the Pilatus was made to boost a homemade aircraft that <span class=\"rte rte-comment\">which<\/span> he claimed would be cheaper than Pilatus in the long run because it would be less costly to <span class=\"rte rte-comment\">cheaper to <\/span> maintain and upgrade. <span class=\"rte rte-comment\"> than a foreign aircraft.<\/span><\/p>\n\n\n\n<p> In 2013, the Air Force <span class=\"rte rte-comment\">IAF had <\/span> recommended the <span class=\"rte rte-comment\">to <\/span> MoD <span class=\"rte rte-comment\">to <\/span> procure only Pilatus basic trainers because it was cheaper to buy and <span class=\"rte rte-comment\">is <\/span> available immediately, while <span class=\"rte rte-comment\">compared to<\/span> the HTT-40 trainer <span class=\"rte rte-comment\">which <\/span>is unlikely to be inducted before 2017-18.<\/p>\n\n\n\n<p>The Air Force <span class=\"rte rte-comment\">IAF had <\/span> also argued Pilatus would be <span class=\"rte rte-comment\">that it is economical and <\/span> easier to operate and with only one basic trainer it would simplify <span class=\"rte rte-comment\">only <span class=\"rte rte-comment\">manage <\/span> one line of basic training as the <\/span> logistic and maintenance needs. <span class=\"rte rte-comment\">for only one line can be taken care efficiently.<\/span><\/p>\n\n\n\n<p> The retired Air Force <span class=\"rte rte-comment\">IAF <\/span> official said, &#8220;the latest decision to promote state-owned defense companies, at any cost, is a climb down in expectations from the current Narendra Modi <span class=\"rte rte-comment\">(cq) <\/span>government as military officers were hoping that their voice would <span class=\"rte rte-comment\">will <\/span>be heard more than the bureaucrats in weapons procurement.&#8221;<\/p>\n\n\n\n<p> &#8220;The homemade light combat aircraft <span class=\"rte rte-comment\">(LCA) <\/span> by HAL is delayed by over 15 years, and we are not sure if the ongoing discussions on the medium multirole combat aircraft <span class=\"rte rte-comment\">(MMRCA)<\/span> in which Rafale of France is the selected aircraft will <span class=\"rte rte-comment\">be <\/span> ever be concluded because of differences between Dassault Aviation and HAL,&#8221; said another IAF official.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No HAL official would comment on the status of the HTT-40 trainer under development .<\/p>\n\n\n\n<p> &#8220;The IAF now fears that it will be forced to wait for HAL&#8217;s intermediate jet trainer [IJT],<span class=\"rte rte-comment\">(Sitara) <\/span> which is under development since 1997 with no date fixed for final operational clearance,&#8221; the second Air Force <span class=\"rte rte-comment\">IAF <\/span> official said.<\/p>\n\n\n\n<p>After the Air Force insisted <span class=\"rte rte-comment\">IAF insistence <\/span> not to depend on HAL&#8217;s <span class=\"rte rte-comment\">the <\/span>delayed <span class=\"rte rte-comment\">HAL&#8217;s <\/span> IJT project, the MoD in mid-2014 floated a global request for information <span class=\"rte rte-comment\">(RFI) <\/span> to procure intermediate jet trainers.<span class=\"rte rte-comment\">IJTs.<\/span> Expressions of interest were sent to Russia&#8217;s Yakovlev; Italy&#8217;s Alenia Aermacchi; Korea Aerospace Industries <span class=\"rte rte-comment\">(KAI) <\/span> of South Korea, Boeing, <span class=\"rte rte-comment\"> and <\/span>Northrop Grumman and Beechcraft of the US; and Saab of Sweden.<\/p>\n\n\n\n<p>&#8220;The latest decision of MoD to force a HAL-made trainer on IAF indicates that the [request]<span class=\"rte rte-comment\">RFI<\/span> to procure IJTs from overseas on a technology-transfer basis will never be turned into a formal tender and IAF will have to wait only for the HAL-made IJT Sitara,&#8221;
