{"id":39369,"date":"2018-03-20T21:29:44","date_gmt":"2018-03-20T21:29:44","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/03\/20\/us-senate-blocks-move-to-end-involvement-in-yemen-55-44\/"},"modified":"2026-08-07T23:14:38","modified_gmt":"2026-08-07T23:14:38","slug":"us-senate-blocks-move-to-end-involvement-in-yemen-55-44","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/2018\/03\/20\/us-senate-blocks-move-to-end-involvement-in-yemen-55-44\/","title":{"rendered":"US Senate blocks move to end involvement in Yemen"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Senate voted 55-44 to scuttle a<a href=\"https:\/\/www.defensenews.com\/congress\/2018\/03\/01\/us-senators-want-vote-to-end-support-for-saudi-arabia-in-yemen-war\/\" title=\"\" class=\"\" target=\"_blank\"> measure to extract the U.S. military from the Yemen civil war<\/a> and rein in what proponents argued were unchecked presidential powers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Their efforts may yet lead to congressional action on <a href=\"https:\/\/www.defensenews.com\/congress\/2017\/03\/29\/centcom-chief-vital-us-interests-at-stake-in-yemen\/\" title=\"\" class=\"\" target=\"_blank\">the Yemen question<\/a> and a new authorization of the use of military force. Amid the debate, Senate Foreign Relations Committee Chairman Bob Corker, R-Tenn., announced there would be a hearing and markup on nascent, bipartisan legislation on Yemen, and a markup on a new war authorization to replace the post-9\/11 authorizations on April 19.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The vote to table the measure was mostly partisan, though 10 Democrats voted with the Republican majority, including the Senate Armed Services Committee\u2019s Ranking Democrat Sen. Jack Reed, of Rhode Island, and Sen. Joe Donnelly, D-Ind. Five Republicans joined the mostly Democratic minority who voted in vain to keep the measure alive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bipartisan group of senators, of various ideological backgrounds, introduced a joint resolution last month to invoke the War Powers Act to overrule the president and withdraw troops from a conflict they believe is unauthorized. The U.S. provides the <a href=\"https:\/\/www.defensenews.com\/global\/mideast-africa\/2018\/02\/27\/saudi-arabia-shakes-up-military-leadership-amid-yemen-war\/\" title=\"\" class=\"\" target=\"_blank\">Saudi-led coalition<\/a> intelligence, reconnaissance and midair fighter refueling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sen. Bernie Sanders, I-Vt., who co-sponsored the bill with libertarian Sen. Mike Lee, R-Utah, and Se, Chris Murphy, D-Conn., argued that Congress must reassert its constitutional war powers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDon\u2019t duck your responsibility, don\u2019t abdicate your responsibility,\u201d Sanders urged his colleagues in a floor speech ahead of the vote. \u201cThis war in Yemen, in my view, has been a humanitarian disaster as a result of Saudi intervention, but the most important vote is, do we actually have a vote on whether or not American troops are involved in the war in Yemen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There have been various congressional votes in recent years aimed at checking security cooperation between the U.S. and Saudi Arabia, and each has failed. In the wake of President Donald Trump\u2019s announcement of a $110 billion arms deal with Riyadh, the Senate in June approved a precision-guided munitions sale to Riyadh, but the six-vote margin was surprisingly narrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tuesday\u2019s vote came amid the Washington visit of Saudi Crown Prince Mohammed bin Salman, who\u2019s employed a mixture of liberalization and repression since he became heir apparent in June 2017. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trump met with Salman on Tuesday and asked him to continue to <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/dubai-air-show\/2017\/11\/09\/middle-east-fighter-jet-sales-to-surge-over-the-next-5-years\/\" title=\"\" class=\"\" target=\"_blank\">purchase American-made arms<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSaudi Arabia is a very wealthy nation, and they\u2019re going to give the United States some of that wealth, hopefully in the form of jobs, in the form of the purchase of the finest military equipment anywhere in the world,\u201d Trump said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s nobody even close, as I said before, when it comes to the missiles and the planes and all of the military equipment,\u201d Trump said. \u201cThere\u2019s nobody that even comes close to us in terms of technology and the quality of the equipment, and Saudi Arabia appreciates that.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senate Majority Leader Mitch McConnell, R-Ky., and the Trump administration were among the defenders of U.S. involvement in Yemen. They argued a U.S. withdrawal would benefit Iran and al-Qaeda in the Arabian Peninsula, and undermine the confidence of America\u2019s Middle Eastern allies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a March 14 letter to lawmakers, Defense Secretary Jim Mattis, said U.S. aid is aimed at ending the war in a negotiated, U.N.-brokered resolution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNew restrictions on this limited U.S. military support could increase civilian casualties, jeopardize cooperation with our partners on counter-terrorism and reduce our influence with the Saudis-all of which would further exacerbate the situation and humanitarian crisis,\u201d Mattis wrote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2015, Yemen has been embroiled in a brutal civil war between a Shiite insurgency, the Houthis, and a Sunni government backed by the Saudi-led coalition. More than 10,000 people have been killed in the conflict, and in recent days, the U.N. reported the Saudi-led coalition killed 68 children and wounded 36 others from July to September 2017.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSome will argue on the floor today that we\u2019re really not engaged in hostilities, we\u2019re not exchanging fire,\u201d Sanders said. \u201cPlease tell that to the people of Yemen, whose homes and lives are being destroyed by weapons marked \u2018Made in the U.S.A.,\u2019 dropped by planes being refueled by the U.S. military on targets chosen with U.S. assistance. Only in the narrowest, most legalistic terms can anyone argue that the United States is not actively involved in hostilities alongside of Saudi Arabia in Yemen.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On Tuesday, Corker urged his colleagues to vote for his tabling motion and let the legislative process take its course. His panel will hold a hearing and mark up nascent, bipartisan legislation on the Yemen question, as well as a new AUMF, he argued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis is vote to skip the Foreign Relations Committee,\u201d Corker said, calling the bill\u2019s fast-track procedure, \u201ca Wild West debate.\u201d \u201cLet us bring something to the floor which will also have an outcome,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Corker said he and panel\u2019s top Democrat, Sen. Robert Menendez, D-N.J., met with Salman earlier Tuesday and \u201cstrongly pushed back and demarched what is happening in Yemen and asked them to take strong corrective action.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Menendez, in a floor speech, acknowledged the severity of the humanitarian crisis and ballistic missile attacks on Saudi Arabia from Yemen, but he argued a U.S. withdrawal would strengthen Iran and diminish U.S. influence in the Mideast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He and other Democrats argued that amid President Trump\u2019s chaotic foreign policy, and weakening of U.S. diplomacy, now was the wrong time to deny aid to an ally. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> \u201cI worry that withdrawal of limited U.S. military support to the Saudi coalition will weaken our leadership and our ability to influence a political settlement, and improve humanitarian conditions, and could even make the situation worse,\u201d Menendez said. \u201cLet
