An Electric Boat official said the award, announced Thursday, keeps the program on track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Connecticut-based company is the prime contractor for the Columbia-class ballistic-missile submarine program. It\u2019s designing 12 submarines to replace the current fleet of 14 aging Ohio-class ballistic-missile submarines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Construction on the Columbia class is expected to begin in fiscal 2021 at Electric Boat\u2019s Rhode Island manufacturing plant and at its headquarters in Groton, Connecticut. Newport News Shipbuilding in Virginia is the subcontractor. The first of the 12 submarines is expected to be delivered to the Navy in fiscal 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The total cost of the shipbuilding program is about $100 billion. Each submarine is being designed to stay in the fleet for 42 years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe Ohio-class strategic deterrent submarine is going to reach the end of its operational life here in the next decade, so it\u2019s extremely important for the Columbia detailed design and construction to proceed so that ship is built and delivered to the Navy in time,\u201d said Will Lennon, Electric Boat\u2019s vice president for the Columbia-class submarine program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2017\/03\/13\/us-navy-submarine-program-loses-some-of-its-shine\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/submarine-washington.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy submarine program loses some of its shine<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The luster is off a bit for the Virginia-class submarine building program, long considered a model US Navy construction effort that routinely brings down the building time and cost for each successive sub. One submarine has just missed its contract delivery date \u2013 pushed back even more when sea trials were halted to return to port \u2013 and shipbuilders are working harder to keep construction on schedule.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Electric Boat received a $76 million contract in late 2008 to start working on a missile compartment that could be used for both the U.S. Navy\u2019s new ballistic-missile submarine and the Royal Navy\u2019s new ballistic-missile submarine, which construction began on last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2012, it received a five-year, $1.85 billion award to do the research and development for the Ohio-class replacement and to continue developing the common missile compartment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adm. John Richardson, the chief of naval operations, told Congress earlier this year that it\u2019s \u201cthe Navy\u2019s contribution to our nation\u2019s strategic nuclear deterrent and our highest shipbuilding priority.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rep. Joe Courtney said the contract enables \u201cthe final locking in of how the ship is going to be actually built.\u201d The Democratic congressman\u2019s district in Connecticut includes Electric Boat\u2019s headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDespite all the drama surrounding budgets and debates in Washington, this program is moving forward without any interference or delay,\u201d Courtney said Thursday. \u201cThis is another strong indication that both the Navy and Congress are serious about making sure these boats are ready for when the time comes for the replacement of the old class.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Submarines will carry a higher percentage of the nation\u2019s maximum number of nuclear warheads allowed under the terms of the New Start treaty negotiated with Russia by the Obama administration in 2010. Courtney said that since submarines will \u201ccarry the lion\u2019s share of our nuclear deterrence,\u201d the Columbia class is a \u201cmust-do project.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This new contract allows Electric Boat to finish the design and to start early construction of prototype sections of the ship, which could then be used on the first submarine, Lennon said. Three thousand Electric Boat employees are working on the program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Most of the design of the strategic weapons systems on Columbia has been rolled over from the Ohio class, Lennon said. The remainder of the submarine is designed to today\u2019s standards and requirements, and to support modular construction, he added.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A larger construction
