{"id":40091,"date":"2019-06-03T19:25:45","date_gmt":"2019-06-03T19:25:45","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/06\/03\/house-authorizers-pose-limitations-for-f-15ex-buy-in-2020\/"},"modified":"2026-08-07T23:10:13","modified_gmt":"2026-08-07T23:10:13","slug":"house-authorizers-pose-limitations-for-f-15ex-buy-in-2020","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/06\/03\/house-authorizers-pose-limitations-for-f-15ex-buy-in-2020\/","title":{"rendered":"House lawmakers have a list of demands before funding the F-15EX"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Air Force may be unable to buy the <a href=\"https:\/\/www.defensenews.com\/newsletters\/2019\/01\/26\/if-the-money-is-there-new-and-improved-f-15s-could-be-coming-soon-to-the-air-force\/\" target=\"_blank\">eight F-15EX planes<\/a> it plans to purchase in fiscal 2020 unless it submits <a href=\"https:\/\/www.defensenews.com\/air\/2019\/03\/22\/industrial-base-considerations-played-role-in-f-15x-decision\/\" target=\"_blank\">a series of program details to Congress<\/a>, according to provisions in proposed legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A draft version of the House Armed Services Committee\u2019s defense authorization bill would permit the Air Force to procure <a href=\"https:\/\/www.defensenews.com\/air\/2019\/03\/22\/industrial-base-considerations-played-role-in-f-15x-decision\/\" target=_blank>two F-15EX prototypes in FY20<\/a>. HASC staffers who spoke with reporters Monday would not confirm whether the committee had authorized the purchase of all eight fighter jets requested by the service.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the bill proposal states that the remaining FY20 funding for the program will only be obligated after the Air Force submits details such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The program acquisition strategy.<\/li><li>A cost and schedule baseline for the program.<\/li><li>A test and evaluation master plan.<\/li><li>A life cycle sustainment plan.<\/li><li>A post-production fielding strategy.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">HASC follows its Senate counterpart and the House Appropriations Committee in releasing its defense budget proposal, and its approach on the F-15EX differs from both committees, which recommended full funding to purchase eight jets made by Boeing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the limitations on the F-15EX are not set in stone. The House and Senate still must pass their respective versions of the defense authorization bill, and once that happens, lawmakers from both chambers will have to compromise on a final version of the legislation \u2014 which may not include this language.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even if kept in, HASC\u2019s provisions indicate some support for buying new F-15EX planes, and thus do not pose an existential threat to the program.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/05\/22\/under-skyborg-program-f-35-and-f-15ex-jets-could-control-drone-sidekicks\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Under Skyborg program, F-35 and F-15EX jets could control drone sidekicks<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Robotic jets could fly alongside the F-15EX and F-35 as soon as five years from now.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">Air Force leaders have made clear that buying more F-15s is a budget-conscious choice that allows the service to replace existing &#8220;C&#8221; and &#8220;D&#8221; models that are reaching the end of their service lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the benefits to this approach, said Air Combat Command chief Gen. Mike Holmes, is that Air National Guard squadrons that get the F-15EX won\u2019t have to go through a lengthy retraining period for pilots and maintainers to learn a completely new airframe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s more to think about than just the acquisition cost. There\u2019s the cost to operate the airplane over time. There\u2019s the cost to transition at the installations where the airplanes are \u2014 does it require new military construction, does it require extensive retraining of the people, and then how long does it take?\u201d Holmes <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-warfare-symposium\/2019\/02\/28\/the-air-force-doesnt-want-f-15x-but-it-needs-more-fighter-jets\/\" target=_blank>said in February<\/a>. \u201cWe\u2019re pretty confident to say that we can go cheaper getting 72 airplanes with a mix of fifth- and fourth-[generation aircraft] than we did if we did
