The nascent <a href=\"https:\/\/www.defensenews.com\/global\/europe\/2018\/02\/13\/us-cautiously-watching-eu-military-proposal\/\" title=\"\" target=\"_blank\" data-original-title=\"\" style=\"\">European Permanent Structured Cooperation initiative on security and defense<\/a> has already launched a military mobility effort, which received praise from Thomas Goffus, deputy assistant secretary of defense for Europe and NATO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSuccess of the military mobility initiative, which is ably led by the Dutch, is a flagship initiative that could provide capable transportation modes and nodes, drastically streamlined and uniformed customs procedures, and common rules for all NATO allies and EU members as they apply for transporting things across the continent,\u201d Goffus said, speaking at the EU Security and Washington Symposium on June 13. \u201cRapid movement is essential to a credible defense and credible deterrence.\u201d <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/global\/europe\/2018\/05\/29\/here-are-the-top-5-issues-on-the-docket-for-natos-2018-summit\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/4414601.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">Here are the top 5 issues on the docket for NATO\u2019s 2018 summit<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The head of NATO has outlined five main topics that will be discussed at the alliance&#039;s summit in July.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">NATO Secretary General Jens Stoltenberg, in speaking before the alliance\u2019s Parliamentary Assembly on May 28, said NATO\u2019s security \u201cdoes not just depend on the forces we have deployed, but it also very much depends on our ability to move forces to reinforce quickly if needed.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With its experience as a legislative body, the EU is well-positioned to help NATO remove bureaucratic barriers to transporting military equipment and organize infrastructure projects. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The permanent secretary for the Estonian Ministry of Defence, Jonatan Vseviov, noted that \u201cthe EU has a lot of experience when it comes to infrastructure, a lot of experience when it comes to regulations,\u201d making it a perfect partner to tackle the challenges of military mobility. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe military mobility example is very clear,\u201d added Jorge Domecq, head of the European Defence Agency. \u201cFor military mobility to work you need a whole government approach to it, and that unfortunately you cannot do in NATO. Like her boss in the White House, Kay Bailey Hutchison would like to see them spending more.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">But military mobility is not just beneficial in wartime. Goffus stressed that increasing effective mobility across Europe may be key to preventing the escalation of future conflicts. Mobility gives \u201ccredibility to a reinforcement strategy for major combat forces. &#8230; [T]wo things together, on the front end is having NATO command and control capability to move the chess pieces around the board, the second is having chess pieces that are ready to be moved,\u201d he said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the move to mobility will not be easy. Domecq explained that although \u201cthe EU can enable and bring to the table aspects that will facilitate and make military mobility happen easier and earlier\u201d it will require \u201ca big investment in effort logistics and funding-wise from member states. The brunt of the whole effort will be at the national level because this is a question of sovereignty.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On June 7, <a href=\"https:\/\/www.defensenews.com\/international\/2018\/06\/07\/from-cyber-to-readiness-heres-what-came-out-of-natos-defense-ministers-meeting\/\" title=\"\" class=\"\" target=\"_blank\">NATO defense ministers announced<\/a> they will be discussing a new NATO readiness initiative, dubbed Four Thirties, at the July NATO Summit in Brussels. The plan would enable NATO to respond to a European crisis by deploying 30 troop battalions, 30 squadrons of aircraft and 30 warships within 30 days. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/www.defensenews.com\/international\/2018\/06\/07\/from-cyber-to-readiness-heres-what-came-out-of-natos-defense-ministers-meeting\/\" title=\"\" class=\"\" target=\"_blank\">Cyber readiness, NATO\u2019s command structure <\/a>and other key security concerns are set to be discussed by representatives from the 29 allied nations in Brussels during the July 11-12 biannual summit. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><i>Aaron Mehta contributed to this report.<\/i><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The European legislative body can help NATO break down regulations to allow the quick flow of military assets across the continent.
