{"id":41746,"date":"2018-05-17T20:36:24","date_gmt":"2018-05-17T20:36:24","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2018\/05\/17\/us-navy-still-living-with-the-effects-of-collisions-even-as-it-adds-milius-to-7th-fleet\/"},"modified":"2026-08-07T23:15:12","modified_gmt":"2026-08-07T23:15:12","slug":"us-navy-still-living-with-the-effects-of-collisions-even-as-it-adds-milius-to-7th-fleet","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/05\/17\/us-navy-still-living-with-the-effects-of-collisions-even-as-it-adds-milius-to-7th-fleet\/","title":{"rendered":"US Navy still haunted by collisions, even as it adds Milius to 7th Fleet"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 Nearly a year after the destroyer Fitzgerald\u2019s collision with a container ship killed seven of sailors, wrecked its superstructure and punched a hole in its hull, that accident <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2018\/04\/09\/the-navys-broken-ships-of-2017-are-coming-back-to-life-heres-how-its-going\/\" title=\"\" class=\"\">continues to have an impact on the Navy<\/a>\u2019s presence in Asia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With this week\u2019s arrival of the destroyer Milius, the U.S. Navy\u2019s <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/navy-league\/2018\/04\/10\/in-japan-a-hard-hit-fleet-is-steadying-on-a-new-course\/\" title=\"\" class=\"\">Japan-based surface fleet <\/a>is back up to its pre-accidents strength of 11 cruisers and destroyers. But Milius was supposed to plus up the force to 12 surface combatants; instead it will serve as a replacement for Fitzgerald, something Navy leaders say they have no plans to change in the immediate future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means that added capacity destined for the Navy\u2019s CRUDES hub at Yokosuka will have to wait as the service continues to try to meet demands and implement a rotational presence model known as Optimized Fleet Response Plan\u2014Japan. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> \u201cThe perturbations of these accidents will be felt for some time,\u201d said Thomas Callendar, a retired submariner and analyst with The Heritage Foundation. \u201cEspecially when you consider the time it will take to get the ships fixed, you have to shift around assets and maintenance times in the Pacific Fleet to meet demands.\u201d <\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2018\/02\/10\/us-navy-pressing-towards-major-reorganization\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"186\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/vinson.JPG.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">US Navy pressing toward major reorg that could strip Pacific Fleet of authorities<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">The organizational change could strip U.S. Pacific Fleet of some or all of its manning, training and equipping functions and consolidate that power under U.S. Fleet Forces Command on the East Coast.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The repairs to Fitzgerald, which was heavy-lifted to Pascagoula, Mississippi for repairs at Ingalls Shipbuilding, are expected to last through 2020 at least and the Navy has not announced plans for the ship. The McCain, which is being fixed in Yokosuka, should be ready to rejoin the fleet by the end of 2018 or in early 2019 and will rejoin 7<sup>th<\/sup> Fleet. Milius will go directly into a maintenance availability, a Navy release said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The addition of Milius is a boost to the fleet in the near term, Callendar said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMore is always better, especially what we are seeing out there with the volatile situation on the Korean Peninsula. An extra ship gives you more capacity, more ships to deploy, but it\u2019s not going make or break 7<sup>th<\/sup> Fleet,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"> More than the addition of Milius, the Navy is counting on the OFRP-J construct to generate a predictable amount of readiness and avoid the corner-cutting in service of operational demand from PACOM that drove 7<sup>th<\/sup> Fleet into a readiness ditch. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with Defense News in March, 7<sup>th<\/sup> Fleet commander Vice Adm. Phil Sawyer said he owed his ships the time to get fixed and trained before going on patrols. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think the allegiance that I have to them is we\u2019re going to, within my authority, give you time to fix those things that need to be fixed and to get the training you need to be able to go out and do the mission,\u201d Sawyer said. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the fleet resets to get its ships certified and maintained, Navy leaders have testified that the operational availability of the 7<sup>th<\/sup> Fleet ships has dropped.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAs you would expect, these actions have reduced the operational availability of our Japan-based ships in the short run as they undergo a rigorous recertification process,\u201d Vice Adm. Larter, Staff)<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The recertification and retraining of the ships in Japan, as well as the reduced availability, will last for some months, Lewis continued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI expect that we will be passed this initial bow wave by late spring this year,\u201d he said. \u201cFull implementation of the new processes will take some time, but the end result will be a more ready, more capable, and more lethal Navy.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A recent trip to the region made clear that the reduction in underway time and increased focus on training was having a marked input on the waterfront in the short term, said Bryan Clark, a retired submariner and analyst with the Center for Strategic and Budgetary Assessment. Clark traveled to Japan in April. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe operators clearly recognized a change,\u201d Clark said. \u201cThere has been maintenance that had been delayed is getting done. There is clearly a sense that things have changed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe question isn\u2019t so much whether things have changed, it\u2019s is this an enduring change or will things creep back to the way they were after this reset is completed?
