{"id":42060,"date":"2019-10-28T17:49:00","date_gmt":"2019-10-28T17:49:00","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/10\/28\/delays-continue-as-newport-news-delivers-attack-submarine-delaware-months-behind-schedule\/"},"modified":"2026-08-07T23:21:55","modified_gmt":"2026-08-07T23:21:55","slug":"delays-continue-as-newport-news-delivers-attack-submarine-delaware-months-behind-schedule","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/10\/28\/delays-continue-as-newport-news-delivers-attack-submarine-delaware-months-behind-schedule\/","title":{"rendered":"Delays drag on as Huntington Ingalls delivers attack submarine months behind schedule"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2013 A Huntington Ingalls Industries shipyard has delivered <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/03\/20\/late-is-the-new-normal-for-virginia-class-attack-boats\/\">the Virginia-class attack submarine<\/a> Delaware to the U.S. Navy, almost nine months later than projected just last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Delaware, which was originally to be delivered in February, according to the U.S. Navy\u2019s fiscal 2019 budget documents, had its delivery pushed to June in the FY20 budget submission, meaning the Newport News, Virginia, yard missed the revised target by nearly five months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Builders <a href=\"https:\/\/www.defensenews.com\/naval\/2019\/10\/28\/after-a-leadership-shakeup-at-general-dynamics-a-murky-future-for-submarine-building\/\">General Dynamics Electric Boat<\/a> and HII\u2019s Newport News have experienced increasing delays in their production schedules, partly due to the lingering effects of increasing production from one submarine per year to two earlier in the decade as well as delays resulting from a green labor force learning on the job.<\/p>\n\n\n\t<aside class=\"smg-interstitial-link wp-block-smg-interstitial-link\">\n\t\t<a href=\"https:\/\/one.sightlinemg.com\/defensenews\/naval\/2019\/10\/28\/after-a-leadership-shakeup-at-general-dynamics-a-murky-future-for-submarine-building\/\" class=\"smg-interstitial-link__inner\">\n\t\t\t\t\t\t\t<div class=\"smg-interstitial-link__media\">\n\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"300\" height=\"200\" src=\"https:\/\/one.sightlinemg.com\/wp-content\/uploads\/2026\/08\/South-Dakota.jpg.jpg?w=300\" class=\"smg-interstitial-link__image wp-post-image\" alt=\"\" \/>\t\t\t\t<\/div>\n\t\t\t\t\t\t<div class=\"smg-interstitial-link__content\">\n\t\t\t\t<span class=\"smg-interstitial-link__kicker\">Related<\/span>\n\t\t\t\t<h3 class=\"smg-interstitial-link__title\">After a leadership shakeup at General Dynamics, a murky future for submarine building<\/h3>\n\t\t\t\t\t\t\t\t\t<p class=\"smg-interstitial-link__excerpt\">Submarine building faces a mountain of uncertainty following a General Dynamics leadership shakeup.<\/p>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/a>\n\t<\/aside>\n\t\n\n\n<p class=\"wp-block-paragraph\">The delays, however, have not impacted the quality of the finished product, according to Newport News.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLike the last two submarines we delivered to the Navy, Delaware has received some of the highest quality scores since the Virginia-class program began,\u201d Dave Bolcar, Newport News\u2019 vice president of submarine construction, said in a statement. \u201cOur team of shipbuilders continues to perform at a high level, and nothing makes us prouder than delivering one of the most mission-ready submarines to the fleet.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Navy is concerned that delays in the Virginia-class program \u2014 which are being exacerbated by an increasingly stressed industrial base of suppliers straining to meet demand for as many as three submarine orders per year \u2014 might spill over into the Columbia-class program.
