{"id":42117,"date":"2019-11-12T14:57:02","date_gmt":"2019-11-12T14:57:02","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2019\/11\/12\/kc-46-cargo-solution-still-months-away\/"},"modified":"2026-08-07T23:22:59","modified_gmt":"2026-08-07T23:22:59","slug":"kc-46-cargo-solution-still-months-away","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/air\/2019\/11\/12\/kc-46-cargo-solution-still-months-away\/","title":{"rendered":"KC-46 cargo solution still \u2018months\u2019 away"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Air Force expects to resolve a safety issue with the cargo capability of its KC-46A Pegasus tanker within \u201cmonths,\u201d the service\u2019s top acquisition official said Tuesday.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Will Roper said he is \u201cconfident\u201d the issue would get fixed and that the problem \u2014 which has led the Air Force to stop the tankers from flying with cargo in their holds \u2014 was not his top concern for the Boeing-made plane.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe issue with the locks was identified. We\u2019re working options currently with Boeing and their supplier,\u201d Roper said at a breakfast hosted by the Defense Writers Group. \u201cWe\u2019re looking to our operators to tell us which one of the solutions that have been identified is the one that they prefer.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In September, <a href=\"https:\/\/www.defensenews.com\/breaking-news\/2019\/09\/11\/air-force-restricts-kc-46-from-carrying-cargo-and-personnel\/\" target=\"_blank\">Defense News first reported<\/a> that the KC-46 was restricted from carrying either cargo or people in the back of the aircraft. The restriction was set after a recent flight where cargo locks on the bottom of the aircraft\u2019s floor became unlocked, creating concerns that airmen could be hurt or killed by heavy equipment that suddenly bursts free during a flight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has been a rough year for the KC-46. The Air Force <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-warfare-symposium\/2019\/02\/28\/air-force-forces-boeing-to-make-changes-after-problems-with-kc-46-production\/\">suspended KC-46 flights<\/a> at Boeing\u2019s production line in Everett, Washington, this February after finding debris. Then it<a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/air-warfare-symposium\/2019\/03\/01\/air-force-suspends-kc-46-tanker-deliveries\/\"> paused all tanker deliveries in March<\/a> as the service investigated the extent of the problem. The service began accepting tankers again <a href=\"https:\/\/www.defensenews.com\/air\/2019\/03\/14\/boeing-resumes-kc-46-tanker-deliveries-but-air-force-scrutiny-will-linger\/\">later that month<\/a>, only for deliveries <a href=\"https:\/\/www.airforcetimes.com\/news\/your-air-force\/2019\/04\/02\/air-force-again-halts-kc-46-deliveries-after-more-debris-found\/\">to stop<\/a> \u2014 <a href=\"https:\/\/www.defensenews.com\/air\/2019\/04\/09\/air-force-improves-new-inspection-plan-for-kc-46s-paving-the-way-for-deliveries-to-restart\/\">and restart<\/a> \u2014 in April due to similar problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cargo issue represents the fourth category 1 deficiency for the tanker, and the issues are becoming increasingly expensive for Boeing: The company is locked into a fixed-price contract, which means it is responsible for paying for a expenses beyond the initial $4.9 billion award for development of the aircraft. So far, the company has paid <a href=\"https:\/\/www.defensenews.com\/industry\/2018\/10\/24\/boeing-adds-another-179m-in-cost-overruns-to-kc-46-as-delivery-draws-near\/\">more than $3.5 billion of its own money<\/a> to fund corrections to ongoing technical issues. The other three issues are:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The remote vision system, or RVS \u2014 the camera system that allows KC-46 boom operators to steer the boom into a receiver aircraft without having to look out a window and use visual cues \u2014 provides imagery in certain lighting conditions that appears warped or misleading. Boeing has agreed to pay for potentially extensive hardware and software fixes, but the Air Force believes it could be up to four years until the system is fully functional.<\/li><li>The Air Force has recorded instances of the <a href=\"https:\/\/www.defensenews.com\/air\/2017\/09\/22\/air-force-aims-to-fix-three-kc-46-deficiencies-before-key-milestone\/\">boom scraping against the airframe of receiver aircraft<\/a>. Boeing and the Air Force believe this problem is a symptom of the RVS\u2019 acuity problems, and that the problem will be eliminated once the camera system is fixed.<\/li><li>Boeing must redesign the boom to accommodate the A-10 plane, which currently does not generate the thrust necessary to push into the boom for refueling. This problem is a requirements change by the Air Force, which approved Boeing\u2019s design in 2016. Last month, Boeing <a href=\"https:\/\/www.defensenews.com\/air\/2019\/08\/06\/heres-why-boeing-is-getting-555m-to-fix-a-problem-with-the-air-forces-new-tanker\/\">received a $55.5 million contract<\/a> to begin work on the new boom actuator.<\/li><\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Roper said the cargo issue \u201cgoes into the kind of normal deficiency space\u201d and noted that it\u2019s the type of issue that is discovered by the normal testing process. The more long-term issues, such as the remote visual system, are \u201cthe areas I keep the most focus on,\u201d he said.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The U.S. Air Force
