{"id":42120,"date":"2016-04-11T18:52:58","date_gmt":"2016-04-11T18:52:58","guid":{"rendered":"https:\/\/one.sightlinemg.com\/defensenews\/uncategorized\/2016\/04\/11\/business-as-usual-with-russia-unlikely-nato-leader-says\/"},"modified":"2026-08-07T23:29:52","modified_gmt":"2026-08-07T23:29:52","slug":"business-as-usual-with-russia-unlikely-nato-leader-says","status":"publish","type":"post","link":"https:\/\/one.sightlinemg.com\/defensenews\/congress\/budget\/2016\/04\/11\/business-as-usual-with-russia-unlikely-nato-leader-says\/","title":{"rendered":"&#8216;Business as Usual&#8217; With Russia Unlikely, NATO Leader Says"},"content":{"rendered":"\n<p>NATO Secretary<span class=\"rte rte-comment\">&#8211;<\/span> General Jens Stoltenberg <span class=\"rte rte-comment\">has <\/span>warned <span class=\"rte rte-comment\">that <\/span>there is <span class=\"rte rte-comment\">currently <\/span>little chance of a return to &#8220;business as usual&#8221; with a newly<span class=\"rte rte-comment\">&#8211;<\/span> emboldened Russia.<\/p>\n\n\n\n<p>He was speaking ahead of the NATO-Russia Council which will meet next week with the <span class=\"rte rte-comment\">A<\/span>alliance keen to resume contact with Moscow after Crimea annexation strained ties between the two sides.<\/p>\n\n\n\n<p>The crisis in and around Ukraine and the need to fully implement the Minsk Agreements will be on the agenda at the meeting, scheduled for <span class=\"rte rte-comment\">20 <\/span>April 20 at the <span class=\"rte rte-comment\">Alliance\u2019s <\/span>NATO&#8217;s Brussels headquarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military activities will also feature, with particular focus on transparency and risk reduction, the security situation in Afghanistan, and regional terrorist threats.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Stoltenberg said that the meeting will take place &#8220;at ambassadorial level.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This meeting is the continuation of our political dialogue. At the same time, there will be no return to business as usual until Russia again respects international law.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He pointed out that NATO decided to suspend all practical cooperation with Russia in April 2014 in response to Russia&#8217;s &#8220;aggressive&#8221; actions in Ukraine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;This decision stands,&#8221; he said, adding:\u00a0&#8220;At the same time, NATO kept channels of political dialogue and military communication open.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tension between NATO and Russia, which both possess huge nuclear arsenals dating back to the Cold War, has clouded international relations since the annexation of Crimea two years ago.<\/p>\n\n\n\n<p>NATO announced last month that\u00a0an extra armo<span class=\"rte rte-comment\">u<\/span>red brigade would be deployed in <span class=\"rte rte-comment\">e<\/span>Eastern Europe, meaning a total of three will be there on a continuous basis.<\/p>\n\n\n\n<p>Late last year, Russian President Vladimir\u00a0Putin described <span class=\"rte rte-comment\">Nato\u2019s <\/span>NATO&#8217;s expansion as a threat to his country.<\/p>\n\n\n\n<p>A NATO sources said the meeting next week is an attempt to repair the partnership. <span class=\"rte rte-comment\">between NATO and Russia that suffered a major setback following Moscow\u2019s annexation of Crimea.<\/span><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decision \u00a0to suspend cooperation with Russia was formalized in September 2014, with ministers agreeing to continue only the NATO-Russia Council meetings on political dialogue, which do not cover military issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO officials said the Alliance has been trying resume meetings between the Russians and NATO ambassadors since December 2015.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NATO&#8217;s deputy Secretary General has met several times with the Russian Ambassador to NATO, Alexander Grushko, including in recent weeks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last attempt by NATO officials to set up a meeting with the Russian side occurred in February during the Munich Security Conference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moscow has repeatedly criticized NATO&#8217;s &#8220;creeping expansion&#8221; in Eastern Europe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a recent statement, Grushko said that the alliance&#8217;s expansion &#8220;contradicts the spirit of international treaties on mutual relations and military activity, which state that the Western military bloc is not to permanently station additional forces near Russian borders.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A NATO official, however, said that &#8220;in difficult times it is good to talk. It shows we are committed to continue the political dialogue.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NATO Secretary General is the chairperson of the NRC, which was established at the NATO-Russia Summit in Rome in 2002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bitter conflict in Eastern Ukraine shows no sign of abating, despite a lull in hostilities earlier this year. Recent weeks have seen a serious upsurge in fighting between the two sides with further loss of life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dispute erupted in early 2014 when Ukraine&#8217;s
