The US Navy thinks so."},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">WASHINGTON \u2014 The U.S. Navy has a problem: The <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/03\/17\/cost-of-upgrading-the-arleigh-burke-destroyers-may-not-be-worth-it-navy-says\/\" target=_blank>Arleigh Burke-class destroyer program<\/a> was too successful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Between 1991, when the Navy commissioned the USS <a href=\"https:\/\/www.defensenews.com\/digital-show-dailies\/surface-navy-association\/2020\/01\/15\/the-us-navys-workhorse-arleigh-burke-destroyers-could-get-a-major-upgrade-starting-next-year\/\" target=_blank>Arleigh Burke, <\/a>and 1998, when it commissioned the USS Mahan, the service built the class at a pace of three per year. Now, as those ships are bearing down on their 35-year expected hull life, the Navy wants to grow its fleet, but it lacks the budget and capacity to modernize those first 21 ships to the latest configurations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So while the fleet will try to keep them around as long as possible, it will have to get creative in its problem-solving approach, said <a href=\"https:\/\/www.defensenews.com\/naval\/2020\/03\/05\/heres-how-much-the-us-navy-saves-by-cutting-the-first-4-lcs-more-than-a-decade-early\/\" target=_blank>Vice Adm. James Kilby<\/a>, the Navy\u2019s top requirements officer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe built our DDGs faster than we can modernize given the budget today,\u201d Kilby said in a virtual Q&amp;A at the Surface Navy Association\u2019s annual symposium. \u201cSo we made a decision some years ago, they leave 21 ships in their current state and continue to work on them but not modernize them in the [latest Aegis] configuration. I have [the surface warfare director, Rear Adm.
